CHAPIN TOWN COUNCIL PUBLIC HEARING MEETING MINUTES Tuesday, July 18, 2017 5:45 P.M.

Members Present: Mayor Skip Wilson, Mayor Pro Tempore Mike Clonts, Member Robbie Frick, Member Kay Hollis, and Member Gregg White Members Absent: None Staff Present: Communications Director Karen Owens, Zoning Administrator Chris Clauson, Finance Director Laura Culler, Utilities Director Andy Metts, Sanitary Engineer Dan Lambert, Police Chief Seth Zeigler, and Clerk Julie Hammond Guests: None Call to Order: Mayor Wilson called the meeting to order at 5:50 p.m. The Mayor determined there was a quorum and acknowledged that the appropriate notifications in compliance with the SC Freedom of Information Act had been met. Presentation – Adopt the Neighborhood Commercial (NC) Zoning District for 161 Columbia Ave: Administrator Clauson explained that the property is off of the downtown area and the owner has requested to re-zone the property to NC from its existing Single Family Residential (RS-1); Ordinance #015-07-2017 “Exhibit A.” Mayor Wilson opened public comment. There was no public comment. The Mayor then opened comments from Council. Mayor Pro Tem Clonts asked what the plan was for the property. Administrator Clauson indicated the owner would like to do a small shopping center, but if that did not work they would re-use the house. Presentation – Amend the Unified Development Fee Schedule: Administrator Clauson explained Ordinance #016-07-2017 “Exhibit B” establishes rates and fees for certain development items, services, and permits provided for in Chapin Town Code. The amendment covers permit fees for signs ranging from twelve square feet to over thirty-two square feet, as well as, adding a Post Facto Permit for instances where work has commenced or a new use is established prior to obtaining a permit. The last change was the removal of a Forestry permit which Administrator Clauson had been informed about from the Forestry Industry the day before. Mayor Wilson opened public comment. There was no public comment. The Mayor then opened comments from Council. There was no Council comment. Presentation – Establish Candidate Filing Fees: Clerk Hammond explained Ordinance #01707-2017 “Exhibit C” establishes candidate filing fees for the Office of Mayor and Council Member to help offset the fees we pay Lexington County to manage our elections. Of the eight elections Lexington County will manage in November, five municipalities charge filing fees and two use the petition method. Chapin was the only municipality that didn’t have a filing fee or use the petition method of candidacy.

Mayor Wilson opened public comment. There was no public comment. The Mayor then opened comments from Council. There was no Council comment. However, Mayor Wilson did request an amendment to June’s Town Council Minutes indicating the fees collected are not a recovery of charges imposed by Lexington County, but the fees would slightly help reduce the expenses, time, and labor the Town of Chapin incurs. Presentation – Establish Article 8 of Chapter 8 – Town Owned Rental Facilities: Director Culler explained Ordinance #018-07-2017 “Exhibit D” is the addition of Article 8 of existing Chapter 8 of Town Code for rental facilities. Mayor Wilson opened public comment. There was no public comment. The Mayor then opened comments from Council. Mayor Pro Tem Clonts asked if there were any other rental facilities other than the Town Hall Complex. There are not. Adjournment: Council Member White moved to adjourn the public hearing. Mayor Pro Tem Clonts seconded the motion. The meeting was adjourned at 5:57 p.m.
