GSA has determined the building Eligible for listing in the National Register of Historic Places under Criterion A. •
From 1937 until the 1980s served as the primary building for the USDA’s classification and standardization of cotton.

Standards developed continue to be used in over fifty countries for both manual and instrument classification of cotton.

Zoning DC Office of Planning is proposing a D8B1 zoning for this area to: • promote a desired mix of uses, in particular encourage residential use • provide for 14 foot high clear ground floors on major streets • achieve the objectives of the Maryland Avenue Southwest Plan • promote greater connectivity for pedestrians and vehicles through opening historic street rights of way D8B1 includes: • 6.5 commercial Max FAR • Unlimited residential FAR up to the Height Act • 6.0 Max FAR for portion of the property within the footprint of a historic landmark, contributing building in a historic district, or a building that received its first certificate of occupancy before 1936 • Creation of density credits for residential and affordable housing, adaptive reuse, arts uses, community center or child care, etc. Under the proposed zoning, the Cotton Annex building exceeds the 6.0 maximum FAR and therefore, no additional stories would be allowed.
