Bid Deadline:
Bids must be received at the District Office no later than 2:00 p.m., Wednesday, August 7, 2017. Unsigned bids will be rejected. Bids may be mailed to the District to the attention of Linda Bowers at P.O. Box 31, Beaver, Utah, 84713. Bids may be delivered to the District Office at 291 North Main, Beaver, Utah, 84713. Bids also may be e-mailed to
[email protected]. Please identify the bid number (IFB 18-152) on the outside envelope if mailing and in the subject line of an e-mail.
Award of Contract:
A committee comprised of District representatives will determine whether or not to accept any bids received by the deadline. If the committee accepts a bid, the agreement is subject to Board of Education approval. Any bid that is accepted will be made available to the public, in its entirety, upon request.
Multiple Bids:
Interested parties may submit multiple bids, so the District can consider all options available. The specifications in this document are the preferred specifications. However, Beaver County School District uses a competitive purchasing process and desires to review all possible options and proposals.
Expected Outcomes:
Bids are being accepted for a 78 Passenger heavy duty transit type “D” rear engine school bus. Complete detailed specifications are in Attachment C. The bus must be completed and delivered to the Beaver County School District Office no later than June 15, 2018. This must be acknowledged in bid response.
Tax Exemption:
Beaver County School District is exempt from Federal and State taxes.
Signature on Bids:
The District requires the signature on bid documents be that of an authorized representative of said company. Each bidder, by making her/his bid, represents that she/he has read and understands the bidding documents and that these instructions to bidders are a part of the specifications. Bidder must include “Attachment A Conflict of Interest”, and “Attachment “B” Certification of Proposal” as part of their proposal.
Brand Name reference::
Where ever there is a brand name in the bid document, the brand name or equivalent may be bid unless otherwise specified.
Rejection of Bids:
The bidder acknowledges the right of the District to reject any or all bids and to waive informality or irregularity in any bid received and to award each item to different bidders or all items to a single bidder. In addition, the bidder recognizes the right of the District to reject a bid if the bid is in any way incomplete or irregular. The District may also award at its discretion, only certain items quoted on. The District reserves the right to reject the bid of a bidder who has previously failed to perform properly or complete on time contracts of a similar nature, or a bid of a bidder when investigation show that a bidder is not in a position to perform the contract.
Form of Bid:
No specific form for bids is required, but all bids must meet the specifications outlined herein.
Cost Itemization:
All costs should be included in bids and the total cost of the bid should be clearly indicated in each bid. The total cost must include delivery of the bus to the Beaver County School District Office at 291 N Main St., Beaver, UT.
Experience & References:
Bidders shall provide evidence of at least 3 years’ experience in performing similar contracts. Bidders shall provide the District at least 3 references of previously completed contracts--including contact names, addresses, and phone number(s).
Errors:
If applicable, all errors in price extensions will be corrected by the District and totals for award determination corrected accordingly, unless the bidder specifies that no change be made in the total submitted.
NonCollusion Statement:
For bids to be considered, bidders shall provide a non-collusion statement indicating that "neither the bidder nor any of its officers, partners, owners, agents, representatives, employees or parties of interest has in any way colluded, conspired, or agreed directly or indirectly with any other bidder, firm or person to submit a collusive bid". The statement shall also provide that "neither the bidder nor any of its officers, partners, owners, agents, representatives employees or parties of interest has in any way colluded, conspired, or agreed directly or indirectly with any Beaver County School District employee to submit a collusive bid".
Contract:
Any bid to the District is not considered a contract. Bids do not become contracts until the Board of Education formally approves the bids and a separate contract is signed.
Legality:
Bidders are fully responsible for ensuring all local, state, and federal laws, rules, and regulations they are subject to are followed should they be awarded a contract with Beaver County School District.
Default:
Bidders will be considered to be in default if/when they have failed to meet the completion date set forth in this document or within contracts established for procured products/services. The bus must be completed and delivered to the Beaver County School District Office no later than June 15, 2018.
