Project Schedule Land Use What we heard: • Need proactive efforts to increase share of housing in Rosslyn relative to office use Plan Recommendations: • Housing development targets established: o Residential gross floor area should meet or exceed 30 percent of all gross floor area o 577 units exist in RCRD today o 2,500-3,000 more units by 2040; 5,000 more units by ultimate buildout o Translates to population gain of 7,000 to 8,000 people, assuming 1.4 To 1.6 residents per household. o An evening population of at least 25 percent of Rosslyn’s daytime population. • Mixed-use guideline: Site plans with 2+ towers should include at least one housing tower 9
Project ScheduleHousing Affordable What we heard: • Need deliberate policy to leverage new development in Rosslyn to create more affordable housing units in Arlington, and income diversity in the RMSA Plan Recommendations: • Recommendation to direct up to 30% of community benefits contribution value toward affordable housing
• Form of contribution (on-site units, cash contribution for units in RMSA, cash contribution for units in Arlington, etc.) determined on a project-by-project basis

Schedule ChangesProject to affordable housing language since RTA • Added language regarding market rate affordable units (MARKs) • Existing MARKs:
• 800 existing MARKs affordable up to 80% AMI within the RMSA, all of which are outside RCRD • Of this, approximately 130 are affordable up to 60% AMI. The majority of these MARKS are within older garden-style apartment buildings with less than 50 units each. • Contributions could be used to preserve existing MARKs
• Strengthened language regarding a preference to achieve affordable units in the RMSA
