D e fin it ion – Fo u ls / Of fense “Direct and indirect free kicks (Law XIII) and penalty kicks (Law XIV) can only be awarded for fouls and misconduct offenses committed whilst the ball is in play.” Although Foul is common usage, the new laws of the game typically refer to all incidents as “offenses.” For purpose of this session, fouls are just a more “narrow” category of offenses.
