10U 2017 Memorial Weekend Tournament Rules -
Regular Season Rec League Teams Only No Travel Teams or All-Star Teams Rules follow Little League with the exception listed below.
1. Any profanity from any coach, player, parent or fan, he/she will be ejected from the game and tournament. Coaches, you are responsible for your players, parents, fans. We will assist if possible. 2. 6 run max per inning. Except the last inning it is unlimited. Mercy Rule is 13 runs after 4 innings (3 ½ if home team leads) and 7 runs after 5 innings (4 ½ if home team leads). 3. Pitchers may pitch a maximum of 3 innings per game, No exceptions. Once removed from the pitching position they may not re-enter as the pitcher in the same game. One pitch consists of an inning. MAX 6 innings a day per pitcher (resets for championship game). Pitchers shall be permitted only five (5) warm-up pitches per inning. Coaches shall only be permitted two visits to the mound per game to consult. If a pitcher hits 2 batters in an inning a pitching change is required. 4. All Catchers must wear a protective cup (NO EXCEPTIONS). 5. No practice permitted in the batting cages. No infield practice between games (inside the Chalk Lines.) 6. Slide rule is in effect when there is a play at the base. If runner does not slide, he may be called out (umpire’s discretion). NO INTENTIONAL HEAD FIRST SLIDES (except back to a base) or the runner may be called out (umpire’s discretion – not out if deemed tripped up and ends up falling head first into base). Umpire may give 1 warning per team if decides not to call out 1st time. 7. Field 10 players and everyone bats that’s on your roster. If a player shows up late he is to be placed as last batter immediately upon arrival and must make the other team aware. The tenth player must be placed in a defensive position that places him in fair territory in the outfield (must be in the grass until the ball is pitched). A team must have a minimum of nine (9) players to start a game. If a game is in progress with nine players and a player is injured and cannot play, the game can continue with eight (8) players. When the batting position(s) comes up unfilled there shall be an out called regardless of the number of outs obtained. Injured player cannot return to the same game and must sit. 8. For Pool Play, there shall be no new inning after 1 hour and 45 minutes, and a 2 hour dead stop game time limit. If the game is tied at the end of the 2 hour game time limit, you shall revert back to the previous inning score. If the teams were tied at the previous inning, the game shall continue and conclude via sudden-death (first team that scores wins). For Bracket play, there shall be no new inning after 1 hour and 45 minutes unless game is tied. If tied, then game is played out as normal. Mercy rule still applies in bracket play. Hustle your teams on and off the field in order to help keep the tournament on time. 9. NO PROTESTS ALLOWED!!! ALL RULINGS FROM UMPIRES ARE FINAL!!! 10. Winning team is responsible for recording scores and innings pitched. There will be no ties.
11. Home book is the official book. 12. NO Big Barrels. No cracked or taped bats allowed. 2 ¼” bats are the only allowable bats. 13. On first thrown bat, your player is warned. If the same batter on your team throws a bat, they will be called out. 14. When stealing a base, the runner cannot leave until the ball starts crossing the plate. If a runner leaves a base too early, they will be sent back and your team warned. If any runner leaves early again, they will be called out. 15. Interference by a fielder to a runner shall result in an extra base awarded to the runner. Interference by a runner to a fielder shall result in the runner being called out. Base runners shall slide or avoid contact when there is a play being made at home plate and any base except first base (due to run through) – failure to do so will result in the runner being called out. 16. No Slug bunting. If a batter squares to bunt and they swing, they will be called out. 17. Once the pitcher has the ball and steps on the pitching rubber, runners that were not continuously advancing (sprinting) needs to hurry back to the previous base. A player off the base during the release of the pitch is out. 18. Intentional walks – Coach must let the home plate umpire know that they want to intentional walk the batter. 19. Infield fly rule is in effect. 20. Dropped third strike by the catcher the batter is still out. 21. If the ball leaves the field of play, the play is dead and runners receive the base to which they were headed, plus one more. 22. On field 3 power lines are a home run. 23. Coin flip determines home team in pool play. Coin flip can be done by tournament director or umpire. 24. All teams will be seeded at the conclusion pool play games. Bracket games will start immediately with the single elimination tournament. Teams will be placed in the A, B, or C brackets. Seeding will be based on: 1) Number of Wins 2) Least Runs Allowed 3) Most Runs Scored 4) Strike Outs 5) Coin Toss
25. In bracket play the higher seed is the home team. 26. Rosters to be submitted before the start of play – this is a rec league tournament and this should be your regular season drafted roster. Rosters are to be verified and signed by your league commissioner. Alternates are allowed to be placed on the roster and called up from the lower divisions of your respected leagues if necessary. Alternates may play any position except pitcher. 27. Awards will be given for 1st and 2nd in each bracket. 28. After each game, please hold team meetings off the field. Once the game is over proceed quickly off the field
in order to keep to the strict time schedule for the day. 29. A commissioner of Heath Sertoma Sports or tournament directors can override a coach decision on concussion protocol and pull a kid from the game if they feel the player might have a concussion. 30. Umpire’s discretion on anything outside of normal baseball rules and not covered here. 31. We reserve the right to exercise any actions necessary to enforce both explicitly stated and common practice at the Park to ensure integrity and competitive equality for all teams involved.
