Contract Analyst
We’re looking for Contract Specialists to join our Supply Management team. This is a full-time, permanent position. The Contract Specialist works in a matrix model and is responsible for maximizing value to customers and ensuring accountability with OECM Supplier Partners through effective contract administration of a portfolio of Master Agreements by: • Coordinating the day-to-day contract lifecycle activities to support the Business Relationship Manager’s portfolio of products and services to achieve compliance with terms and conditions, e.g., identifying business requirements regarding contract terms and conditions for RFXs; planning and leading the negotiation of contract amendments/renewals; monitoring/auditing supplier performance regarding compliance with terms and conditions; administering contract amendments, closeouts, renewals and reporting • Fostering strong working relationships with customers, supplier partners and colleagues • Acting as the subject matter expert on all contract administration-related activities by providing advice and guidance and building and implementing leading contract management practices. Key Responsibilities • Identify Contract Management Requirements: Identify and draft requirements for contract terms and conditions • Contract Start-Up: Provide input into Supplier Partner orientation program and deliver critical components, e.g., reporting requirements and timelines, format and timing of business reviews, process for resolving issues, etc. • Contract Administration: Set-up and maintain contracts, provide input into Supplier Partner orientation program and deliver critical components, e.g., reporting requirements and timelines, format and timing of business reviews, process for resolving issues, etc. Identify and resolve administrative issues to ensure contract renewals, and amendments move ahead on schedule, etc. • Contract Monitoring and Compliance: Act as the primary liaison and respond to inquiries from supplier partners and customers regarding compliance with Master Agreements. Identify risks and issues regarding contract compliance. • Contract Renewals, Change Orders and Closeout: Lead and facilitate contract negotiation discussions with supplier partners by preparing the plan for negotiating contract renewals and change orders regarding extensions, price refreshes, updates to products and services offerings. Conduct the negotiation with the supplier to ensure customer needs met, continued contract compliance, OECM’s business objectives are met, along with the development of the appropriate documentation and sign-offs, etc. • Contract Analysis, Audit and Reporting: Prepare reports such as contract expiration and price refreshes on a regular basis, provide input into forecasting potential spend for contracts being managed, act as the primary contact among the business relationship teams ensuring that all contractual matters are addressed efficiently and promptly, conduct compliance audits, verify that all legal and contractual requirements have been met; identify related issues, reports variances, reconciles accounts , etc.

Education Requirements • Degree in Business Administration, Law or related field and/or completion of the Purchasing Management Association of Canada certificate supplemented by a minimum of five (5) years’ recent, experience in contract administration, preferably in the public sector, or an acceptable combination of education, training and experience. • Comprehensive understanding of Ontario’s legislative/regulatory/policy framework regarding commercial contract law, compliance and risk, and related contract management methods • Business analytics principles, methodologies and techniques, including: reporting frameworks, performance scorecards, key performance indicators, statistics, relational database concepts and tools Skills and Experience Contract Administration: exceptional ability to coordinate contract lifecycle activities for the effective administration of contracts with suppliers to support a portfolio of products and services. Interpersonal and Communication skills: able to create compelling presentations; prepare reports and complex business correspondence; technical writing skills. Ability to coach and train. Negotiation Skills: superb ability to problem solve using critical thinking and analytical skills when negotiating new/updated terms and conditions with supplier partners; ability to make decisions under pressure and present solutions in clear and compelling terms. Innovation: demonstration of being proactive in continually monitoring and assessing contract administration processes against leading practices with a view to continually standardizing and streamlining internal policies and processes Organizational skills: highly organized with ability to manage multiple priorities with strong focus on quality of deliverables to ensure deadlines are met; flexible in adjusting to changing work priorities Team and relationship management skills: proven ability to proactively build and foster professional relationships with customers and suppliers and at all levels within the organization; demonstrated success in working effectively and collaboratively within a team environment Proficiency in MS Office Suite: intermediate level in utilizing all components of MS Office (including Access) to: extract and manipulate data/information; produce high quality, accurate and meaningful analyses; prepare clear and coherent reports/presentations to management; prepare contract renewal negotiation plans.
