2017 STATE LEGISLATIVE AGENDA An environment where business can prosper     

The State should require out-of-state retailers to collect and remit sales taxes on sales in Tennessee when sales total $500,000 or more per year. The State should find a Tennessee solution to the Affordable Care Act to expand coverage while providing relief from the burdens of the program to businesses. Support the use of economic development incentives such as tax increment financing (TIF) and payments in lieu of taxes(PILOT) are important tools to attract and retain business in Middle Tennessee. The state should not establish a minimum wage different from the federal government for non-exempt employees. Support predictable and transparent zoning policies that promote economic growth and prioritize the rights of property owners.

Talent development of the region’s workforce    

The state should prioritize the expansion of technical and career education opportunities and industry certifications. The state and local school district should expand opportunities for apprenticeships and career preparation for high school students. Support the recognition of all credentials with the state’s efforts in the Drive to 55 initiative, regardless of how the knowledge or skills were acquired. The state should adopt policies that make it easier for individuals leaving incarceration to participate in the workforce.

Quality of life that attracts and retains residents and workers   

The state legislature should approve a comprehensive, long-term funding solution to address the need for state transportation infrastructure projects. State legislation addressing funding for transportation and road projects should specifically support Middle Tennessee's plan for transit. Support efforts to begin implementing a regional transit plan in Middle Tennessee as soon as possible.
