9-on-9 Soccer Rules Regulations published in the Wichita State University Intramural Sports Captain’s Manual will be the governing policies for all Intramural Sports. Team captains are responsible for possessing a thorough understanding of these policies and their implications. Participation in all Intramural Sports events is voluntary. The Campus Recreation Department and the Competitive Sports Program assume no responsibility for physical and/or mental injuries. Basic first aid will be available. All participants play at their own risk. The rules found in NFHS Soccer Rule Book will be in effect with the following interpretations and exceptions. Points of emphasis and all recent rule changes will be in bold type. 1.

Location a. All games will be played at the Metroplex fields at the corner of 29th and Oliver.

2. Schedule a. The league format will be pool play, followed by a single-elimination bracket playoff system. b. If your team is unable to make it to your game be sure to contact the IM office at 316-978-5284 by 3pm the day of or 3pm Friday for Sunday games and you will be given a default instead of a forfeit. c. Regular season schedules and playoff brackets will be posted online. At the end of the season, teams that qualify for the playoffs will be scheduled to play at times that will be different than their regular season time, so be sure that you have enough players listed on the roster. Remember that only players who are registered on www.imleagues.com and have properly signed onto a team are eligible to play in the playoffs. 3. Forfeit Fee a. If a team forfeits a scheduled game, a fee of $20.00 will be charged to the team captain. Before a team/organization is eligible to play in their next scheduled game the fee must be resolved with the Competitive Sports Office. All forfeit fees must be paid in full by 3:00 pm on the day of the next scheduled game, or on Friday for Sunday games. All fees must be paid at the Guest Services Desk at Campus Recreation; payments will not be accepted at the play site. b. Following the completion of each event, captains with outstanding fees will have holds placed on their personal WSU account. Forfeits can be avoided by contacting the Coordinator of Competitive Sports no later than 3:00 p.m. the day of the

scheduled game or 3:00 p.m. Friday for Sunday games. This will allow for the opponent and staff to be contacted and a default to be charged. 4.

Players a. A player must be present with his/her WSU ID card to be entered on the game roster before being allowed to play. b. Men’s, Women’s Divisions: 9 players per side. c. A team may start with as few as 6 players. d. A team not having at least 6 players at their scheduled game time will forfeit the game. e. Substitutions are permitted during the following situations. i. Goal kick ii. Corner kick iii. After a goal has been scored iv. On your team’s throw-ins, or if the team throwing in is subbing v. Between periods vi. A change of goalkeepers must be reported directly to the officials.

5. Rules a. Intramural Sports are low-contact sports and injuries are a possibility. Participation in all Intramural events is voluntary. The Campus Recreation Department and the Intramural Program assume no responsibility for physical and/or mental injuries. Basic first aid will be available. All participants should play at their own risk. b. Equipment i. Ball – one ball will be furnished by Campus Recreation for each game. (Note: If the two captains and the officials agree, a ball other than the one furnished may be used.) ii. Jerseys – all members of a team must wear jerseys of the same color and a color contrasting with those of the other team. Colored pennies will be provided upon request. iii. Shoes – shoes must have a single piece sole constructed of rubber or plastic. NO Metal! iv. Dangerous Equipment – no equipment which the referee’s deem dangerous may be used. v. Shin guards are recommended, but not required vi. Time Factors:

1. The game will be played in two equal halves of twenty (20) minutes running time with a three (3) minute intermission between periods. Time is continuous except for injury or official’s time out. Tie Game: 1. During the regular season, games will end in a tie. No Overtime! 2. In the case of a tie during playoffs, there will be a five (5) minute overtime periods played. If the score is still tied at the end of the overtime period, each team will alternate tries of penalty kicks until each team has tried five (5) penalty kicks. If the score is still tied after each team’s penalty kicks, then the teams will alternate penalty kicks until a winner is decided. The Play: 1. Beginning of the game – at the beginning of the game, choice of ends or the kickoff shall be decided by a coin toss. 2. The kickoff – at the referee’s signal, the game shall be started by a player taking a place kick into the opponent’s half of the field. Every player shall be in his/her half of the field and every player on the opposing team shall remain 10 yards away from the ball until it is kicked off. A goal may not be scored directly from a kickoff. The kicker may not play the ball again until it is touched or played by another player. The ball must be kicked past the midfield line at least the distance of its own circumference, or 27 inches. 3. After a goal is scored, the team scored upon will restart the game by a kickoff at midfield. Change of Ends – teams shall change ends of the field at the start of the second half. Drop Ball – after the temporary suspension of play, for injury or official timeout, the ball shall be placed in play by a “drop ball,” if neither team is in clear possession. Drop balls cannot be administered inside the penalty area. THERE SHALL BE NO OFFSIDES IN INTRAMURAL SOCCER!

xi. c. Sliding i. Slide tackling will result in an at least a yellow card. If contact is made it will be a red card. ii. GOALIES- The goalie is permitted to slide to make a save provided they do not slide into an opponent and provide the opponent enough time/space to avoid contact.

d. Goal i. A goal is scored when the entire ball has passed completely over the goal line, between the goal posts, and under the crossbar, provided there has been no infraction of the rules in accomplishing the goal. e. Mercy Rule i. If a team is up by eight (8) goals anytime in the second half the game will be called f. Out of Play i. When the ball crosses a touchline (sideline) it is put back into play by a throw-in. When the ball crosses the end line it is put back into play by a corner kick if last touched by a defensive player or by a goal kick if last touched by an offensive player. ii. Throw-in from the sideline – the throw-in shall be from the point where it crossed the sideline, in any direction by a player of the team opposite of the player who last touched it. Both feet must be touching the ground until after the release of the ball. The ball must also be thrown with both hands with neither hand having more control than the other. iii. Corner Kick – in the event of a corner kick, a member of the attacking team shall take a kick from within the quarter circle at the nearest corner/flag post, which must not be removed. Players of the defending team may not approach within 10 yards of the ball until the ball has been put into play, nor shall the kicker play the ball a second time until the ball has been played or touched by another play of either team. iv. Goal Kick – A goal kick shall be kicked directly into play beyond the penalty area from a point on the ground within that half of the goal area nearest to where the ball left the field of play by a player of the defending team. A goal kick may be taken in any direction but it must clear the penalty area and enter the field of play. The goalkeeper may not pick up the ball and kick it. The ball must be placed on the ground and kicked. The kicker shall not play the ball a second time until another player has touched it. g. Free Kicks i. A free kick is taken to resume play after the play has been stopped by the referee and is taken from the point where the infraction has occurred. Free kicks are classified as “direct” or “indirect.” ii. Direct free kick – one from which a goal can be scored directly from the kick.

iii. Indirect free kick – one from which a goal cannot be scored unless the ball has been played or touched by a player other than the kicker before passing through a goal. iv. When a free kick is being taken, a player of the opposite team shall not approach within 10 yards of the ball until it is in play, unless he or she is standing on their own goal line between the goalposts. v. Direct free kick offensives: charging the goalkeeper, charging opponent from behind, charging opponent violently or dangerously, charging opponent with feet off the ground, handling the ball, handling by goalkeeper outside penalty area, holding an opponent, jumping at an opponent, kicking or attempting to kick an opponent, kneeing opponent (includes goalkeeper with ball), and tripping an opponent. NOTE: All direct kick fouls occurring in the defensive penalty area and made by the defensive team becomes a Penalty Kick. vi. Indirect free kick offenses: goalkeeper carrying the ball more than four steps, charging – fairly away from the ball, dangerous play, delay by goalkeeper in clearing the ball, delaying the game – by not clearing the penalty area, heading the ball below the level of the waist – no contact, hitch kick – no contact, interfering with the goalkeeper, obstruction, penalty kicker playing the ball a second time before another player plays it, players leaving the field of play without permission, a second illegal kick off by team after being warned, unsportsmanlike conduct, the penalty kicker playing the ball again following a penalty kick which rebounds from the goal posts or crossbar. h. Penalty Kick i. When awarded: any infringement of the rule which ordinarily requires the awarding of a direct free kick shall be punished by a penalty kick, if the foul committed by a defending player within the penalty area. ii. Penalty kick – how taken – position of the players: iii. A penalty kick shall be taken from the penalty mark. When it is being taken, all players with the exception of the designated player taking the kick and the opposing goal kicker shall be within the field of play but outside the penalty area and at least 10 yards from the ball. iv. The opposing goalkeeper must stand, without moving the feet, on the goal line between the goalposts until the ball is kicked. v. The player taking the kick must kick the ball forward and shall not play the ball a second time until another player has touched it.

6. Fouls & Misconduct a. Kicking striking, jumping, or tripping other players shall be penalized if they: i. Kick, strike, and attempt to kick or strike or jump at an opponent. ii. As a goalkeeper, intentionally strike or attempt to strike an opponent by throwing the ball vigorously at them or push them with the ball while holding. iii. Use the knee in any way against an opponent. 1. ***PENALTY – Direct free kick. b. Handling the Ball i. Players shall be penalized if they intentionally handle, carry, strike, or propel the ball with a hand or arm. This does not apply to the goalkeeper in his/her own penalty area. Unintentional handling occurs when the ball strikes or touches the hands or arms of a player. This shall not be penalized even though the advantage gained by the unintentional handling may go to the offending team or player. Moving the hands or arms to protect oneself is intentional handling. ii. ***PENALTY – Direct free kick. c. The goalkeeper may take no more than four steps while holding, bouncing, or throwing the ball in the air before releasing it so that another player can play it. The ball must be put in play at once and the keeper must not delay using the privilege of carrying for four steps. 1. ***PENALTY – Indirect free kick. d. Holding/Pushing i. Players shall be penalized if they hold or push an opponent with their hand or with their arm extended from their body. ii. A player shall be penalized for impeding a player with the hand or any part of the arm extended from the body. Under no circumstances is a player permitted to push an opponent with hand(s) or arm(s). 1. ***PENALTY – Direct free kick. e. Placing Hands on an Opponent i. A player shall be penalized for placing hand(s) on an opponent in an effort to reach the ball. ii. The goalkeeper may not illegally charge or push an opponent in an attempt to play the ball. 1. ***PENALTY – Direct free Kick. f. Charging Illegally i. A player shall be penalized for charging into an opponent in a violent or dangerous manner.

ii. A player shall be penalized for charging into a player who is in the air and has both feet on the ground in an effort to receive or play the ball. iii. A player shall be penalized for charging into the goalkeeper in the penalty area, unless the goalkeeper is obstructing an opponent. a. ***PENALTY: Direct free kick. iv. Kicking at the ball when held by a goalkeeper: A player shall be penalized for kicking or attempting to kick the ball when it is held or is in possession of the goalkeeper. 1. ***PENALTY: Indirect free kick. g. Obstruction i. Obstruction is the intentional act of a player, not in possession of the ball or not attempting to play the ball, or using the body as an obstacle. 1. ***PENALTY: Indirect free kick. h. Dangerous Play i. Dangerous play is defined as the play of such a nature as to be dangerous or likely to cause injury. Three types of dangerous play are: ii. Raising the foot in an attempt to play the ball to the level of an opponent’s waist or higher when the opponent is in the normal position. iii. Indulging in what is known as a hitch-kick, within 6 feet of an opponent. iv. Lowering the head to a position even with or below the level of the waist in an effort to head the ball in the presence of an oncoming player. NOTE: Usually when play which is dangerous or likely that dangerous play may be of such a character as to warrant the officials sending the offender off the field without caution. 1. ***PENALTY: Indirect free kick. i. Unsportsmanlike Behavior and/or Player Misconduct i. Player persists after having been cautioned. ii. The player is guilty of violent conduct (using foul or abusive language) or, in the opinion of the official, is guilty of persistent infringement of rules of the game. 1. ***PENALTY: When play has been stopped by reason of a player being cautioned, ordered from the field, or without a separate breach of the rules have been committed, the game should be resumed by an indirect free kick to be taken by a player of the opposite team and from the place where the ball was at the time of infringement. j. Yellow & Red Cards i. A player, coach or bench personnel shall be AT LEAST cautioned (yellow card) for:

1. Slide tackling 2. Entering or leaving the field of play (except through the normal course of play) without the permission of an official 3. infringement of any of the rules of the game 4. Objecting by word of mouth or action to the decision given by an official (dissent) 5. Any incidental use of vulgar or profane language 6. Unsportsmanlike conduct; including but not limited to: 7. Unnecessary delay (kicking/throwing the ball away on a free kick etc.) 8. Holding a shirt, short etc... 9. Deliberate verbal tactics 10. Encroachment 11. Deliberate handball to stop an attack 12. Deliberate tactical foul ii. Players who receive a yellow card must sub out until required paperwork is complete and at that time the player may sub back in at the next legal opportunity. k. A player, coach or bench personnel shall be disqualified and not able to return to the game (red card) for: i. Exhibiting violent conduct; or committing serious foul play ii. A player anywhere on the field (other than a goalkeeper within his/her own penalty) deliberately handling a ball to prevent it from going into the goal iii. A foul by a player against an opponent who is moving towards his/her offensive goal with an obvious opportunity to score iv. Spitting at another person v. Using foul or abusive language vi. Leaving the team area to enter the field where a fight or altercation is taking place unless summoned by an official. 1. A disqualified player may not be replaced by a substitute. 7. CoRec Rules a. All of the above rules shall apply with the following three exceptions: b. A team may start with as few as 3 women and 3 men. Otherwise, there are 4 females and 4 males and a goalkeeper of either gender. c. At no time shall the ratio of the difference between men and women be greater than one. d. A goal scored by a woman shall be worth 2 points.
