I

am pleased to provide this summary of our organization’s production for 2017. Compiled within the report are statistics encompassing the development in our growing county, a look at our environmental engineering work, and the highlights of our road and bridge activities. The Building Department’s plan review and inspection volume continued to climb in relation to recent years. Single and multi-family permits totaled 443 units. All of the residential and commercial activity flowing through our office combined for 1,468 permits, yielding an estimated construction valuation of $168 million. The number of field inspections rose to 13,617, an all-time high for our department. Towards the end of the year, we transitioned to the necessary commercial building code changes brought forth by the new Ohio Building Code. Engineering staff was directly involved in the Smart Mobility Initiative, of which our county is well-positioned for future connected vehicle applications and testing.

March 2018 With the Commissioners’ assistance, we helped initiate a public-private partnership to place nearly 10 miles of fiber-optic conduit along Industrial Pkwy. This is expected to save significant dollars as the final fiber connections are made later this year. Our versatile road maintenance employees successfully tackled the usual blend of road and bridge work. They replaced or rehabilitated seven small bridges and a number of smaller culverts along our 465 miles of roadway. We expanded our in-house chip-seal program to 121 miles in 2017. It was our largest single project expenditure at $1.23 million. Our roadside mowing program was extended to six rounds, totaling nearly 6,000 miles of effort when including some township mileage. Over $155,000 was spent on the continued clearing of trees and brush along county roads. This labor-intensive effort utilizes both our forces and contractors, and will need our attention for years to come. It was an exceptionally busy year for contract work. Three large bridges were replaced or rehabilitated, totaling $1.8 million. Local dollars accounted for 40% of those costs, with the rest being covered by state and federal grants acquired in previous years. Because of the increased bridge work, the paving program was reduced to seven miles, even with the assistance of a state grant valued at $425,000. Our office developed and managed two turn lane projects for Honda of America Manufacturing. Honda and JobsOhio funded the work, while our staff combined efforts with the project team to build the improvements on a compressed timeline. Please see County Engineer on page 4

ENVIRONMENTAL GROUP Millcreek Estates WWTP Improvement Completed project that included construction of a mechanical filtering unit and new UV disinfection equipment to provide a more consistent level of wastewater treatment during wet weather periods. The construction was completed by AST Environmental, Inc. at a total cost of $413,307. Funding for this project has been provided through a loan from the Ohio Public Works Commission. County Forces assisted with the project by replacing the sewer outfall piping and constructing a building enclosure for the filtration unit.

And our voters graciously renewed the ¼% levy in November, making up 20% of our budget. But concerns about our ability to maintain our local road network remain, especially as we look towards the future growth pressures and rising construction costs. Our gas tax and license fee revenue for 2017 - our primary source of funding - was almost identical to 2016’s values. And comparisons to previous years show very little growth as well. As a result, while development and the need to improve and maintain our roads has increased, our available revenues to perform that work have remained relatively flat. There does appear to be some interest at the state and federal level to address some of the needed funding gaps. Stay tuned! It may well be a very challenging and dynamic ride. County forces spent 2,500 labor hours performing tree and brush removal along county and township roadways. Along with contracted work, over $155,000 was spent on this safety effort



County chip seal crews surface treated 121 miles of roadway in 25 days and fog sealed 18 miles



Consultant completed audit of 2016 BMV registrations to ensure proper distribution of license fee revenue. The results uncovered 579 errors totaling over $38,000. Errors were reported to the BMV and corrections to taxing districts has occurred



Continued involvement with several multijurisdictional development planning initiatives to help identify long range County transportation needs
