Based on registration demand, we intend to have two (2) separate Divisions   per age group.     All Star (House) / Recreational   ‐and‐  Travel  Except where noted in the Tournament General & Age Specific Rules,  The All Star / Rec Division will play by Little League rules and  The Travel Division will play by USSSA rules 

Ages:   

8U, 9U, 10U, 11U, 12U, 13U, 14U (54/80) and 14U (60/90)  Age cut off is May 1, 2014.

Due to the overwhelming task of planning a large event, it is impossible for the tournament to honor special game time requests. Before entering the tournament, make sure your team has no other conflicts on these days. Teams MUST be prepared to play by their scheduled times. Game times and field assignments will be emailed prior to tournament and posted on the tournament website, as well as, officially given out at check-in before your first game. Games may start thirty (30) minutes early due to mercy or other factors, so please arrive to the fields at least thirty (30) minutes before start of game. Both teams must provide batting lines ups, and teams must bat in provided order. Umpires / coaches must agree to (and note) starting time. Except the first inning, innings start immediately AFTER the 3rd out of home team. The first team to arrive at the field before game time gets their pick of dugout. The home team is determined by the umpire via coin toss prior to the start of the game. The home team is required to keep the official score book and should check their scorebook with the opposing team every inning. If a discrepancy is found, it must be brought to the umpire’s attention before the next inning. Teams must provide their own scorebooks.     For the 8U – 12U Divisions, games will consist of six (6) innings with a 1 hour and 45 minute time limit. For the 13U & 14U Divisions, games will consist of seven (7) innings with a 1 hour and 45 minute time limit. No new inning shall start after the designated time limit unless the score is tied. The following TIE BREAKER rule will be enforced: the player that made the last out the previous inning will return to second base, the inning will start with one (1) out and play will resume with the next player in the line-up batting. Complete innings will be played until a winner is determined. Semifinal and championship will be played in full without a time limit and those games tied after 6 innings for 8U-12U and seven (7) innings for 13U - 14U will continue play, under regular rules, until a winner is determined. In the event that a tournament game cannot be completed within its time limit due to adverse weather, poor lighting/darkness or serious injury, the following rule applies: a seven (7) inning game may be called after five (5) innings of play (or 4 1/2 innings of play if the home team is ahead) and will be considered as an official game played. In a six (6) inning game that cannot be completed for the reasons described above, the game may be called after four (4) innings of play (or 3 1/2 innings of play if the home team is ahead) and will be considered an official game played.     ALL DIVISIONS – Ten (10) run differential after four (4) innings, eight (8) run differential after five (5) innings.

Roster minimum is ten (10) players with a maximum of fifteen (15) players. The age determination date for players is April 30. Rosters with birth dates and birth certificates, or a notarized roster, will be required at the first day sign-in. Roster/Birth Certificates will be reviewed at check-in and must reside with the manager/team throughout the tournament (on fields). Once the tournament (1st game of the tournament) starts and the final roster has been submitted, teams cannot add players to their roster. Teams must provide proof of insurance for all players.     Three (3) coaches per bench, to include the scorekeeper. Coaches MUST stay in dugouts. Please call time-out from umpire to request to come on the field of play.     

Cleats: 8U-12U Divisions - Rubber Cleats ONLY.



13U & 14U Divisions – Rubber Cleats and Steel Spikes are allowed.



Bats: All Star/Rec (8U-12U) - bats are limited to 2 1/4 inch barrel size. All Star/Rec (13U & 14U) – bats must meet Little League Rules. Travel (8U-14U) - bats must comply with USSSA Rules. All bats must be either USSSA or Little League approved for the 2014 season.

   

   

All teams are to have matching jerseys with numbers on them. Coaches are to wear appropriate attire including a hat with the team insignia and collared shirt or team jersey. Coaches may wear coaching shorts. It is at an umpire or tournament director’s discretion to eject a coach for improper dress (Ie. tank tops, cut-offs, flip-flops, sandals, etc.).

Protests must be made at the time the alleged violation or incident occurs, and the tournament director and/or umpire coordinator will settle any protest immediately.

Comments must be restricted to team’s own players. Do not make negative comments about other coaches, players, and umpires. Team managers are responsible for the conduct of their players, coaches and fans. A team manager will be warned one (1) time to control the conduct of his players, coaches, and/or fans. If in the judgment of the umpire or tournament director, the unsportsmanlike conduct continues, at the umpires/tournament director’s discretion he/she may charge that team with an ejection. Fighting will not be tolerated. If a fight occurs, either or both players may be ejected from the game. Any player/coach that initiates physical contact with an umpire or any player/coach on the opposing team, and any player/coach that leaves the bench during an altercation will be immediately ejected. Any player, coach, parent or spectator that is ejected from a game (for any reason) must immediately leave the playing field and report to the Tournament Headquarters. The ejected person(s) has one (1) minute to vacate the field area or the game will be subject to forfeiture. If an umpire for any reason ejects a player from a game, the Tournament Director will make the final determination for forfeiture and/or further suspension of the person for the remainder of the Tournament.       Upon the coach or manager’s second trip to the mound in one (1) inning, the pitcher must be removed the mound. No restriction on pitchers throwing breaking balls. (See age rules for pitching limits).       A forfeit will have a tournament score recorded as 7 – 0 for tie breaker situations.       Free defensive substitution (you may put your players in and out any inning you wish), except pitchers. No barreling or fake tagging is permitted. Violators will be ejected from the game. No blocking of bases (unless fielder has possession of ball) or is in the immediate act of catching ball.      Runners must return to bases when pitcher has the ball on the mound and catcher is behind plate with glove & mask (8U – 12U only). A mandatory courtesy runner must be provided for the pitcher and catcher when there are two (2) outs (for sake of time). At all other times, a courtesy runner may be provided for the pitcher and catcher. The courtesy runner will be the player that made the last out. No head first slides are permitted (head first slides are permitted in the travel divisions only but not recommended), and will result in an out when they occur (except when returning on a pick-off throw). Player(s) MUST avoid contact. No leaping of players to avoid a tag is allowed.      All players on the roster will bat. Only one (1) on-deck batter in on-deck area is permitted during games and between innings. No batting sticks are allowed outside the fence area due to the safety of the spectators. Infield Fly Rule is in effect for all divisions. Dropped 3rd strike is in effect for all Divisions 9U Travel and up.

1. Head to head (how you did against the team you are tied with). 2. Lowest defensive runs allowed. 3. Run differential. 4. Total runs scored. Note: Mercy games count as full games. For any rule not found within these general rules or the age specific rules; please follow the 2014 Little League Rule Book for the All Star/Rec Divisions or USSSA rules for the Travel Divisions.    

Note: Unless detailed otherwise, Age specific rules apply to both All Star/Rec & Travel Divisions.



Bases will be at sixty (60) ft., Pitching distance at forty (40) ft.



No lead offs. No stealing. There are no extra bases allowed on overthrows. In the event of an overthrow to the infield, the player may advance to the base he was heading toward.



Base runners advance from station to station when the ball is put into play by a batter and may continue to advance until a player on the infield has control of the ball. Note: Control of the ball in the infield does not have to be by an infielder (For Example, ball is hit shallow, outfielder obtains ball and holds play in the infield). In any event, the runner is “live” and may be tagged out until he safely reaches base. The Umpire will have final say as to the base status of the runner(s).



Infield Fly rule in effect.



Ten (10) defensive players with four (4) outfielders.



Maximum five (5) run limit per inning.



Runners are encouraged to slide on all close plays.



The entire game will alternate innings coach/player pitch. Coaches will pitch the 1st, 3rd, and 5th innings. The players will pitch the 2nd, 4th, and 6th innings. In the event of a tie, the player/coach pitching rotation will continue.

NOTE: DEPENDING ON REGISTRATION DEMANDS, WE MAY OFFER THE 8U DIVISION AS 100% KID-PITCH. PLEASE LET US KNOW IF THIS IS OF INTEREST TO YOU AND YOUR 8U TEAM.

During coach pitch innings the coach will be allowed to throw up to five (5) pitches to the batter. o Coaches serving as a pitcher during coach-pitch innings may not "coach" or instruct their players from the mound. o Umpires will call all pitches balls and strikes. If the umpire calls the fifth pitch a strike the batter is considered out regardless of how many strikes that batter had prior to the fifth pitch. o If the fifth pitch is swung at and missed the batter is out. If the fifth pitch is not hittable, the player will get additional pitches until it is called a strike by the umpire. Three missed swings prior to or at the fifth pitch is a strikeout. o If the fifth pitch results in a foul ball, foul balls on this and succeeding pitches do not count and the batter continues to bat until he/she hits a ball into fair territory or incurs a third strike. Three strikes always results in an out as long as the last strike does not occur as a foul ball. o There are no walks awarded when a manager/coach is pitching (including hit by pitch).



No walks are awarded during kid pitch innings UNLESS the batter is hit by the pitch. If a pitcher throws ball four to any batter the coach will assume the pitching position for remainder of that at bat and will throw up to 5 pitches as described above.



Bunting is permitted ONLY while a player is pitching (no bunting allowed during coach pitch).



Pitchers may pitch one (1) inning per game - one (1) pitch in an inning constitutes an inning pitched.    



All Star/Rec - Bases will be at sixty (60) ft., Pitching distance at forty-six (46) ft.



Travel - Bases will be sixty-five (65) ft., Pitching distance at forty-six (46) ft.



All Star/Rec - Runner may steal ONLY after the ball crosses plate.



All Star/Rec – Umpire’s discretion on giving offending team a warning when leaving base early.



Travel - Lead offs are permitted.



All Star/Rec - No stealing home.
