ATHENS LITTLE LEAGUE ALL STAR TEAM SELECTION PROCESS (2018) Athens Little League participates in the District 10 All Star Tournament annually and submits at least one team per division in baseball and softball when possible. The following All Star Team Selection process is meant to compliment and reinforce the rules and suggestions outlined by Little League International and is discussed and approved by the local Board of Directors of Athens Little League. Overview Athens Little League has developed a voting system per division where the players, managers and coaches vote to determine the composition of team rosters. All Star teams are allowed a maximum of 14 players (16 for Sr. League). Rosters are approved by the Board of Directors. Managers and coaches are selected by the President, subject to approval by the Board of Directors. Any player who participates on an Athens Little League All Star team must live within the District 10 boundaries or have been granted a League-approved tournament waiver. If, at the time of All Star voting, a player’s residency waiver status is undetermined, that player’s name shall be placed on the ballot. If a selected player is ultimately unable to participate due to residency problems, his/her name will be removed from the voting results and the next eligible player will be considered. All selected players must provide proof of age and residency according to Little League International rules. Any player’s inability to provide such proof will be removed from the roster for fear of disqualification of the entire team. Any player/parent that purposely falsifies residency documents will be removed from the roster and disciplined by the Board of Directors. Per Little League International rules, players in the Rookie (7/8) and Sandlot (9) divisions may be informed of their All Star selection as early as May 19. Teams in all other age brackets (softball and baseball) may be informed of their All Star selection as early as June 1. Note: 7/8 Rookie baseball, 7/8 Rookie Softball, and 9 year old Sandlot teams/tournaments are state-run tournaments, sanctioned by Georgia Little League, having no affiliation with the Little League International organization. All other tournaments have the sanction of Little League International. Voting Procedures The steps for forming an All-Star baseball team are as follows: 1. The Player Agent, in conjunction with the President, the Board of Directors, and respective managers, shall work to construct a valid ballot, on which eligible players names shall be accurately listed by divisional age grouping (7/8, 9, 9/10, 10/11, 11/12, 13/14, 15/16). For each ballot the Board will determine each year the exact number of players for whom to vote (depending on available numbers). 2. The Player Agent, with the help of designated Board members, will distribute the ballots to players, coaches, and managers for voting. a. At the Rookie level (7/8), players, managers, and coaches each select their top players as listed on the ballot. b. At the 9-12 level (from which the Sandlot, 9/10, 10/11, and 11/12 division teams will be formed), ballots are submitted to all players in the Major League and AAA. AA players will vote only if the Board determines it necessary. Major League ballots are divided for team selection for the 9/10 Team and its age eligible players, the 10/11 Team and its age eligible players, and the 11/12 Team and its age eligible players. Major League players, coaches and managers shall vote for the players they feel would form the best All Star Team for each respective division. AAA ballots ask voters to pick their top 9 year old players and top 10 year old players. AAA 11 year olds will be included on the ballot only if the Board determines it necessary. c. At the 13-16 level (from which the Junior League 13/14 and Senior League 15/16 division teams will be formed), before voting commences the Board shall determine, based on the number of players available, if a separate 13/14 team and 15/16 team is possible. If possible, players, coaches and managers are asked to vote for the top 13/14 year old players they feel would form the best Junior League All Star Team and the top 15/16 year old players they feel would form the best Senior League All Star Team. If not possible, the Board shall determine which All Star team to field, with voting to follow consistent with the procedures herein described. 3. Once voting has concluded, the Player Agent shall present the ballots to the Board of Directors for counting with all due haste. Ballots are kept confidential. Only members of the Board of Directors will be present when counting ballots. 4. Across the 7-16 age divisions, team selection shall proceed as follows: a. Based on the vote from players, managers, and coaches, players will be assigned a numerical score. Please note that vote tallies are weighted, with 1/3 of the tally coming from the managers’ vote, 1/3 from the coaches’ vote, and 1/3 from the players’ vote. b. Players are then ranked, with the top-scored player listed first, and so on.

The first 9 players on each All Star team are determined by the results of this voting and tallying procedure. In addition to the 9 players referred to in 4c above, the Board shall determine how many additional players to have in each respective age division (not to exceed 14 total players for ages 7-12; 16 total players, ages 14-16). The additional players (referred to in 4d) on all respective divisional rosters shall be chosen by the Board-approved Manager of the team, with additional players subject to approval by the Board of Directors. i. The Board of Directors reserves the right at all age divisions to appoint players to teams as necessary ii. Given the list of potential players that Managers can choose from in each division, the Board shall determine an appropriate “cut off” range from which the Manager shall choose.

Little League Softball The Board of Directors will determine how many softball tournament teams to submit based on enrollment and competitive level. Once determined, manager and player selection shall commence consistent with the procedures outline above. Roster Approval The Board of Directors meets to review and approve each All Star Team and grants permission for appointed Managers to communicate with their teams according to LL rules.
