Catawba River Basin Basinwide Assessment Report Whole Effluent Toxicity Program 2003-2007

The Division of Water Quality’s Whole Effluent Toxicity Monitoring Program Acute and/or chronic toxicity tests are used to determine toxicity of discharges to sensitive aquatic species (usually fathead minnows or the water flea, Ceriodaphnia dubia). Results of these tests have been shown by researchers to be predictive of discharge effects to receiving stream populations. Many facilities are required to monitor whole effluent toxicity (WET) by their NPDES permit. Facilities without monitoring requirements may have their effluents evaluated for toxicity by DWQ’s Aquatic Toxicology Laboratory. If toxicity is detected, DWQ may include aquatic toxicity testing upon permit renewal. DWQ’s Aquatic Toxicology Unit maintains a compliance summary for all facilities required to perform tests and provides a monthly update of this information to regional offices and WQ administration. Ambient toxicity tests can be used to evaluate stream water quality relative to other stream sites and/or a point source discharge. WET Monitoring in the Catawba River Basin – 2003-2007 Ninety-Five facility permits in the Catawba River basin currently require whole effluent toxicity (WET) monitoring (Figure 1 and Table 1). Seventy facility permits have a WET limit while twenty-five requires monitoring without a limit. Some of these facilities have more than one permit because they have multiple outfalls. Figure 1.

The number of facilities in this basin with whole effluent toxicity limits has increased from 1985 (first year monitoring required) to 1994. Since that time, the number of new permits has remained stable. The compliance rate of those facilities has generally risen since the inception of the program. In 2002, the compliance rate stabilized in the range of 98% (Figure 2 and Table 2). Dallas WWTP, discharging to unknown tributary to Long Creek (subbasin 36), had experienced WET non-compliances in 2003. Evaluation of the facility shows that they have had trouble regulating their disinfectant and have since corrected that problem. Stanly WWTP, discharging to Mauney Creek, have had intermittent failures but have been able to stay in compliance for each quarter. American Truetzschler, Inc., discharging to an unknown tributary to the Catawba River, has had failures since 2003. They entered into a SOC (Special Order of Consent) in January of 2003 with the Division of Water Quality to determine the cause of toxicity. They added a new filter process to their treatment and ask for a permit modification to allow a grab instead of a composite because of batch processing instead of continuous effluent flow. and continues to address problems with filter media causing other issues such as high ammonia levels. SOC was extended through May 2005 to work through the toxicity problems. Since 2005, the facility has been compliant for toxicity on a quarterly basis. North Carolina Outward Bound School, discharging to Roses Creek, has had problems passing toxicity test due to an older water well which is galvanized and leaching metals into the effluent due the low pH of 6.3. The facility has started hand feeding soda ash to raise the pH and thus decreased the amount of metals being leached into the effluent. As of 2006, the facility has been compliant for each quarter. The Green at Wachovia WWTP has had some intermittent toxicity failures. The facility thought that better management would correct the problem and has been compliant on a quarterly basis since the end of 2004. Cornerstone Carillion, LLC has had problems passing the toxicity test in 2003. Consultants thought the problems were because of metals. Since 2004, the facility has been compliant on a quarterly basis.
