General Fund. We currently pay$ 1400. per month for a lease to Rickey Broussard D. M. V. for the shelter facility; this lease will be terminated. Instead we will pay the City of Aransas Pass 500. per month. Depending on cost ( if any) for sheltering animals other than dogs, this MOU will result in a $ 900. per month savings.

Due to storm damage at our Animal Shelter, the Department has been working to find a solution for Ingleside' s animal control services. Conditions at the shelter are not safe for staff; the

visiting public and for the welfare of the animals sheltered at the facility. Animal Control Officers have been working with area and state rescue groups and for the most part, have been able to place our dogs and cats with these groups. However, there have been no repairs to the

facility since the storm and conditions are such that we can no longer continue operations at this facility.

I

gave notice of

intent to terminate

our

lease

agreement

with

a

letter dated October

11th

and our plan is to move out of the facility as soon as we have a place for operations. Over this past week, the Department has been working with the Aransas Pass Police Department to establish an agreement to utilize their animal shelter to house some of our animal impounds. We believe this will be a workable solution for the immediate future and will allow us to

continue most of our services without interruption. Below is a summary of our plan for animal control services until we find a more permanent solution. I.

A Contract with Aransas Pass which will include:

A payment from the City of Ingleside of$ 500 a month which pays for food and incidentals for

use

of

Aransas Pass kennels for

our

impounds.

We

paid$

1400. per

month for our lease so this change will save the city$ 900. per month beginning 10th.

Impounds will be for dogs only; in extreme cases Aransas Pass will accept cats. Our

usual

impound

procedures

will remain

the

same

for dogs.

Citizens will

have the same level of service in the community for dogs. When one of our impounds is set to be reclaimed or is set for adoption, Ingleside will transfer the animal to Aransas Pass and the animal will be processed by Aransas

Pass using their fee schedule. Aransas Pass will collect and keep all fees associated with this process.

An office area will be set aside at the Shelter for our Animal Control Officers.

A secure area will be set aside for storage of the controlled substances used in providing control services. 1

Our operation hours will be changed to Monday through Friday; public services will not be offered on the weekend. This will be a change however we do not believe it will be too disruptive to our public. Our Animal Control Officers will have 24/ 7

access to the facility for our impounds.

We anticipate having the agreement ready to go to our Council for the next meeting. If approved by Council, Aransas Pass will take it to their Council. II.

We will continue to place animals with rescue groups and these groups will take our

animals even though they are at the Aransas Pass shelter. III.

Unless we can find kennel services for cats, we can no longer take owner surrender cats. We continue to look for a solution for owner surrender and trapped cats.

IV.

Once finalized, the Department will announce changes to the public using social media and our usual information distribution processes.

As soon as the Department receives a final draft of the agreement from Aransas Pass, I will forward to you for your review. I' m not sure if this will be handled as a contract or MOU with an expense. At this time, Aransas Pass has it titled as a MOU.

Please let me know if there is something else I need to consider for the current arrangement and as we move forward in finding a longer term solution.

PASS

PURPOSE AND SCOPE

The purpose of this MOU is to clearly identify the role and responsibility of the City of Aransas Pass Animal Control Department, as they relate to animal services and efforts requested by the City of Ingleside Animal Control Department. These services and efforts will include, but are not limited to, office space, housing animals, providing emergency

medical care, evacuating

or sending animals to rescue, public adoptions, caring

and feeding for animals being housed, providing lost and found information services to the public, and Rabies Quarantine

Temporary Animal Housing: The City of Ingleside Animal Control Department shall temporarily house their shelter animals at the City of Aransas Pass Animal Control Shelter located at 601 N Avenue A, Aransas Pass, TX 78336. The City of Ingleside Animal Control Officers will have access to this location 24/ 7 via key.

B.

Animal Intake and Owner Surrenders: The City of Ingleside Animal Control Department shall only intake loose and/ or stray animals to be housed at the City of Aransas Pass Animal Control Shelter. Due to limited space, owner surrendered animals will not be accepted. The City of Ingleside Animal Control

Department shall not intake and temporarily house the following: cats( domestic or feral), wildlife, livestock, poultry, and birds.

C.

Stray Hold: The City of Ingleside Animal Control Department shall continue a stray hold period of 5 days in accordance with the Code of Ordinances for the City of Ingleside.

D.

Animal Disposition Practices: The City of Ingleside Animal Control Department shall comply with the

following disposition practices once animals complete the stray hold period: a. Adoptions: animals requested for adoption shall be department transferred to the City of Aransas Pass Animal Control Department and follow the City of Aransas Pass Animal Control Department adoption process. The process includes an adoption agreement, a spay/ neuter agreement, the animal to be microchipped, and a fee of$ 23. The fee shall be retained by the City

of

Aransas

Pass.

b. Rescue and Evacuations: animals requested to be transferred to rescue or evacuated shall be

department transferred to the City of Aransas Pass Animal Control Department and follow the City of Aransas Pass Animal Control Department rescue/ evacuation process. Owner Reclaims—

Impound Fees Assessed: animals being owner reclaimed shall be

department transferred to the City of Aransas Pass Animal Control Department and follow the Aransas Pass Animal Control Department owner reclaim process. This process includes proof of ownership for

Reclaims—

No Impound Fees Assessed: animals being owner reclaimed shall not be

department transferred to the City of Aransas Pass Animal Control Department if it is determined the owner cannot pay the applicable impound fees. The City of Ingleside Animal Control Department shall make this determination and issue a citation for Animal At Large to

the owner prior to the animal being reclaimed from the City of Aransas Pass Animal Control Shelter.

e. Euthanasia: animals requiring euthanasia shall not be department transferred to the City of ' Aransas Pass Animal Control and are subject to the City of Ingleside Animal Control euthanasia policies/ procedures. After euthanasia,

deceased animals shall be disposed in accordance with

the current policies/ procedures of the City of Aransas Pass Animal Control Department.

E.

Rabies Quarantine: animals requiring Rabies Quarantine in accordance with TX State Law shall be immediately department transferred to the City of Aransas Pass Animal Control Department. The Local Rabies Control Authority for the City of Aransas Pass will observe and follow the Rabies Quarantine policies/ procedures

Cleaning and Feeding Schedule: the City of Ingleside Animal Control Officers shall share cleaning and feeding responsibilities with the City of Aransas Pass Animal Control Officers. Weekly cleaning and

feeding shall be subject to a first come basis or whoever has time. Weekend cleaning and feeding shall be subject to a schedule determined by the Senior Animal Control Officer with the City of Aransas Pass Animal Control Department and not to exceed one Animal Control Officer having more than two ( 2) weekends in a thirty( 30) day period.

G.

Office Space: the City of Ingleside Animal Control Department will be provided space, to include a table, chairs, and shelving, within the City of Aransas Pass Animal Control Shelter to conduct animal related business.

H.

Controlled Substance Storage: the City of Ingleside Animal Control Department shall store controlled substances in accordance with the policies/ procedures of the City of Aransas Pass Animal Control Department.

This includes

access

to a locked cabinet and safe 24/ 7.

I.

Monthly Fee: the City of Ingleside shall pay the City of Aransas Pass a monthly fee of$ 500 to offset animal costs associated with cleaning supplies, food supplies, and other miscellaneous expenses that may arise.

J.

Authority: the Senior Animal Control Officer with the City of Aransas Pass Animal Control Department shall have full authority over animal operations within the City of Aransas Pass Animal Control Shelter and shared services within this MOU.

II.

IT IS MUTUALLY UNDERSTOOD AND AGREED BY THE CITY AND THE CITY OF ARANSAS PASS THAT:
