POSITION: CONTRACT ADMINISTRATOR CLOSING DATE: December 13, 2017 WHO WE ARE: The Service Authority is the premier institution in the Washington Metropolitan Area for providing safe and reliable drinking water and environmentally sound water reclamation. The Service Authority has emerged as a leader in the industry by incorporating the use of best management practices. The Service Authority, with approximately 300 employees, is an independent public body responsible for providing a comprehensive county-wide water and sewer system currently serving approximately 90,000 accounts in Prince William County. Prince William County, located 35 miles southwest of Washington, D.C., with a population of over 398,000, is one of the fastest growing counties in the country. Position Summary: This position is primarily responsible for contract management functions by providing contractual support for the timely delivery of capital and other complex projects of varying sizes and complexity. The position performs professional and technical work consisting of coordinating and assisting with acquisition planning, scope development, monitoring project schedules/milestones and tracking receipt of final deliverables. Position Responsibilities/Essential Job Functions: 

Assists management and internal staff with the development of: scope of work requirements (SOWs), project schedules, and deliverables for complex capital projects.



Prepares contract documents, including but not limited to terms conditions and specifications for complex, unique procurements.



Coordinates work with Project Controls Specialists.



Assists contracts team with bid evaluations and negotiation of contract terms and conditions, scope of services, performance measures and deliverables for contractual agreements.



Assists in contractor selection process; makes recommendations for contract awards.



Tracks contract award scheduling needing Executive Management and Board approval.



Issues contract purchase orders.



Develops and maintains contract administration plans for capital projects.



Provides contractual support for active construction projects, to include, but not limited to providing risk information related to projects.



Tracks progress schedules; notifies Project Team of schedule delays.



Monitors delivery of services to ensure compliance with all contract terms and conditions.



Assists in evaluation of project change orders.



Manages contract amendments/modifications.



Conducts review meetings to assess contractor performance and scheduling issues.



Performs detailed analysis on potential contractor claims, disputes, and protests; provides findings and recommendations.



Negotiates and resolves contractual issues.



Ensures all close-out documents are obtained (substantial completion certificates, warranties).



Maintains comprehensive project/contract administration filing system.



Recommends and implements process improvements to Contracts Management Team.



Assists with appropriate legal paperwork and/or items requiring legal review.



Ensures strict compliance to procurement regulations, policies and procedures.



May also be deemed essential at any time.



Performs other duties as assigned or required.

Essential Skills and Experience: 

Bachelor’s Degree from an accredited college or university in Business Administration, Public Administration or a related field, with course work in contracts management.



At least four years of progressively responsible experience in contracts management delivering high profile, complex projects on time and within budget.



General knowledge of the proper application of Public Procurement theories, laws, principals, policies and procedures.



Thorough knowledge of contracts administration, terms, conditions and the Service Authority’s Purchasing Regulations; contracting, negotiations and a wide range of acquisition life cycle activities from acquisition planning through contract development, contract administration and subsequent closeout activities; principles of supervision, training and performance evaluation; principles of reporting writing and business correspondence; computer equipment and software applications related to assignment,

including Microsoft Office Suite, and automated procurement systems; English usage, spelling and grammar. 

Ability to analyze circumstances, variations in approach and incomplete or conflicting information; resolve issues and make and defend recommendations to the Contracts Administration Manager and others as required.



Experience in leading or influencing internal customers including cross-functional teams across the organization to initiate, plan and execute complicated, multi-threaded, strategic and technical contracts to successful completion.



Ability to develop and coordinate plans and activities for the achievement of Service Authority goals.



Ability to analyze contract language to identify, assess and mitigate risks to the Service Authority through use of keen and stringent business sense.



Ability to compile and analyze statistical data.



Knowledge and experience in contracting supporting capital intensive projects that support such functional areas such as Engineering, Construction, Plant Operations, Information Technology, etc.



Knowledge of analytical techniques in order to conduct studies, analyzes findings, and makes recommendations concerning effectiveness, efficiency, and productivity.



Knowledge of contract administration principles and practices necessary to monitor contractor performance and resolve disputes.



Ability to read and analyze, think logically, analytically and naturally interpret and develop complex documents.



Ability to multitask and prioritize and respond to changing circumstances, accept risk and adapt during periods of transition.



Ability to work well with all personality types and all levels of learning.



Foster positive relationships and resolve issues with diplomacy and respect.



Ability to effectively handle conflict.



Ability to conduct research and develop reports and findings.

Proven track record of successfully negotiating, writing and interpreting contractual agreements.



Proven track record of assessing and mitigating risks.



Ability to effectively communicate and make presentations, when necessary, to a wide variety of persons or audiences.



Ability to establish and maintain effective and productive working relationships with all Service Authority staff, private contractors, suppliers, consultant and procurement staff.



Exceptional organizational skills including attention to detail and multi-tasking skills.



Ability to learn or knowledge of Virginia’s pubic procurement laws.



Proficiency with MS Office software.



Or combination of education and experience as described above.

Preferred Skills and Experience: 

Six or more years of progressively responsible experience in procurement and contract management, including procurement and administration of complex capital/construction projects and professional and non-professional services.



Knowledge and experience working in contracting for a Water and/or Wastewater utility.



Knowledge and experience with the Virginia Public Procurement Act (VPPA).



Knowledge of Service Authority Purchasing Regulations.



Contracts Administration experience throughout the complete contract life cycle including creation, fulfillment maintenance, and closure of all assigned contracts in cooperation with contracts personnel.



Certified Commercial Contracts Manager (CCCM), Certified Professional Contracts Manager (CPCM), Certified Federal Contracts Manager (CFCM), Level III Federal Acquisition Certification with unlimited warrant, or other nationally recognized certification in the field of contracts is preferred.

Special Requirements: 

Must successfully pass a credit check.



Must possess and maintain a valid driver’s license consistent with Service Authority policy requirements.

Salary and Benefits: $78,786 - $105,808 – Annually; Depending On Qualifications.
