CONSTITUTION AND BYLAWS – RIVERTON BABE RUTH LEAGUE ARTICLE I: NAME This organization will be known as Riverton Babe Ruth League, a Utah Non-Profit corporation. No player will be turned away because of race, religion, sex, or inability to play. ARTICLE II: OBJECTIVE Riverton Babe Ruth League, a Utah Non-Profit Corporation is organized exclusively for charitable, religious, educational and scientific purposes, including, for such purposes, the making of distributions to organizations that qualify as exempt organizations under section 501(c) (3) of the Internal Revenue Code, or corresponding section of any future federal tax code. This Company will participate in the following activities: The organization and instruction of youth baseball league, provided to everyone and not prohibited to anyone by ability, cost, race, religion or sex. The objective of the league is to implant firmly in the participants the ideals of good sportsmanship, honesty, loyalty, courage and reverence, so that they may be stronger and happier boys/girls and will grow to be good healthy men/women. The league shall be run by its Elect Board and by volunteer coaches. The activity will be conducted throughout the year. The league will play in Salt Lake County, UT. ARTICLE III: POLICIES The following are basic policies of this league: 1. The league will operate according to the rules and regulations set forth by the Babe Ruth League, Inc.  All Bylaws and Rules are subject to change at the discretion of the elect board at any given time of the calendar year. 2. To achieve our objective by providing supervised competitive athletic games. The Managers and coaches shall bear in mind that the attainment of exceptional athletic skill or inning of games is secondary, and the molding of future men/women is of prime importance. 3. The board of directors shall have the authority to suspend any member or Manager whose conduct is considered detrimental to the best interest of the league. 4. The President, upon evidence of the misconduct of any boy/girl in relation to the league, shall, within 48 hours, notify the player agent and the Manager of the team of which the boy/girl is a member. 5. Said Manager or the player agent, or both, shall appear in the capacity of an advisor, with the boy/girl, before at least three appointed members of the Board of Directors within three days of act, for disciplinary action. Said disciplinary action will consist of:  Warning  Probation, or  Expulsions 6. Any Manager, coach, fans, or team member ejected from a game by an umpire may be placed on a one-(1) game suspension, which shall be the next consecutive game. 7. nds, (13800 South 3600 West) for the next consecutive game. If they are unable to attend the very next game, they will be required to miss the next game that they would be able to attend. All suspensions will be reviewed by the elect board. 8. After ejection, players ejected will be required to be in attendance and will be required to sit the bench. If they are unable to attend the very next game, the first game back they will be required to sit the bench. 8. See official CR/BR rulebook.  All protests must be turned in (Protest Form – In Snack Shack) to the elect board before the game ends. A resolution will be made by the board within 24 hours of the game’s ending. 9. All teams are responsible to provide a cook for their scheduled barbeque day. Should their barbeque time be changed because of a rainout or any other reason, they are responsible for their time when the games are rescheduled. This by-law applies to all leagues Cal Ripken and Babe Ruth. 10. Refund Policy  Players are eligible to receive a full refund if request is made before the date of the tryout/draft.  Requests made after the draft, but no later than 1 week following the draft will be eligible for a 50% refund.  No Refunds will be given after 1 week following the draft.  Appeals can be made to the elect board after that date. ARTICLE IV: MEMBERSHIP 1. Any boy/girl meeting the requirements as to age and residence set forth shall be eligible for a playing membership in the league. Refer to Article XIV Item V for eligibility. 2. Persons living within the league boundaries, which shall be the same as the boundaries dictated by the Cal Ripken Babe Ruth State Board, and having an active interest in the league may become members. ARTICLE V: GOVERNMENT 1. The General Board, which consists of the elected officers and appointed general board members shall govern the league. 2. The Elect Board of Directors shall be elected bi-annually by the general board to specific officers as follows: 1. President 2. 1st Vice President Babe Ruth 3. 2nd Vice President Cal Ripken 4. Treasurer 5. Secretary 6. Equipment Manager 7. Snack Shack Manager 8. Fundraising Manager The election of these officers will rotate every other year beginning in 2008. Members 2, 4, 6, 8 in 2015 and 1, 3, 5, 7 officers will be up for election in 2016. 3. The elected officers shall appoint the General board members. 4. 5. The General Board officers may then attend the open session portion of the Board of Directors Meetings, but only the Elected Board of Directors may vote. There will be no proxy votes. 6. The elected President of the league shall also serve as Chairman of the Board. The elected President will not vote unless to break a tie. 7. All board members shall serve in their respective position for two (2) years, but may be eligible for reelection or appointment. 8. If a current board member resigns during their term, the established Elect board will vote on a replacement that will serve for the remainder of that term. 9. It is recommended that anyone running for an elected position have previous experience on the general board. Elect Board Members may appoint or nominate by vote anyone without experience at their discretion. ARTICLE VI: DUTIES OF OFFICERS BY ELECTION 1. President: The President is the administrator of decisions made by the board of Directors. As the executive officer of the league, he/she will be responsible for seeing that all facets of the league organization are complete and functioning effectively. 2. Vice President: He/she shall perform the duties of the President in the President’s absence for inability to act. He/she shall perform such other duties as assigned by the President of the Board of Directors. 3. Secretary: He/She shall record minutes of all Board of Directors meetings. He/she shall be responsible for all administrative duties as assigned by the President of the Board of Directors. 4. Treasurer: He/she shall keep complete financial records of the league and shall work closely with the President to insure sound financial policy and develop a budget for each season. He/she shall submit monthly financial statements to the Board of Directors. 5. Equipment Manager: Since equipment requires the major part of the league budget, the equipment Manager becomes a key officer in the league administration. He/she must determine the equipment needs of the league. He/she must be qualified to weigh quality and price in playing equipment and then present his purchase recommendation to the league Board of Directors. He/she must also supervise the maintenance of equipment this is in use. He/she also should keep a complete record of all equipment issue to each team. 6. Assistant Equipment Manager: Assists the Equipment Manager in the management of all equipment and uniforms. (This position is appointed by the Elect Board, and is a general board position.) 7. Snack Bar Manager: Responsible for all daily operations of the snack bar. This includes scheduling of Board Members and shack workers, inventory, and keeping in line with all healthy code requirements. 8. Assistant Snack Bar Manager: Assists the Snack Bar Manager in all daily operations of the Snack Bar. (This position is appointed by the Elect Board, and is a general board position.) 9. Fundraising Manager: He/She shall organize and be in charge of all fundraising.

10. Assistant Vice President/Player Agent: He/she will handle registration of all players and certify their eligibility. They will communicate with the Coaches, Parents and Players within their assigned divisions throughout the season. (These positions are appointed by the Elect Board.)

ARTICLE VII: DUTIES OF MANAGERS 1. Team Managers shall be appointed annually by the Board of Directors. Manager’s conduct is explained in Article III. The Managers shall select members of their team and an assistant coach. They shall be responsible for league equipment issued to their team and for the training management of their team. Managers will also be required to complete the Coaching Certification course offered by Cal Ripken / Babe Ruth. This certification is good for life time and done at the expense to the Manager. Each Manager and their assistants (Coaches and Assistant Coaches) will be required to sign and hand in a copy of the Coaches Responsibility Agreement. All Managers, Coaches and Assistant Coaches must complete a background check every 3 years. 2. Team Managers, Coaches may only be rostered to coach on 2 teams. If those positions are Manager Head Coach Positions, the Elect Board must approve. 3. It is the responsibility of the Team Manager, Coach and/or Team Mom to find a volunteer for their team to fill their team night on the Barbeque. ARTICLE VIII: AMENDMENTS These bylaws may be amended at any Board of Directors meeting by a two-thirds vote of the members present and that the amendment shall not conflict with Babe Ruth Baseball. ARTICLE IX: STANDING COMMITTEES Committee’s may be formed and Chair Person(s) will be appointed by the Elect Board as needed. ARTICLE X: MEETINGS 1. League Meetings: The annual meeting of the league members shall be conducted as part of the season’s award presentations. Meetings may be held at any point during the year as needed. 2. All league records (bylaws, minutes, financial documents, etc.) shall be turned over to the newly elected officers at the end of the fiscal year. (No later than August 31st - See Article XII) 3. At the end of the fiscal year the newly elected officers shall assume league responsibilities. 4. Board of Directors Meetings: A Board of Directors Meeting shall be held as soon after the annual meeting as possible in order to formulate plans and goals for the ensuing year. 5. The Elected Board of Directors in attendance shall constitute a quorum at any properly called meeting and a majority vote of those present shall govern with the exception of a bylaw amendment. 6. A Board of Directors meeting shall be held prior to the time tryouts is held for the main purpose of appointment of Managers as additional members of the Board of Directors. 7. With the appointment of, and acceptance by, Managers as additional members of the Board of Directors, the Board of Directors shall then be comprised of the Managers and the Board of Directors, as noted in Article VII. 8. An annual All-Star meeting will be held to determine All-Star Coaches, Tryouts, Uniforms, etc. RIVERTON BABE RUTH LEAGUE 1.21.16

ARTICLE XI: FINANCIAL POLICY 1. Bi -Yearly financial review will be conducted by an outside party beginning the end of the fiscal year 2011. 2. Taxes will be filed yearly. 3. Yearly Budgets will be prepared. 4. The Board of Directors shall decide all matters pertaining to the finances of the league and it shall be the policy to place all income in a common league treasury, directing the expenditures of same in such a manner as to give no individual or team an advantage over others as to equipment, etc. 5. The Board of Directors shall discourage the contribution of funds to individuals or teams and solicit all funds for the common treasury of the league. With the exception of Allstar and National In-Tact Teams. These teams may have the option of fundraising for their teams directly. 6. It shall be the policy of the league to accept bids, whenever possible, for the purchase of all goods and services. 7. No purchases are to be made without prior approval of the Board of Directors. Any equipment ordered without prior approval is subject to cancellation or payment to be made by the individual placing the order. 8. Any purchase not previously budgeted for or for new purchases of $500 or more must have a vote of at least three elect board members. 9. Accounts will be set up at multiple suppliers where available. Reimbursement to Board Members must be accompanied by a receipt and will be made by a check – NO CASH WILL BE GIVEN or no reimbursement will be made without a receipt. 10. The Fiscal year of the league shall be September 1, and end August 31. ARTICLE XII: PARLIAMENTARY AUTHORITY Parliamentary procedure shall govern league meetings in all cases where applicable. ARTICLE XIII: GENERAL PLAYING RULES 1. The official playing rules, as published by the Babe Ruth League, Inc. organization, shall be binding on the league. These bylaws and rules supersede all other rules. 2. Once teams are filled, a waiting list will be generated for any late sign ups. Any returning player that signs up after the draft has taken place will be placed on the next team with availability according to the draft order. Special circumstances will be considered by the board. 3. Players requesting to play up, they must be present at tryouts. If they are not present at tryouts, the player may be returned the appropriate age division. If returned to their appropriate age division and are not on a returning team, they will be placed into the hat for the draft. 4. Any player playing “up” to the next age group shall play that age group for all teams they play on (i.e. Allstars, etc.). Players playing up may only play up 1 age group, with the exception of T-Ball, Rookie 5 and Rookie 6. This does not apply to National Division In-Tact Teams. 5. Practice times will be established and drawn the night of the draft. Team Practices on the playing fields will not be allowed after the first regular season game. RIVERTON BABE RUTH LEAGUE 1.21.16

6. When possible we will schedule preseason developmental games as practice games with developmental umpires. 7. Each Home Team will be responsible for providing someone to run the scoreboards during their game. 8.

Any Disciplinary actions taken against a player by a coach must be approved prior to game time by the league president or division V.P. (ie. missed practice, improper behavior, etc.)

9. Any team playing with less than nine (9) players will take one (1) automatic out per missing player with a maximum of two (2) automatic outs. Automatic outs will be placed in a line-up batting position. Where they must remain for the rest of the game, or until a player shows up to replace the automatic out. A forfeit will only take place when a non-rostered player takes the field. 10. Physical violence of any kind will not be tolerated. The elect board will determine disciplinary action. Possible probation or expulsion may occur in extreme cases. 11. Rule violations in a game may result in a forfeit, upon approval by the Board of directors. 12. 1st and 2nd place teams will be determined by win percentage. This can be calculated by dividing the total number of wins by the total of games played. Losses and Ties will both count as losses. In the event of a tie between two teams at the end of the season, when at all possible a tie breaker game will be scheduled. If it is not possible to schedule a tiebreaker game, the teams will be co-champions. If more than two teams are tied, all teams will be co-champions. Trophies will be given for all 1st and 2nd place teams. 13. The end of a game is determined by one of the following:  Ten-run rule after four (4) innings  Ten-run rule in the last inning (See Specific Divisions Below)  No New Inning Rule based on time limits (See Specific Divisions Below)  Time has not expired, but six (6) innings (Cal Ripken) have been completed. (Babe Ruth completion is seven (7) innings.)  No extra innings will be played. 14. Baseball with a machine to pitch: The game should be played using the same rules that apply to baseball. The reason for using the machine is to get the player to hit the ball. This will give each player the opportunity to see good pitches, as well as the fielders to have to field the ball to get the player out. It will also promote six (6) inning games. The following rules need to be added to insure that the game is fair to all players:  All fielders must play at normal playing depth.  The umpire will call the game while putting the ball in the machine.  Runners may not advance to home plate on a passed ball by the catcher upon receiving a pitch from the machine. Runners may advance to home on an over throw from the catcher to bases or pitcher. Stealing can be done on all other bases in. Stealing is not allowed in the five and six year old Machine Pitch Leagues.  The catcher will be in gear to catch and return the ball to the player that plays the pitcher position.  The pitcher will be required to play on one side or the other of the machine.  The pitcher cannot advance towards the batter until the ball has passed the plate.  The umpire, as in regular baseball will call balls and strikes. Batters may not “walk” off the pitching machine. The machine may be adjusted at any time if deemed necessary by the umpire.  Sides change when there are three (3) outs or when a team gets seven (7) runs. 16. Each Coach is responsible for providing a scorekeeper at each game. They will also be responsible for keeping a pitch count for all of their pitchers during the game. Pitch count sheets must be kept with the score books. RIVERTON BABE RUTH LEAGUE 1.21.16

The pitch count totals must be entered into the score book after each game. Both score books must be signed by coaches. Forms will be provided on the website for download and at the snack shack.  Failure by the coach to keep pitch counts and scorebooks may result in suspension of the coach and/or forfeit of the game. 17. Pitching machine rules may be changed at any time during the season with a majority board vote. 18. An adult spotter must be used for all pitchers warming up on the bullpens, located on the playing field. 19. The official start of the season is the day of the tryout/draft. 20. Every attempt will be made to make up games due to rain outs. However, if field space or time is not available, rainouts may not be made up. In the event that a game has been partially completed and there is not availability to make up that game, it will be considered a complete game as played. It will revert back to the last complete inning and be considered complete. 21. When possible an end of season tournament will be played. Any end of season tournament will not be considered regular season play. 22. Any championship game will not end in a tie. When necessary California/International tie breaker rule will be used. 23. Developmental games will be added to the schedule in the PeeWee, Minor and Major divisions as field space will allow.  Developmental games will not count in the standings.  There will be a four run per inning rule.  There will be a no new inning after 90 min. rule.  Pitchers do not have to be removed after 2 trips to the mound. However, excessive trips to the mound will be determined at the discretion of the umpire.  Developmental umpires will be used.  Coaches are strongly encouraged to develop players in new positions. Including pitchers and catchers. 24. All catchers, regardless of age division, must wear catchers gear including a protective cup. 25. ARTICLE XV: ALLSTARS RIVERTON BABE RUTH LEAGUE 1.21.16

Not Eligible until 2016

1. No player will be eligible to participate in All-Star competition if their regular registration fees have not been paid in full by the end of the general playing season, if they live outside of the league boundaries and have not been grandfathered in.

2. American Allstar teams shall be organized as follows, teams may be added or deleted with board approval: PeeWee: Primary, Secondary Minor: Primary 9 Year Old, Primary 10 Year Old Major: Primary 11 Year Old, Primary 12 Year Old 13 Year Olds: Primary 14-15 Year Olds: Primary 14 Year Old, Primary 15 Year Old 16-17 Year Olds: Primary, Secondary 4. National Allstar teams shall be organized as follows, teams may be added or deleted with board approval: PeeWee: 1st or 2nd Place Teams in Overall Standings and/or End of Season Tournaments Minor: 1st or 2nd Place Teams in Overall Standings and/or End of Season Tournaments Major: 1st or 2nd Place Teams in Overall Standings and/or End of Season Tournaments **In the case that multiple teams meet this criteria the decision of teams to send to Allstars will be made by committee, including the elect board. 5. American All-Stars tryouts shall be picked through a nomination by peer, additional players may be added as approved by the Board of Directors. 6. Players playing up during the season are only eligible to play up 1 age group. Those players will only be eligible for the Allstar team of the age that they have been playing up in during the season. This does not apply for National Division Teams. 7. The American All-Star coaches will also be chosen by the Board of Directors. Allstar Head Coaches will be chosen from the Head Coaches of the regular season teams. In the event that regular season Head Coaches are not available, Rostered Assistant Coaches may be chosen. 8. Allstar Coaches and/or National Teams that have met the eligibility requirements will be selected based on the following criteria:   

Standings – Tournaments as well as Overall Season Standings League Support – Including but not limited to Fundraisers, Team BBQ Night etc. Representation of Riverton Baseball – Including but not limited to Sportsmanship on and off the field

9. End of Season Standings may play a part in choosing a Head Coach. However, it will not be the determining factor. Coaches selection is subject, but not limited to, conduct on and off the field, representation of Riverton Baseball and availability for Post Season Tournaments. 10. Each American All-star team will have a minimum of twelve (12) nominated players with a maximum of thirteen (13). When an All-star coach is nominated he has the option of taking his son or daughter as the 13th player. If coach’s son or daughter has been nominated as one of the twelve (12) players then the player count will remain at twelve (12). Unless approved by the board.

11. Elected All-star Coaches and players must commit to coach or play in the All-star tournaments scheduled by the league. Failure to do so will result in disqualification for future All-Star Coaching opportunities or play (refer to Article III section C). 12. The league may donate money to any All-Star team to travel outside of Utah for regional tournaments. Amounts to be determined upon budget for the current year. Travel expenses for regional tournaments held in Utah will be brought before the Board to determine the amount to be given. 13. Fundraisers for Allstar teams may be done with Elect Board Approval. ARTICLE XVI: 16-17 YEAR OLD LEAGUE 1. Players must be 16-17 years old, at the time of regular signups, 15 year olds will be placed on a waiting list until after the second official signup day. If space is available following the second official signup day, 15 year olds will be placed in the draft. We will play according to the Babe Ruth League Rules. Refer to Article XIV Item 18 for eligibility

2. Any special requests for any player to play for or with a specific coach/player or not play for or with a specific coach/player must be made in writing prior to tryouts. All approvals will be made by a committee not including board members coaching or with children playing in such age group. 3. There will be unlimited defensive substitutions, but no player may sit more than one (1) consecutive inning. Coaches may have the option to bat their complete line up or bat only 9. However, this must be declared with the umpire, opposing coach and scorekeepers prior to the game. This decision may not be changed during the game. 4. No new inning will begin after an hour and fifty minutes for each game each night. The end of an inning is the third out of the home team. 5. A ten-run rule shall apply after 5 innings if the visiting team is ahead or 4 ½ innings if the home team is ahead. 6. If a pitcher pitches more than 6 innings, or 90 pitches in a game, a 72 hr. rest period is required. No more than 10 innings pitched per week (Monday-Sunday). One pitch in an inning counts as one inning pitched. Warm up pitches are considered live pitches. Warm up pitches are not to be counted in the Pitch Count. 7. Any pitcher may re-enter the game as a pitcher provided that he wasn’t removed on the 2nd trip to the mound in an inning. A pitcher may only re-enter as a pitcher one time per game. 8. In the event of game(s) rained out the following rules shall apply: If the league has even numbered games, no byes exist in the schedule, and the games are scheduled any time during the week, they will be rescheduled as soon as dates are made available to be made up. If the game is pushed into the following week, the pitching rules apply as if the games were being played in the week in which it was rained out. 9. There will be no seven (7) run rule per inning and the game must be four (4) complete innings to be considered a full game. 10. End of Season Trophies will be given to 1st and 2nd place teams, based on Overall Season Standings. ARTICLE XVII: BABE RUTH NATIONAL/AMERICAN LEAGUE (14/15 and Prep Division ONLY) 1. All Babe Ruth teams will be chartered in the State Babe Ruth National/American League Program. 2. All games will be governed by the State Babe Ruth National/American League Bylaws. 3. Any National League team consisting of 9-15 players may register to play as a team. To be considered an InTact team they must have a minimum of 9 players. These teams have the option to register with or without uniforms. If they choose to register without uniforms the teams will be responsible to provide their own uniforms, but must add the Babe Ruth patch to their uniforms.

4. National teams that have less than 12 players that wish to pick up additional players can do so through the Tryout/Draft for that age group. During the draft the league will determine how many players will be necessary to be put on every team. If a National team participates in the draft the league will determine how many players end up on that team as well. 5. Teams coming in without Pre-Selected players (National teams or players requesting to play with a specific coach or player) with the exception of Coaches and Assistant Coaches Players, will be treated as expansion teams. They will alternate picks for the first two rounds and will continue to pick until they reach the same numbers of players as the closest In-tact or Pre-Selected Teams. Draft order will be determined by the number of players on a team, smallest to largest. Draft will continue in a serpentine manner until all players have been drafted. 6. In the case of “Drafting Sibling” (Meaning that there are siblings that are both trying out and one of them is not already a returning player), the Elect Board will determine which round the siblings are drafted in. This is determined by the number of players in the division, number of players drafting and number of returning players already on teams. This will be decided prior to the draft beginning. 7. Returning Player Siblings will be automatically added to the rosters and considered a returning player for drafting purposes. 8. Players must be within the Riverton Baseball boundaries or plan on attending a High School within the Riverton Baseball boundaries. 9. State Babe Ruth will be responsible for all schedules. They will also keep standings, but no trophies will be provided by the state. Standings provided by the State will be used for seeding in the Riverton Baseball end of season tournament. 10. An end of season tournament will be played in each Babe Ruth Division. Tournament will be double elimination as field space allows. 11. End of Season Trophies will be given to 1st and 2nd place teams, based on Overall Season Standings for both the American and National Divisions. 12. ARTICLE XX: CAL RIPKEN NATIONAL/AMERICAN LEAGUE (Major, Minor & PeeWee) 1. Any National League team consisting of 9-15 players may register to play as a team. To be considered an InTact team they must have a minimum of 9 players. These teams have the option to register with or without uniforms. If they choose to register without uniforms the teams will be responsible to provide their own uniforms, but must add the Cal Ripken patch to their uniforms. 2. National teams that have less than 12 players that wish to pick up additional players can do so through the Tryout/Draft for that age group. During the draft the league will determine how many players will be necessary to be put on every team. If a National team participates in the draft the league will determine how many players end up on that team as well. 3. National teams participating in the draft will be treated as expansion teams. They will alternate picks for the first two rounds and will continue to pick until they reach the same numbers of players as the closest In-tact or Pre-Selected Teams. Draft order will be determined by the number of players on a team, smallest to largest. Draft will continue in a serpentine manner until all players have been drafted. 4. Players must be within the Riverton Baseball boundaries to be considered for Allstars. Requests to be added to Riverton Baseball boundaries must be given to the League President prior to the start of the season.

Once the batter is complete a pitching substitution must be made. 8. Any pitcher may re-enter the game as a pitcher provided that he wasn’t removed on the 2nd trip to the mound in an inning. A pitcher may only re-enter as a pitcher one time per game. 9. In the Pee Wee League Ten (10) Players will play the field. The 10th player must play a rover position maintaining a normal playing depth in the outfield. Additional infielders will not be permitted. 10. A base runner must return to third if they make an attempt back to the base. In the case of an overthrow, the runner may advance. 11. In the event of game(s) rained out all attempts will be made to re-schedule base on field availability. Make up games are not guaranteed. If the games are re-scheduled in a different week, the pitching rules apply as if the games were being played in the week it is made up. RIVERTON BABE RUTH LEAGUE 1.21.16

12. The order of drafting players will be based on the standings record of each team during the previous year. The last place team from the previous year will be the first to draft. The first place team will be the last to draft. If a tie exists, a coin flip will determine the drafting position. If more than two teams are tied, their drafting position will be drawn from a hat. A Head coach’s child will be automatically assigned to the team and considered a returning player for draft purposes. 13. A pre-selection of one (1) assistant coach will be allowed. This will only be allowed the coach’s first year as a head coach in an age division. This will be the coach’s first round “pick” in the draft. The league will be notified of this selection prior to the tryouts. Assistants are all required to be certified and rostered.  In the event that a coach coaches in any division for more than 2 years, he will be allowed to select an Assistant Coach every other year.  In the event that a Head Coach can’t return to a team as the Head Coach, but choses to return as an Assistant Coach, the new Head Coach will not be allowed to pre-select an additional Assistant Coach.  League Secretary will maintain a list of Assistant Coach Selection. 14. The catch up provision is enacted when a team’s roster is within the two players of the limit all other teams will draft in order until all teams have equal players. 15. In the case of “Drafting Sibling” (Meaning that there are siblings that are both trying out and one of them is not already a returning player), the Elect Board will determine which round the siblings are drafted in. This is determined by the number of players in the division, number of players drafting and number of returning players already on teams. This will be decided prior to the draft beginning. 16. Returning Player Siblings will be automatically added to the rosters and considered a returning player for drafting purposes. 17. In the event an expansion team is created, the expansion team will be given the opportunity to select one player prior to the beginning of the draft. Following the expansion round the expansion team will be given the first pick of the first round. During the first round, the draft will proceed with each team selecting one player per round. 18. When circumstances arise that multiple divisions need to be created the league reserves the right to split into divisions. 19. An end of season tournament will be played in each Division. (As field space will allow) Tournament may be double elimination. 1st place awards will be given for the tournament. End of Season Trophies will be given to 1st and 2nd place teams, based on Overall Season Standings for both the American and National Divisions. ARTICLE XXIX: SIX YEAR OLD MACHINE PITCH 1. Players be 4, 5 or 6 years old. Players that are 4 or 5 must get a waiver signed at sign ups. Refer to Article XIV Item 18 for eligibility.

The six infield positions (pitcher, catcher, first base, second base, third base, and shortstop) will have one player per position, played at normal depth and no closer than the base line. 6. Pitching machine will be used; balls and strikes will be counted. The pitching machine will be set at 40 feet and a speed of 35 mph. The machine is not to be adjusted unless there is an obvious malfunction, and then both coaches need to agree on the final adjustment. 7. Each batter will be pitched a maximum of 6 pitches. If there is a foul ball on the last pitch, the batter will receive another pitch. If the batter does not successfully record a hit it is recorded as a strikeout, and the batter returns to the end of the batting order. Strikeouts do not count as a fielding out. 2 strikeouts will be counted as 1 fielding out. 8. If a ball is hit in the outfield runners may advance until the ball is returned to the infield. The ball does not need to be in the pitchers hand, just returned to the infield. 9. Stealing is not allowed even on a ball that gets past the catcher. An extra base may be achieved on an overthrow to first base. 10. An inning will end when a team bats through the entire batting order, regardless of the outs. Runs will not count after the third out is recorded. 11. There may be no more than four (4) coaches on the field: two (2) coaches for defense, one (1) base coach and one (1) pitching coach. 12. Games will be played with the league provided Safe "T" balls. No other balls will be permitted for game play. 13. Games are 1 ½ hours with no new inning after 1 hour 15 min. 14. Rainouts may be made up, as field space allows. 15. The Board of Directors shall assign the players to respective teams. 16. When possible an end of season tournament will be played. 17. All players will receive a participation trophy, 1st place in tournament will receive an additional award. ARTICLE XXX: FIVE YEAR OLD MACHINE/COACH PITCH 1. Players be 4, 5 or 6 years old.
