TYPES OF CONCRETE MOISTURE MITIGATION 1.
Admixture to concrete at the batch plant. • Manufacturers require a rep to observe the addition of product – many times hard to schedule.
2. Topical application (spray on PCCT) after concrete is placed. • Need to monitor coverage rates to make sure manufacturer requirements are met. 3. High moisture adhesive pre‐applied to flooring offsite. 4. High moisture content adhesive from flooring manufacturer – up to 85% RH. 5. Full moisture mitigation system of epoxy resin based product and cementitious leveling compound.

WATCH ITEMS / DISCUSSION POINTS • Almost no flooring manufacturer will warrant their product, adhesive etc. over any sort of chemical on the slab. • That is why chemical curing of concrete should only be permitted if the slab will be bead blasted or sanded down prior to flooring. If not, the flooring manufacturer has an out if there is a failure. • The moisture mitigation “warranty” has numerous ways to be voided. • “Product must be applied per manufacturer instructions.” How will you prove this? • Must decide with owner who they would rather have a warranty with. • The flooring manufacturer, or the company selling spray on material for 25 cents / sq. ft. • Do not want to leave the door open for the flooring manufacturer to void their warranty. WATCH ITEMS / DISCUSSION POINTS Older existing slabs might have chemical makeup that does not work with topical applied products that need “activation”. • Case Study • Existing slab had high levels of carbonation it top layer which prevented the topical silicate moisture barrier from activating. This caused a bond breaker layer between flooring and concrete. Floor failure occurred. • No other system will warrant install over non‐ activated product so ¼” of concrete needs to be ground off in order to get to “clean concrete”.

WATCH ITEMS / DISCUSSION POINTS • Many times you will hear…“We have used this product on XYZ sf of concrete and have had no issues.” • How do you know that had anything to do with the product? • Was moisture testing performed to verify that there was even high moisture content? • Many products state in their data that they will never pass a moisture test? But ALL flooring manufacturers require certain moisture levels. • Again…Who do you want your warranty with? • Certain concrete mixes and placement / curing techniques have been proven to result in lower moisture levels, not needing any mitigation.

HOAR’S PCCT POLICY
MANAGING OUR RISK…. • The purpose of this memo is to not only reiterate what our policy on Creteseal but to also make you aware that our position applies to all other PCCT (Penetrating Colloidal Concrete Treatment‐ spray on products used to control water vapor emissions control). • A clarification in a contract or change order is always required, absolving Hoar of the responsibility if the owner so chooses to use these products. • When an owner/architect elects to use these products on any project, the liability must either be passed on to the owner/architect as stated above or approval must be given by corporate management.

BEST PRACTICE FOR MOISTURE MITIGATION • Use under slab vapor barrier (15 mil) directly under concrete, with no sand layer. • Reinforcing steel to help reduce possible slab curl. • 3500 ‐ 4000 psi concrete with low water cement ratio (approx. .45) • Finish concrete to smooth but non burnished finish. Allows moisture to escape. • Wet cure with curing blankets, but do not add additional water after initial covering. • Condition building a week prior to starting flooring. • Perform RH testing (calcium chloride no longer recognized). • Plan on epoxy resin moisture mitigation with leveling compound, but might not need it if moisture levels are acceptable.
