Oxford Pollution Control Plant 2011 Annual Report

This annual report is in response to requirements under Certificate of Approval to Operate 34347J6HHY for the Oxford Pollution Control Plant. (a) A summary and interpretation of all monitoring data and a comparison to the effluent limits outlined in Condition 7, including an overview of the success and adequacy of the works; There were no monthly average compliance excursions for BOD, suspended solids, ammonia phosphorous and dissolved oxygen for the Oxford Pollution Control Plant in 2011 (see Table 1). Effluent pH ranged from 6.6 to 8.0 in 2011 which was within the compliance range of 6.0 to 9.5. The lowest raw pH was 7.2. The annual average daily flow for the Oxford Pollution Control Plant was 10.234 ML/day which was less than the Certificate of Approval limit of 17.25 ML/day. Section #1 has been out of service since May 15, 2008. Section #2 is rated at 13.62 ML/day and average flow in 2011 was at 75% of section #2 capacity. The works at the Oxford Pollution Control plant are sufficient to meet requirements. (b) A description of any operating problems encountered and corrective action taken; The Oxford plant section #1 was shut down in 2008 and the section 2 has operated well in 2011. (c) A summary of all maintenance carried out on any major structure, equipment, apparatus, mechanism or thing forming part of the Works; The Work Order list for the Oxford Pollution Control Plant is attached near the end of the report. (d) A summary of any effluent quality assurance or control measures undertaken in the reporting period; A Plant and effluent monitoring program was conducted and the data is in the tables of this report. All required samples were obtained in 2011. (e) A summary of the calibration and maintenance carried out on all effluent monitoring equipment; Flow meter calibrations are attached in the report. (f) A description of efforts made and results achieved in meeting the Effluent Objectives of Condition 6; The monthly average objectives for BOD, suspended solids, total phosphorous, ammonia, Dissolved Oxygen and E. Coli were achieved 100% of the time in 2011.
The pH objective range for the effluent is 6.5 to 9.0 and the objective was achieved 100% of the time in 2011. (g) A tabulation of the volume of sludge generated in the reporting period, an outline of anticipated volumes to be generated in the next reporting period and a summary of the locations to where the sludge was disposed. Sludge from Oxford Pollution Control Plant was hauled to the Greenway Pollution Control Centre for incineration. The total volume of sludge hauled from Oxford Pollution Control Plant in 2011 was 29,521 cubic metres. The 2011 average solids were 3.9%. Primary sludge and thickened waste are combined in the hauled waste tank. The City of London will continue to haul sludge to Greenway for dewatering and incineration. The 2012 sludge volume for the Oxford Pollution Control Plant is expected to be similar to the 2011 level. (h) A summary of any complaints received during the reporting period and any steps taken to address the complaints; There were no odour complaints in 2011. (i) A summary of all By-pass, spill or abnormal discharge events. There was one secondary by-pass event in 2011 and no raw sewage bypasses. The bypasses are listed in the report. The bypass event occurred on January 1, 2011. The secondary bypass volume for 2011 was 1.488 ML which is 0.04% of the total treated flow at the Oxford Pollution Control Plant in 2011.
