CITY COUNCIL WORK SESSION MINUTES February 5, 2018 5:30 – 6:30pm 1) Call to Order Mayor Whalen called the meeting to order at 5:30 p.m. Present – Council: Mayor Lisa Whalen, Pam Mortenson, Patricia Thoele, Mike Molitor and Shannon Bruce; Staff: City Administrator Michael Barone, Finance Director Brian Grimm, Community Development Director David Abel, Public Safety Director Paul Falls, City Clerk Kris Linquist and Public Works Superintendent Gary Peters; Consultant: City Engineer Paul Hornby, WSB Engineering. Absent: None 2) Strategic Plan – 2017 Review and 2018 Preview Barone overviewed the power point presentation. Highlights included: 2017-18 Strategic Plan 1. Infrastructure Maintenance and Expansion Priorities: a) Comprehensive Water System Plan b) Comprehensive Utilities Maintenance Plan c) Pavement Management Schedule 2. Civic Engagement Priorities: a) Online Payment and Permitting Services b) Update City Website c) Implement Social Media d) Networking and Collaboration Programs 3. Effective Governance Priorities: a) Frank and Open Discussions b) Decisions made at Council meetings c) Respectful Communications 4. Planned and Directed Growth Priorities: a) Commercial Development Key sites Highway 7 Woodland Cove b) Comprehensive Plan Update c) Conduct a Comprehensive Economic Development Study There was discussion on bringing this item back for further discussion. Council would like to have time to review the plan for prioritizing. Bruce questioned the testing of fire hydrants in the Hunters Crest neighborhoods. Barone stated that it could be added to the list. Bruce also commented on small cell wireless and bringing 5G high speed internet to Minnetrista. She would like staff to explore the options. Molitor commented that the Comprehensive Plan for 2040 also needs to be added along with the rezoning of the Comprehensive Plan. Council would like to see the plan divided out into departments to help with prioritizing. There was discussion on PRVs (Pressure Reducing Valves) This item will be brought back to a future meeting for discussion and prioritizing.
