Chiasims organize poetry or narratives to allow the author to emphasize a broader theme. In Psalm 110:4, the emphasis is on the Lord’s promise. In Ezra 9-10, the emphasis is on the dedication and purification of Israel. Psalm 110, cf. Matt. 22:42-46 Character study in Ezra 2:2 (Jeshua/Joshua, high priest, Hag. 1:1, 12, 14; 2:4). The Haggai passage shows that the Lord is about to do a great work and is calling the leadership to take courage and be ready.
