WCF seeks a (Bilingual – French and English) West Africa Cocoa Livelihoods Program Director to lead the second phase of the Bill & Melinda Gates funded Cocoa Livelihoods Program (CLP). CLP is managed by WCF in partnership with sixteen industry partners, international NGOs, government partners, and donor organizations. The livelihoods program is an agricultural development program implemented across four countries (Côte d’Ivoire, Ghana, Nigeria and Cameroon). For the past five years, CLP has been very successful reaching its objectives of improving marketing efficiency, increasing cocoa productivity, and improving the resiliency of 200,000 small scale cocoa farmers. In the second phase of the program (2014-2018), CLP will focus on scaling up best practices developed in Phase I through grants and technical support provided to private sector and government led initiatives directly targeting cocoa farmers. The Program Director will provide assistance to industry and government partners in their project implementation and provide guidance in key areas including: access financial credit for farmers for input purchase; improving distribution of improved planting material; and assisting partners to incorporate food crop production in projects; and community development. The Program Director similarly plays a critical role in advocating and building collaborative partnerships across CLP stakeholders. The Program Director will work directly with the CLP Deputy Director in Washington, DC and a team of country coordinators and will report to WCF Senior Program Director/West Africa, with oversight and guidance from the Program Steering Committee. Candidates must possess proven leadership, regional program management experience, experience working on both the public and private sector levels, and fluent oral and written language skill levels in both English and French; both languages will be utilized on a daily basis. Ensure CLP collaboration with ongoing WCF programs and other programs in West Africa cocoa sector and recognizing opportunities for synergy in project implementation and addressing challenges; Liaise with implementing partners (private, government, NGO) in the field to ensure project activities and milestones are achieved Frequent travel within West/Central Africa required Facilitate and coordinate collaborative partnerships amongst CLP stakeholders (industry, government, technical) for program implementation Prepare budgets, financial updates, and progress reports on monthly and quarterly basis as required in the project plan Oversee monitoring and evaluation activities with implementing partners and government offices Work with implementing partners to develop strategies for increasing women’s participation in the program Supervise a team composed of country coordinators and an administrative assistant Miscellaneous duties, as requested by Program Steering Committee and WCF Management
Position Requirements: Ten or more years of experience managing and implementing agriculture/agribusiness development projects or programs Graduate degree in agriculture, business, development or other related field Significant work experience in West Africa (experience in Cameroon, Côte d’Ivoire, Ghana, and Nigeria preferred) Significant experience developing partnerships with private sector, government, non-governmental organizations, research and/or extension agencies, and donor stakeholders. Experience developing and managing projects in microfinance for rural and agricultural development preferred Strong project management background, including management of staff and finances Track record of coordinating and managing private foundation or government funded regional-level projects and programs from start-up through final implementation Previous experience in the cocoa sector and other agricultural supply chains is highly desirable Experience in impact evaluation desired Washington, D.C. Self-starter, ability to work in fast-paced, international work environment with minimal support infrastructure Understanding of commodity chains, particularly tree crops, desirable Bilingual Language Requirements: French and English fluency required; knowledge of local languages in the region preferred Exceptional writing, speaking and presentation skills in both English and French
This position is a two-year term contract, renewable up to three additional years, based on performance. Salary level is dependent on level of experience.
