2016 Official LL Regulations and Playing Rules will be followed, exceptions noted below. Discuss any exception rules with the umpires before each game. o Player Substitution – Rotate players evenly, each player sits one inning before any player sits a second inning. o Batting -Every player is in the line up and bats. o Pitching – 75 Max pitches in a game (55 max until May 1, 65 max until June 1) 66–75 pitches = 4 days rest 51–65 pitches = 3 days rest 36–50 pitches = 2 days rest 21-35 pitches = 1 day rest 1-20 pitches = can pitch on consecutive days If the max pitches are reached, the pitcher can finish pitching to that batter. If a pitcher hits 3 batters in an inning or 4 in a game, the pitcher must be removed. No intentional walks. A removed pitcher cannot pitch again in the same game. If a pitcher reaches a day(s) of rest threshold while facing a batter, the pitcher may continue to pitch until any one of the following conditions occurs: 1. That batter reaches base; 2. That batter is retired; 3. The third out is made to complete the half-inning o Pitch counts do NOT include warm-up tosses, practice pitches or throws to any base o Pitch counts DO include pitches that hit the batter, are fouled off, or hit into field of play o Catching – Players cannot catch after pitching 41 or more pitches in the same game (or day). Catchers can only pitch if they caught a maximum of 3 innings. If a catcher pitches less than 41 pitches, then they can return to catcher. o Bunting - is allowed. o Stealing is allowed to any base, including home. Stealing 2nd is only allowed on a pitch, batter cannot advance past first when walked. o Run Maximum - 5 runs per inning, except for the 6th inning, which is unlimited. No 10 run rule. Any changes to Division Rules shall be unanimously agreed to by the managers of that division and the Chief of Umpires. The executive Committee shall review in the event of a conflict of interest. Any change shall be established with a start day provided to all managers, Chief of Umpire, and President. No rule changes will be permitted after the start of the playoff season.

Safety All players stay in their dugout, behind a fence when not in the game. On-deck batter MAY NOT SWING A BAT. Catchers must wear protective cups. No player base coaches. Jewelry of any type is not permitted (except for medical alert bracelets). Lightning or thunder – immediate weather delay. See Safety on MTLL web site for additional safety information
Game Rules (excluding Minor C & T-Ball) o Game length: 6 innings, darkness, or weather (extra innings ok if the score is tied). o Each team must have at least 8 players or the game is a forfeit. o If the game is called before completion of an inning, the score reverts back to the last completed inning. Note: Any pitches thrown in a suspended game are charged against pitcher’s eligibility. If the game is resumed on another day, the pitcher of record may pitch if the pitcher has observed the required days of rest, see specific division rules for count. Coaches o Minimum 1 adult coach must be in the dugout at all times. MAXIMUM of 4 Coaches (1 manager/ 3 coaches) two adult coaches should be used as base coaches o Second coach visit to the same pitcher in the same inning or third visit in the same game requires the pitcher to be changed. Call-Ups (exclude Minor C & T-Ball) o Only when a team has less than 10 players should a call-up player be contacted so that no more than 1 player will sit on the bench. o A list of 10-12 potential call up players will be provided by your Division Director. o The Manager will contact a player (or players) from the call up list to play in that specific game. o A call up player can only be used by the same team once per season. The player can get called up to play for other teams in the Division. o The same substitution rules apply to a call up players, however, no called up player will have more playing time than any player on the roster. o The called up player will hit last in the line up can only play outfield defensively. o When a player is called up, the Manager must notify the Division Director. Field Preparation and Maintenance (Recruit parents to help with Field Responsibilities!) o Home Team Responsibilities – Field Set Up Lightly spray the infield with water from the field. Chalk base lines, install bases, turn on scoreboard (and recruit operator). Remove trash from dugouts, field, bleachers and empty trash cans into a dumpster. Open restroom doors. o Visiting Team Responsibilities – Field Closing Put away bases, chalkers, scoreboard controller, tools, etc. Fill in holes at home plate, pitchers mound, and around bases, rake infield. Lightly spray the infield with water from the field hoses. Lock job boxes, sheds, storage rooms, and restrooms. Remove trash from dugouts, field, bleachers and empty trash cans into a dumpster.
