MONDAY, JUNE 6 8:00 to 8:30 a.m. Registration, Breakfast and Supplier Showcase Begin the day with a visit to the displays in the Supplier Showcase area. 8:30 to 8:50 a.m. Opening Session The opening of the OTC Parking Workshop featuring remarks by OTC President Nelson Cadete and Parking Committee Chair George Johnstone. 8:50 to 9:40 a.m. Session: Municipal Parking Case Law—Recent Decisions Presenter: David Cribbs, County of Lambton This session will examine the process undertaken to prosecute parking related matters within the judicial system and some of the associated challenges that present themselves. David Cribbs, Prosecutor for the City of London, will facilitate a look at court issues that have an effect on the parking enforcement profession.

9:40 to 10:20 a.m. Session: Introduction to Emergency Planning and Preparedness Presenter: Jose Camacho, Toronto Police College The Incident Management System (IMS) is an operational framework for major incidents. It guides how personnel, facilities, equipment, procedures, and communications may be coordinated during an incident. This session is designed to give delegates an understanding of the basic functions, concepts and principles of IMS. At the end of this session delegates will be aware of the major functions within IMS, and the limited roles that could be assumed within an incident management team for simple incidents. 10:20 to 10:40 a.m. Break and Supplier Showcase 10:40 to 12:00 p.m. Session: Emergency Planning and Preparedness (continues) Presenter: Jose Camacho, Toronto Police College 12:00 to 12:10 p.m. Welcome from the Suppliers 12:10 to 1:10 p.m. Lunch and Suppliers Showcase 1:10 to 2:00 p.m. Round Table Discussions Round Table Topics: Cycling, New Equipment, Officer Safety, Revenue The Roundtable Discussions give you the opportunity to have interactive peer to peer discussion, to share your experiences, and to learn from others. Each discussion topic is moderated by a parking industry expert, who will provide answers to your questions and direct the discussion. This informal and relaxed format provides a platform for discussing current parking topics with colleagues from across Ontario 2:00 to 2:20 p.m. Break & Supplier Showcase 2:20 to 3:00 p.m. Developments in Brampton’s AMPS Program Presenters: Jane Iacobucci, City of Brampton The City of Brampton implemented the Administrative Monetary Penalty System (AMPS) for parking infractions in June 2014. This session will examine our implementation of AMPS, what lessons we have learned from our 1st year including some statistics from our 1st year (June 2014 – May 2015). The session will conclude with where we are heading for the future of AMPS.

3:00 to 3:40 p.m. Session: Development of Hiring Best Practices for Parking Enforcement Officers Presenters: Annmarie Henry & Lori Young, Toronto Police Service A best practice for public safety occupations is to establish a job specific functional screen protocol and related testing to ensure that candidates hired will be able to safely perform the bona-fide duties of the position. TUESDAY, JUNE 7 8:00 to 9:15 a.m. Breakfast and Supplier Showcase 9:15 to 9:55 a.m. Session: The Role of Photo Enforcement to Assist in School Zone Safety Presenter: John Mattocks, Town of Oakville During this session we will explore a new service option under the Administrative Penalty System and how it can help to increase safety and compliance in busy school areas. We will review how the Town of Oakville has successfully launched their safety campaign which involved mailing out Penalty Notice to parking bylaw violators. 9:55 to 10:35 a.m. Session: Mitigating Risks in the Field of Parking Enforcement Presenter: Shayne Turner, City of Waterloo The field of municipal law enforcement, in general, involves varying degrees of risk. This is especially true in the focused field of parking enforcement. This session will discuss a variety of risk factors related to parking enforcement along with some strategies aimed at helping municipalities mitigate such risks. Discussion points will include training plans, equipment, policies and standard operating procedures.

10:55 a.m. to 11:30 a.m. Session: “Abuse It and Lose It” - Accessibility Permit Campaign Presenter: Scott Wylie, Toronto Police Parking Enforcement—Disabled Liaison Unit The Toronto Police Service is committed to assisting persons with disabilities in the community. In an effort to support this commitment, the Parking Enforcement Unit developed, organized and trained members to participate in an enforcement campaign focused on motorists misusing Accessible Parking Permits (APPs). This session will explore the development of the campaign and the transition to operations. 11:35 a.m. to 12:15p.m. Session: Accessibility: Ontarians With Disabilities Act and Parking Presenter: Geordie Gibbon, Accessibility Directorate of Ontario Join the Accessibility Directorate of Ontario for an overview of Ontario’s accessibility standards under the Accessibility for Ontarians with Disabilities Act (AODA), 2005. This includes a discussion of the Design of Public Spaces Standard, which has prescriptive requirements that impact accessible parking areas moving forward.
