ITEM AND ISSUE: Request to extend the current Professional Services Agreement (PSA#l5-0095) with EE&T through June 30, 2017, in an amount not to exceed $50,000, pursuant to RFP # 15/07/P. The contract term is necessary for continued utilization of the services provided under this PSA throughout compliance monitoring periods imposed by the United States Environmental Protection Agency (USEPA) under new rules governing both ground water and surface water sources of drinking water. The PSA also provides operational and processcontrol support and assistance in the preparation of the annual Consumer Confidence Report. The contracted amount for FY 16/17 services from EE&T has been increased $20,000 from FY 15/16 to provide for a larger scope of services. However, the Source of Supply Section received prior approval from the Council in April 2015 to allow for annual extensions of the term of the contract through June 30, 2018 in an amount not-toexceed $50,000 per year.
BACKGROUND AND SUMMARY: The Source of Supply (SOS) Section is requesting extension of the attached EE&T Contract (#15-0095) through 6/30/2017 for the following services: Task l: Regulatory Support - Consumer Confidence Report Task 2: Operational Support- Filter Evaluation Task 3: Operational Support and Training- Process Performance Evaluations Task 4: Process and Monitoring Support - Sampling and Sampling Plan Support Services The requested extension is necessary to provide regulatory support services and process evaluation/training in FY 16/17 to the operators at the Canyon Road Water Treatment Plant (CRWTP) and the Public Utilities Department. EE&T support is also required in assisting the Public Utilities Department through the provision of regulatory support for compliance activities such as the annual Consumer Confidence Report, Surface Water Rule, Ground Water Rule and Revised Total Coliform Rule requirements. The SOS is understaffed at the current time and requires regulatory and technical support from EE&T to support process control decisions and to fulfill the compliance monitoring and reporting requirements of the federal Safe Drinking Water Act.
RECOMMENDED ACTION: The Public Utilities Department recommends Council approval of the requested extension ofthe attached contract with EE&T through June 30,2017, in an amount not-to-exceed $50,000 plus NMGRT for FY 16/17. Sufficient budget will be made available in BUILl# 52361.510300. /

CITY OF SANTA FE AMENDMENT No. 2 TO PROFESSIONAL SERVICES AGREEMENT
AMENDMENT No. 2 (the "Amendment") to the CITY OF SANTA FE PROFESSIONAL SERVICES AGREEMENT, dated February, 11, 2015 (the "Agreement"), between the City of Santa Fe (the "City11 ) and Environmental Engineering & Technology. (the
"Contracto~').
The date of this Amendment shall be the date when it is
executed by the City and the Contractor, whichever occurs last.
RECITALS
A.
Under the terms of the Agreement, Contractor has agreed to provide
professional services to the City of Santa Fe. B.
Pursuant to Article 18 of the Agreement, and for good and valuable
consideration, the receipt and sufficiency of which are acknowledged by the parties, the City and the Contractor agree as follows: 1.
SCOPE OF SERVICES:
Article 1 of the Agreement is amended so the language included in Exhibit "B" is attached hereto and incorporated herein. 2.
COMPENSATION.
Article 3, paragraph A of the Agreement is amended to increase the amount of compensation as follows: For Fiscal Year 2016-2017, an additional twenty thousand dollars ($20,000), plus applicable gross receipts taxes, for a total of fifty thousand dollars ($50,000), and For Fiscal Year 2017 - an additional twenty thousand dollars ($20,000), plus applicable gross receipts taxes, for a total of fifty thousand dollars ($50,000), and

The Total increase ofthis Amendment is forty thousand dollars ($40,000). Article 3, paragraph A reads in its entirety as follows: A.
The City shall pay the Contractor for actual services rendered, a sum not to
exceed one hundred sixty thousand dollars and no cents ($160,000), plus applicable gross receipts taxes. Fiscal Year 2014-2015, thirty thousand dollars ($30,000, plus applicable gross receipts taxes. Fiscal Year 2015~2016, thirty thousand dollars ($30,000) plus applicable gross receipts taxes. Fiscal Year 2016-2017, fifty thousand dollars ($50,000) plus applicable gross receipts taxes. Fiscal Year 2017-2018, fifty thousand dollars ($50,000) plus applicable gross receipts taxes. The total amount for the four years will be for services rendered to the City.

AGREEMENT IN FULL FORCE.
Except as specifically provided in this Amendment, the Agreement remains and shall remain in full force and effect, in accordance with its terms. IN WITNESS WHEREOF, the parties have executed this Amendment No.2 to the City of Santa Fe Professional Services Agreement as of the dates set forth below.

Environmental Engineering and Technology Santa Fe- Regulatory and Operational Support Services Contract # 15-0095 Amendment #2 ExhibitB Objective: To assist drinking water treatment operations and management staff at the City of Santa Fe in controlling and optimizing drinking water system supply, treatment, distribution, and residuals disposal for the Canyon Road WTP and the drinking water well systems. Scope of Work: Task 1: Regulatory Support - Consumer Confidence Report Assist City of Santa Fe staff as necessary to prepare a draft version of the 2016 CCR due to City of Santa Fe wholesale customers before April I, 2017 and to City of Santa Fe retail customers by July 1, 2017. This includes compilation of data :from NMED, City of Santa Fe, and other sources, then preparation of tables and text for City of Santa Fe printing of CCR. These activities are expected to take place between February and May 2017. Task 2: Operational Support- Filter Evaluation Perform an inspection evaluation of one filter, to be designated by City of Santa Fe staff. Activities to include collection of core samples, floc retention analysis, bed expansion measurements, filter depth and free board measurements, and other determinations to establish the current -status of filter infrastructure. Overall objective is to assess the ability of the filters to be operated to meet desired performance. Task 3: Operational Support and Training- Process Performance Evaluations Operational and performance evaluations of key aspects of the groundwater and surface water supplies in the City of Santa Fe system, including (but not limited to): coagulation optimization, flocculation adjustments, clarification modifications (e.g., flow distribution, launder adjustment, tube settler module assessment and replacement, etc.), filtration optimization (media, underdrain, backwash, and other associated components), disinfection maintenance, residuals handling and disposal, regulatory compliance, training and SOP development, and analytical services. These tasks to begin in July 2016 and to continue in succeeding months as needed.
