Roadwork Safety

The Problem

It is hard for TMR to make sure that road users are aware of the hazards presented by road works and to ensure that they approach, enter and move through the work zone without injuring themselves, other drivers, and road workers.

The Opportunity The Department of Transport and Main Roads is committed to ensuring the safety of road users and road workers. The department and other stakeholder groups are committed to solving this problem to improve the safety of all Queenslanders.

What are the potential benefits of solving this problem? Solving this problem could provide the following benefits: ● ● ● ●

Improved traffic flow leading to decreased delay time for road users Safety of road users/road workers - fewer injuries and deaths Timely completion of road works projects that experience fewer onsite incidents Reduced cost to roadworks projects that experience fewer onsite incidents, resulting in increased credibility in traffic management activities. Reduced costs to other government departments as a result of fewer on-road incidents (Queensland Health, Justice and Attorney General etc.).

What are the potential benefits for the problem solver? The event will give successful applicants the opportunity to learn more about the problem first hand then refine & propose their solutions. After the event, selected applicants will be invited to participate in a 12 week acceleration process where they will prototype and explore further proof of concept with potential for direct commercial engagement with the sponsoring departments. Proven solutions also have the potential to extend to other states and local government jurisdictions, the over-a-billion dollar traffic management industry and other industries that manage throughput traffic.

The Context

Queensland has experienced a record number of road works across the state.

Road users are often reluctant to slow down at roadworks and drive to the changed conditions, which endangers themselves, the road users around them, traffic controllers and road workers. This is due to a lack of awareness of displayed signage and/or road users making their own judgements as to what is safe driving behaviour. As a result, multiple fatalities, injuries to road users and road workers and damage to assets occur every year. In addition to these incidents that occur, there is a need to address perceived safety on the roads for all road users.

Road work universe Approach Most issues occur as traffic approach a road work zone. Drivers preparing to enter a road work zone are warned with signage and potentially other triggers that indicate changing conditions. Awareness needs to be raised so that drivers are more prepared to slow down, drive to the conditions, and pay attention to road workers so that they aren’t harmed. End of queue collisions are common and many involve heavy vehicles. This is especially dangerous for road workers on the front-line.

Traverse This is the section of the journey where drivers need to pay attention to changes in the environment that the approach didn’t warn them of. Within this space, roadworkers are both working on the road and communicating with traffic.

Exit This phase is important because drivers expect normal conditions to return and speed up on leaving the Traverse section.

The Problem Ecosystem Key People / Groups to consider

Road users

Road workers

Police

Traffic controllers

Insurance companies

Heavy Vehicle Drivers

Other frequent road users (taxi’s, grey nomads etc)
