EL DORADO COUNTY OFFICE OF EDUCATION CLASS SPECIFICATION

CLASS TITLE: Director, First Five Job Purpose Statement: Under administrative direction of the Superintendent, responsible for the planning, development, organization and implementation of the County’s program to improve early childhood development from the prenatal stage through age five with an emphasis on promoting strong families. The Vision Statement for the El Dorado County Children and Families Commission is as follows: “The people of El Dorado County will promote nurturing, stable and loving family environments so that all children enter school physically and emotionally healthy, ready to learn.” Distinguishing Characteristics: The Director for First 5 El Dorado Children and Families Commission is responsible to serve as a resource, administrator, coordinator and advisor to the Commission with the goal of providing successful outcomes for children and families Essential Job Functions:  Work with the County Commission to fulfill the responsibilities outlined in the Children and Families Act in a responsive, respectful and creative manner.  With the Commission Chair, plan and set the agenda for regular Commission meetings.  Oversee management and supervision of Commission office and staff and participate in the section of staff as applicable.  Create and maintain a strong liaison and good communication with the community, public agencies, and non-profit organizations involved in early childhood development.  Develop and carry out a plan for providing timely and responsive training, technical assistance and consultation to advisory committees.  Oversee the development and maintenance of an outstanding communication system, which will facilitate information sharing and networking between the county Commission, the general public, and with consumers and providers of early childhood development services.  Conduct research and development activities specified in the Act including, but not limited to, the review, assessment, and interpretation of pertinent research, promising practices, and programs with demonstrated successful outcomes for young children and their families.  Prepare applications for public and private funds that will further extend the countywide program of early childhood development.  Provide vision, presence and leadership to promote the goals of the California Children and Families Act throughout the state.

Director III – First Five  

Represent the Commission as requested and required at county and state wide meetings, forums, and hearings and represent the Commission’s goals, programs and philosophy to the media. Oversee the development of publications, media presentations and outreach materials that promote optimal early childhood development and maintain a high level of public visibility for the work of the Commission and the results of the initiative at the state and county level. Develop and administer the program’s budget managing various fund sources; maintain accurate and appropriate records. In coordination with the Commission, complete the strategic plan and/or employ independent contractors, as appropriate, to complete specific tasks such as develop strategic plans, budgets, etc. Develop and carry out a plan for providing timely and responsive training, technical support, and constructive services to members of the Commission. Analyze proposed and existing legislation to determine the impact on the goals and objectives of the Commission. Experience Required: Skills, Knowledge, and/or Abilities Required:



Knowledge of: fundamental purpose of the early childhood development program; media methods and techniques of developing and disseminating educational information; general principles of fund accounting, budgetary and fiscal control, record keeping and reporting; general principles of needs assessment and specifically Results Based Accountability; general principles of project and time management; procedures for grant writing, contract monitoring, and program auditing; techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds; state, county and community political and policy making processes relating to the program; personal computer, word processing, and spreadsheet software.



Skills to effectively plan, organize and supervise the assigned program; design and administer effective Results Based Accountability procedures; analyze data and prepare concise and accurate reports and recommendations; prepare effective articles, brochures, and speeches; speak fluently and convincingly to the public and special interest groups; arrange and conduct public meetings; evaluate organizational, administrative a budgetary issues and develop solutions; prepare effective letters, grant and program/project plans; work effectively with others such as those in volunteer organizations, educators, government officials, and private industry and media representatives.



Abilities to sit for prolonged periods, maintain and verify completeness of records, meet schedules and deadlines, communicate with persons with diverse cultural and educational backgrounds, communicate effectively in oral and written form. Significant physical abilities include reaching/handling/fingering, talking/hearing conversations, visual acuity/depth perception/visual accommodation.

Education Required: Graduation from an accredited four-year college or university with a Bachelor’s degree and three years demonstrated experience developing and managing a

Director III – First Five social service agency, division, or major program area, preferably involving the provision of services to children and families. Licenses, Certifications, Bonding, and/or Testing Required: If required to operate a vehicle during the course of employment, must possess a valid California Driver’s License and evidence of insurability, TB test clearance, and Criminal Justice Fingerprint Clearance.
