“Smart” Meters Coming to Upstate New York Smart Meters
January 17, 2017 05:41 PM “Smart” Meters Coming to Upstate New York ROCHESTER—The days of reading your meter and reporting back to the utility may soon be over. The company that owns RG&E will begin testing a new pilot program that will use “smart” meters to track energy usage in real time. The technology then transmits the data directly back to the utility and the customer several times an hour.
The pilot program has been approved for NYSEG customers in Tompkins County but could be expanded to other areas in the service territory over the next few years. A spokeswoman for RG&E says the utility is not yet using any “smart” meters in its service area but will be monitoring the NYSEG pilot program. Power companies across the state are starting to make the switch. Service techs physically come to your home to replace the old analog meter with a new digital meter, after that they shouldn’t need to visit or driveby for a meter reading again. “Smart” meters, according to the NYS Public Service Commission and the utilities, help customers see exactly how much energy is being used at any given time and can help customers make better choices about whether that usage could be made during offpeak hours when there is less stress on the system. Eventually, customers could be rewarded with lower rates for changing their habits.
For example, those who choose to run the dishwasher between 9pm and 6am (offpeak times), could be charged a lower rate for doing so instead of the flatrate customers typically pay now. “You'll be able to cut down if you see what you use and maybe turn the lights off when you leave the room or lower the heat…it could help save money,” says Carol Mraz, an RG&E Customer who would be interested in a “smart” meter. The Public Service Commission has tasked utilities with reducing stress on the aging and fragile power infrastructure and many think this technology will help. http://www.whec.com/news/smart-meters-coming-to-upstate-new-york/4373646/

Not all customers are on board though, “anytime they start to use chips at your house, guess what? They got control… They want control of saying, we want to transmit it to our facilities... but who knows where that is? And what will happen once it’s there?” wonders Charles Flowers, an RG&E customer from Rochester. There are valid questions about privacy and security. Especially considering the data, at least in the NYSEG pilot program, will be available to 3rd party companies who want to market certain products and services to homeowners. The PSC says “smart” meters allow utilities to introduce money saving products, services, and incentives to help customers actively manage their energy usage and take control of their monthly bills – all voluntary and all designed to give customers more opportunities to save on their bills. If people are not interested in participating, they can optout. Con Edison is also about to introduce thousands of “smart meters” to its customers. In its proposal to state regulators it said the technology would make the entire ConEd system more responsive and reliable by using data and twoway communications to manage outages and service connections during storms. It also claims “smart” meters will provide substantial environmental benefits by reducing overall energy demand and a decrease in greenhouse gas emissions.
