OLD BUSINESS The Town Commission requested that the Planning & Zoning Board review and take action on the following items in the new Land Development Code: 1. Page 12: Planning & Zoning Board Action Item – determine “Fill height standards”. 2. Sect. 3A-40(b) – check with City of Melbourne to see if the minimum level of service standard is still 92 gallons per person per day. 3. Sect. 4A-238(1) – define minor grading and minor fill (in the future). 4. Sect. 7A-50 (7) – Single-family dwelling units – do we need to address driveways, minimum measurements for individual parking spaces and define how they are constructed? 5. Sect. 7A-86 – look into increasing the percentage for the current replacement value of the building; and 7A-87: have Planning & Zoning Board look at clarified language for that section.

APPROVAL OF MINUTES A. February 7, 2017 Planning and Zoning Board Minutes Member Evans moved to approve the February 7, 2017 Planning and Zoning Board Regular Meeting Minutes; seconded by Member Rumbley. Motion passed 4-0.

NEW BUSINESS A.
Site Plan Review for 417 Riverview Lane, Melbourne Beach, FL
Chairman Campbell stated that the plans for the addition meet lot coverage, height, and setback requirements. Member Evans asked if where the existing building is tied into the addition if that area is open or closed. A builder from Brubaker Builders answered that it is closed and that this is the same property that was reviewed several months ago but with a different submission. Member Rumbley moved to approve the site plan for 417 Riverview Lane and forward to the Town Commission for approval; seconded by Member Hilmes. Motion carried 4-0. B.
Site Plan Review for 420 Fourth Avenue, Melbourne Beach, FL
Chairman Campbell said that a variance was approved by the Board of Adjustment for setbacks and fewer parking spaces. Member Evans moved to approve the site plan for 420 Fourth Avenue and forward to the Town Commission for approval; seconded by Member Rumbley. Motion carried 4-0. C. Site Plan Review for 504 Hibiscus Trail, Melbourne Beach, FL Chairman Campbell said there are mistakes on the building official’s 2
paperwork that were most likely typos. Under #5 on the Site Plan Review regarding setbacks, it should read: Proposed Primary Structure Front Setback 25.2’ Proposed Primary Structure West Side Setback 17.7’ Proposed Primary Structure East Side Setback 27.16 Proposed Primary Structure Rear Setback 30.8’ Member Rumbley moved to approve the site plan for 504 Hibiscus Trail and forward it to the Town Commission for approval; seconded by Member Hilmes. Motion carried 4-0. V.
PUBLIC COMMENT No one indicated a desire to speak.
VI.
REPORTS: TOWN MANAGER AND TOWN ATTORNEY Town Manager Day said that the Town Attorney is hoping to have the ordinance, related to the Land Development Code, completed for April’s meeting.

ITEMS TO BE ADDED TO THE AGENDA FOR FUTURE MEETINGS Chairman Campbell directed the Town Clerk to locate items compiled by the previous Clerk to add to the next agenda.
