2018 SANTANA NATIONAL LITTLE LEAGUE LOCAL BYLAWS ARTICLE 1 – NAME, LOCATION, AND MEETINGS The name of the corporation is Santana National Little League, Inc., a California corporation, not for profit, hereinafter referred to as “SNLL.” The principal office of the location shall be located at Santana National Little League Ball Fields, Santee, California, 92071. Meetings of members and directors may be held at such place in the State of California as may be designated by the Board of Directors from time to time. Section 1 –ABSENCE AT BOARD MEETINGS The League Secretary shall maintain a log of all Board Members present for each meeting. Any Board Member who is absent from two regularly scheduled board meetings with unexcused absences (no advance notice by phone or email), will be subject to removal from the Board of Directors. Section 2 –BOARD MEMBER VOTING PROCEDURE Voting will be conducted as set forth in the Santana National Little League Constitution. ARTICLE 2 – ADMINISTRATIVE RULES AND REGULATIONS Section 1 –AMENDMENTS TO THE BYLAWS These Bylaws may be amended, repealed or altered, only for safety concerns or situations that conflict with the Little League rule book(s), or property agreement in whole or in part by a majority vote at any duly organized meeting of the Board of Directors, provided notice of the proposed change is included in the notice of such meeting. Section 2 –PLAYER REGISTRATION Players may register in person at the pre-determined registration location and time, online (if available), or by contacting the SNLL Player Agent. Any players seeking scholarship or payment arrangements will be required to complete the proper request form and submit the form along with all required documents to the SNLL Board of Directors for approval. ARTICLE 3 – PITCHERS If a pitcher (Majors and Minors) hits three batters in an inning pitcher will be warned along with pitcher’s manager. Upon hitting the fourth batter in an inning the pitcher shall be removed. a. Refer to the Little League Rule Book for a pitching schedule as determined by the number of pitches. b. Intentional walks are allowed in the Major League as described under Rule 4.03(a) of the Official Regulations and Playing Rules. Revised 03/07/2017.2 ARTICLE 4 – BATTERS a. All minor leagues will use a continuous batting order with free defensive substitutions. b. Major and Junior league teams may bat nine with proper substitution or bat the roster with free defensive substitution. Each manager must declare before each game which method he will use. ARTICLE 5 – MANAGERS a. Managers are responsible for any action their team or fans take during the game. b. Managers or coaches may not participate in any Little League activity while under the influence of drugs, alcohol or any other intoxicating substances. The Umpire and a member of the Board of Directors will make the decision of sobriety. c. Major League managers will be selected following a formal interview with the Board of Directors. The Board of Directors will review and approve the final selection of all managers and head coaches of all leagues. d. Coaching clinics may be scheduled at the discretion of the Board of Directors. All managers and head coaches are required to attend. Revised: 03/07/2017

e. All managers and head coaches must remain in the dugout during the play of the game (except when acting as base coaches). If during play a manager or coach exits the dugout, the Umpire will immediately halt play by calling time. The proper approach for a coach or manager is to ask for time to be called prior to leaving the dugout. ARTICLE 6 – PLAY OF GAMES Section 1 - All weekday ball games and the last game on Saturday shall end no later than the local published time of sunset. Prior to the start of the game, the official scorekeeper should check the time of sunset posted in the snack bar and scorekeepers’ books. Note: this does not apply to games played under artificial lighting. Section 2 - The home team is required to provide the official scorekeeper for each game unless the league provides a scorekeeper for that game. Pitch count is to be calculated by the official scorekeeper which is maintained as the official signed document. At the end of each game, scorekeepers and both managers are required to verify and sign the pitch count sheet. Once signed, any disputes will be argued from the official scorebook and pitch count sheets. Section 3 - Managers are responsible for the umpire duties assigned to their team by the Director of Umpires. Any qualified team representative may replace the manager for the umpiring duties if they have attended a Rules Clinic prior to the start of the season and have a volunteer form on file with the league. The penalty for missing an umpiring assignment, whether intentional or unintentional, will result in punishment up to suspension. The Board of Directors will decide if and when the suspension will be served. If two managers agree to swap umpiring responsibilities, the Director of Umpires must be notified prior to the start of the first game. Managers and Coaches should only umpire games in their divisions of play in emergency situations. Revised: 03/07/2017. Section 4 - The home team is responsible for field set up (watering, dragging, chalking, etc.), the visiting team is responsible for field breakdown including bases, backstop padding and emptying and returning trash receptacles to their proper storage area. Both teams are responsible for the condition of their dugouts and surrounding area after each game. In the event of inter-league, the home team is responsible for all actions stated above. Section 5 - Prior to a game, infield practice shall not exceed 15 minutes for each participating team. The home team shall take infield practice last unless worked out between the Managers. Batting practice is not allowed on the playing field prior to any games. (Hitting whiffle balls is permitted in the outfield with helmets only). Pitching practice may be conducted in the bullpen one hour prior to the scheduled start of and during a game. Section 6 - Managers and Coaches will be held responsible for the conduct of their players, players’ parents and their guests and each other (see Code of Conduct section). Revised: 03/07/2017

Section 7 - There will be a single/double elimination, bracket playoff tournament at the end of the season, for the Juniors (best out of three tournament), Major, Minor and Caps divisions, so as to determine the team that will represent the league for the Tournament of Champions (“TOC”). a. All teams will be in the playoff tournament. b. The Little League regular season rules are in effect for the tournament to determine the TOC team. c. All Jrs., Major’s, Minor’s and Cap’s games will count in the standings. Regular season standings will determine the seeding in the T. O.C tournament. All inter-league games will count in standings. ARTICLE 7 – PLAYER SELECTION Section 1 - All divisions, with the exception of T-ball will hold annual drafts. ALL DIVISION GUIDELINES: • Draft order will be selected by random draw. • Parent’s request to not have their player selected by a particular manager will be communicated to the appropriate Manager prior to the draft. It is at the Manager’s discretion to draft said player or not. • All sibling options will be held according the Little League Operations Manual. • All trades may happen at the end of the draft, and are subject to approval by the player agent. Once manager leaves the room all trades are complete • The draft will be conducted in “serpentine” order (i.e., 1,2,3,4,5…5,4,3,2,1) Revised: 03/07/2017.4
• The Manager has the option of drafting their son/daughter. If so, they must draft according to their age and by the appropriate round. Round 5 (9-10 year olds), Round 4 (11 year olds), and Round 3 (12 year olds). Rookies and Caps go in 4th round. Round 6 (7-8 year olds). • “Gentlemen’s Agreements” are not allowed. • No draft discussed outside of the draft room. JUNIORS DIVISION GUIDELINES: • The Juniors division will hold draft according to the Little League International Guidelines. • Manager Option - The Manager has the option of drafting his son/daughter. If so they must draft according to their age and by the appropriate round. MAJORS DIVISION GUIDELINES: • The Majors division will hold draft according to the Little League International Guidelines. ROOKIES, CAPS, AND MINOR DIVISION GUIDELINES: • All Manager’s sons/daughters will automatically be placed on their respective team. ARTICLE 8 – CODE OF CONDUCT Revised: 03/07/2017

PURPOSE: To promote sportsmanship, teamwork, respect, and safety. IMPLEMENTATION TEAM: President, Vice President, Players Agent, Director of Managers, Director of Umpires, Safety Coordinator. GOAL: To have zero incidence requiring corrective action and to clearly identify acceptable behavior for players and coaches. To reward behavior that promotes sportsmanship and teamwork. To swiftly, aggressively, and consistently correct any behavior or actions that do not coincide with the code of conduct. Section 1 – PLAYER PUNISHMENTS STRIKE ONE Coach must play Player maximum two innings (Majors division – maximum one plate appearance) in next game. In addition, Player (with parent/legal guardian present) must reread, re-sign and date the SNLL Code of Conduct. If ejected, follow green book rules STRIKE Two Player will serve a minimum one game suspension. Player (with parent/legal guardian present) will go before the Board of Directors to determine eligibility for all-star roster. If ejected, follow green book rules. Revised: 03/07/2017 STRIKE Three If Player has received Strike One and Strike Two, Player is removed from SNLL and will not be able to return to said League. Section 2 – COACH/MANAGER PUNISHMENTS STRIKE ONE: May be removed from game at umpire’s discretion. Incident to be reviewed by Board of Directors. STRIKE TWO: One game suspension, at a minimum. Incident to be reviewed by Board of Directors and future coaching consideration at need only. STRIKE THREE: Coach will be immediately relieved of coaching responsibilities. Minimum two season suspension from SNLL. Rule 4.07 of the Little League Official Regulations and Playing Rules (The Green Book) states: “When a manager, coach, or player is ejected from a game, they shall leave the field immediately and take no further part in that game. They may not sit in the stands and may not be recalled. A manager or coach ejected from a game must not be present at the game site for the remainder of that game. Any manager, coach or player ejected from a game is Revised: 03/07/2017

suspended for his or her team’s next physically played game and may not be in attendance at the game site from which they were suspended.” * All incidents will be reviewed by the Board of Directors. Every game, whether with or without incident, will be signed off by both managers and lead umpire. Umpire will note any issues in game log. Coach signature required, if there is a disagreement, coach can note disagreement in game log. Umpire will cite issues only in regard to coaches, and may give recommendation to have board member attend a game in reference to player/fan. Section 3 - ACTIONS REQUIRING CORRECTION • Thrown equipment – unsportsmanlike conduct or unsafe behavior. • Intentional bean balls. • Profane language/gestures. • Mocking/harassing umpires. • Mocking/harassing teammates or opponents. • Intentional Delay of Game. • Use of Illegal Equipment. Section 4 - REVIEWABLE SCENARIOS • Letters of complaint. • Negative reports from umpires (should be noted in game log). • Intention of bean-ball. • Showing disrespect during pledge. • Any type of interference. • Actions disregarding safety policies. Section 5 - PARENT / FAN CODE OF CONDUCT Parent Code of Conduct must be signed by at least one parent/guardian at sign up registration. • Verbal Abuse of any player, manager/coach or fan shall be grounds for a warning or ejection. • Smoking at the field by a player, manager/coach or fan shall be grounds for a warning or ejection. • Alcohol/Drug/Tobacco consumption during a game by a player, manager/coach or fan shall be grounds for a warning or ejection. • Use of profane or abusive language, and/or contact with any participant or game official shall be grounds for a warning or ejection. ❖ If any of these occur, game will stop, players will be safely secured in the dugout and the incident will be dealt with. ❖ If failure to leave premises when asked by an Umpire, Manager or SNLL Board Member, local law enforcement will be called.

FOLLOW THRU: • No system is a perfect system. The purpose of this code of conduct is to promote the mission statement of Little League Baseball. • At signups, a code of conduct will be given to each family. A signature will be required by each family acknowledging that it has been received. • It is up to the implementation team to review situations and to attend games in which a possible offender is involved. Any league member can report a concern of a possible violation. The intention of this code of conduct is not to dole out unnecessary punishments, it is however; a reminder that our league is a league of privilege and not of right. ARTICLE 9 -ALL STAR SELECTION There will be ONE all-star committee, for the Juniors Division, Majors Division, and the Minors Division. The President and Vice President are the Chair and Co-Chair respectively. The Player Agent is also to be on the committee. The other three members of the committees will be established by Board member volunteers being voted in by the Board of Directors (NOTE: a Board Member should not be involved for the count in which his or her players are eligible which the exception of the Chair, Co- Chair, and Player Agent). *All Star Committee, subject approval by the Board of Directors, reserves the right to alter the constitution of All Star teams (i.e., 11-12-year-old team versus 12-year-old only team). (NOTE: the secretary should be present at all All-Star committee meetings to take minutes) Interested All Star Managers must submit an e-mail to the Director of Managers. Subject to the approval of the Board of Directors, those names will be listed on the below mentioned ballots for the respective teams they are interested in managing. Revised: 9/13/2016 The goal of SNLL is to assemble the most competitive All Star teams, while balancing an All-Star opportunity for each playing group. With regard to 12-11-year-old teams, it will be comprised entirely of 12 year olds, unless an 11-year-old unequivocally makes the team stronger. This determination will be made by the All-Star Manager, Player Agent and League President. JUNIORS DIVISION All eligible 13-14 year olds from the Juniors Division will be listed on a secret ballot with their names and what teams they played for. All 13-14 year olds playing in the Juniors division will be asked to vote for their top 12 picks on the secret ballot. The first 8 players are the top vote getters from the player’s ballots. • The regular season Managers and 1 designated (ratified) coach will receive the same ballot that the players receive and vote on 12 players. • -The remaining spots (# may vary in case of a tie for the 1st 8 spots) will be the top vote getters on the managers and coach’s ballots. • -In the case of a tie (for the 8th spot from the player ballots) both players will make the team. • -In a case of a tie for the last spot (i.e., a tie with the managers vote), the player that received the most player votes will be selected on the team. Juniors Team Manager: The 13-14 year olds playing in the Juniors Division will vote for the Team Manager on the secret ballot. The Manager is subject to approval by the Board of Directors. Junior Team Coach: The Manager may choose two coaches and one alternate coach. Only previously ratified coaches for the regular season are eligible to be a coach for the All-Star Team. All Coaches are subject to approval by the Board of Directors. 11-12-YEAR-OLD TEAM All eligible 11-12 year olds from the Majors Division will be listed on a secret ballot with their names and what teams they played for. All 11-12 year olds playing in the Majors division will be asked to vote for their top 12 picks on the secret ballot. Little Stars Team: Selected the same as 9/10 year olds. 10-11-Year-Old Team Manager: The 10-11 year olds playing in the Majors Division will vote for the Team Manager on the secret ballot. The Manager is subject to approval by the Board of Directors. 10-11-Year-Old Team Coaches: The Manager may choose two coaches and one alternate coach. Only previously ratified coaches for the regular season are eligible to be a coach for the All-Star Team. All Coaches are subject to approval by the Board of Directors. 9-10-YEAR-OLD TEAM All Minors Division Managers and 1 designated (ratified) coach from each team will vote on a secret ballot for 12 players (In the event that there are 10 year olds in the Majors Division, Majors Managers shall be consulted in the selection process). The players with the most votes will be appointed to the team, subject to the Board of Directors. Any Player who is 10 years of age and asked to move up to the Majors is not a guaranteed All-Star. 9-10-Year-Old Team Manager: The Board of Directors will interview and vote on the candidates for manager of the 9-10-year-old team. 9-10-Year-Old Team Coaches: The Manager may choose two coaches and one alternate coach. All Coaches are subject to approval by the Board of Directors. The selection of groups is subject to approval by the Board of Directors.
