Our October opening is Saturday, October 10 from 9:00 AM to noon. Come see us! We have jackets, sweaters, coats, men’s shirts, ladies’ blouses and dresses, jeans, juniors’, children’s and baby clothing. We would love to have you stop by to browse and visit. New items are put out every month. We have quality clothing for the entire family. There is never any charge for any of the items. Freewill donations are accepted. We are a compassionate ministry of the Udall Church of the Nazarene. We always gladly accept donations of clean good clothing. Please NO household items or toys!! BUDGET HEARING CITY OF UDALL Monday, August 10, 2015 The Udall City Council met for the schedule Budget Hearing on Monday, August 10, 2015, at 6:30 p.m., at the city building. Mayor Brown called the Budget Hearing to order. Roll call was then taken with the following council members present: Michael Grahem, Ryan Moore, Randall Smith, Jason Tharp, and Damon Wilson. Quorum established. Attending were Gary and Sharon Spencer, Archie Macias of Wheat State Telephone, Monte and Kristy Berger, G.K. Thompson, David Williams, James A. Thompson of Malone, Dwire & Thompson, LLC, Sarah Martin, Rozella Sherman, Erik King and Eric Allen. MODIFICATION OF AGENDA: MOTION: by Wilson, second by Smith, to accept Budget Hearing agenda as proposed. All voted aye, motion carried. 2016 Budget has been presented to council and public for review prior to budget hearing. MOTION: by Moore, second by Grahem, to approve the 2016 Budget. All voted aye, motion carried. MOTION: by Smith, second by Wilson, to adjourn the Budget Hearing. All voted aye, motion carried. REGULAR COUNCIL MEETING CITY OF UDALL Monday, August 10, 2015 The Udall City Council met for the regular council meeting on Monday, August 10, 2015, at 6:30 p.m., at the city building. Mayor Brown called the meeting to order. Roll call was then taken with the following council members present: Michael Grahem, Ryan Moore, Randall Smith, Jason Tharp, and Damon Wilson. Quorum established. Attending audience same as above. MODIFICATION OF AGENDA: MOTION: by Moore, second by Smith, to accept the agenda as proposed. All voted aye, motion carried. BUSINESS FROM THE FLOOR: 1. Kristy Berger addressed the council representing herself and husband Monte Berger and parents Gary and Sharon Spencer. She was approached regarding annexation and the reason given was to clean up the city limit boundaries. She and her group are not in agreement with annexation. They own horse related properties and annexation would lower their property values and make it impossible to resell the property for the current use. They do not want to change their lifestyle or tear down buildings they have because of annexation. They already have services of water, electric and sewer and would receive no benefits from annexation. They have consulted with realtors that agree their property value would be in question. She closed with requesting the council take their situation into consideration. The Mayor and council responded they appreciate the comments and will take them into consideration. City Attorney Ben Winters then outlined the annexation procedure. He highlighted the fact the city can unilaterally annex without owner’s consent depending on if 2/3 of the boundary line are adjacent to the existing city limits. 2. Archie Macias of Wheat State Telephone shared with the council that Wheat State is going to do everything they can to keep the Post Office in town. There are petitions available in the phone office, bank, convenience stores and city building to sign showing support of the community to keep the post office here. Randy Hoffman has been in contact with the postal service’s representative working on a temporary and possible long-term solution. Mr. G.K. Thompson asked who would be responsible for building the post office. Mr. Macias responded that Wheat State would assume that responsibility, they have had post offices terminated at some of their other locations and they do not want that to happen in Udall. Mayor Brown stated he has talked with Guy Moerckel and has been assured they are actively pursuing a solution for Udall to maintain their postal service; that they are not shutting down and they just need to relocate. GENERAL DISCUSSION:

1. Don Edwards of SplashpadsUSA was contacted via Skype. He presented information regarding their company’s proposals for creating a splashpad for the Udall City Park. He began by stating they use stainless steel and brass nozzles and manufacture all their own equipment, unlike some of the plastic equipment they are often called on to repair and replace. He has emailed virtual representations of splash pads they can build and Sarah Martin has shared photos of a unit in service located in Grosse Tete, LA. Those were viewed following the Skype presentation. Several questions were answered regarding the number of features and that water features can be added after construction, There are two basic systems, free flow and recirculation which would require a tank and sanitizing. They meet the state’s requirements for treating the water before it goes back into the system. An example system is a Rainbow Inline Chlorinator. Typically they can have the park constructed and installed in one week. They are currently booked through April and May, to be on the schedule for June the city would need to make arrangements probably in January. Their work includes a 5 foot apron surrounding the splash pad. One of the state requirements, he believed, was to have changing stations or rest rooms within 150 feet of the structure. They have various sizes of tanks available depending on the size of the splash pad from 1,200 up to 5,000 gallons. They will need electric service to the location and a fresh water source using a ½” to 2” line. They do use contract dates and completion penalty clause. Their engineer in Kansas is Sunrise Engineering. Mr. Edwards will be sending brochures with further information.

CONSENT AGENDA: MOTION: by Moore, second by Wilson, to approve the consent agenda minutes of July 13, 2015, July 22, 2015, Expenditure Report for 7-14-2015 to 8-10-2015 of $95,814.39 and Payroll Account Report Totals of $14,936.59. All voted aye, motion carried. OLD BUSINESS: 1. Phase II Water Project – There will be a Progress Meeting on August 12, 2015 at 1:30 pm. Council members, if available, are encouraged to attend. The engineer, contractor, city maintenance supervisor and city clerk will review progress to date. 2. Dangerous Structures – MOTION: by Wilson, second by Moore, to go into Executive Session not to exceed 15 minutes to discuss legal issues with right to call Mr. James Thompson, Erik King and Ben Winters. All voted aye, motion carried. Meeting resumed at the proper place and time. No action taken. Opening bids – Bids were received until 4:00 p.m. today for the asbestos abatement and demolition of condemned structures. After a review of all bids received and proposed timeframes, the council was instructed to approve bids for asbestos abatement and demolition of structures. MOTION: by Wilson, second by Moore, to approve the bid from ACM, LLC to remove the asbestos in the amount of $1,850.00. All voted aye, motion carried. MOTION: by Moore, second by Tharp, to approve the bid from DT Hauling & Excavating for demolition and removal of structures in the amount of $21,950.00. All voted aye, motion carried. 3. Annexation – MOTION: by Wilson, second by Grahem, to go into Executive Session for 30 minutes to discuss legal issues with right to call Ben Winters and Erik King. All voted aye, motion carried. Meeting resumed at the proper place and time. No action taken. The Mayor announced the council would not be continuing annexation efforts at this time. NEW BUSINESS 1. Ordinance #668 adopting and incorporating by reference STO and UPOC 2015 Edition MOTION: by Wilson, second by Smith, to adopt the STO and UPOC 2015 Edition. All voted aye, motion carried. 2. Internet service provider for City of Udall – It was discussed that the City of Udall has previously used Wheat State internet service in the past. With the new fiber optic lines available, it was discussed to discontinue service with Sumner Communications and also begin negotiations with them regarding their equipment on the city’s water tower. MOTION: by Wilson, second by Grahem, to approve switching to Wheat State Telephone internet service. All voted aye, motion carried. COUNCIL MEMBER REPORTS: Moore – Requested a consensus from the council if they wish to go forward with plans for a splash park. In order to encourage community groups to pursue fundraising for the project, support from the council that the city agrees to maintain and contribute toward the project is necessary. She also requested permission to erect a fundraiser sign in the park indicating the goal and contributions to date. Grahem – Asked about the millings from the recent street work. These were originally earmarked for placement at North Point Drive. There were actually fewer millings than expected. Discussion was held about gravel for the parking lot on Lewis next to the City Park. Eric Allen estimated 1 ½ to 2” rock could run about $500/load and anticipated needing 5-7 loads. MOTION: by Grahem, second by Wilson, to approve gravel purchase for the Park parking lot up to $5,000.00. All voted aye, motion carried. Wilson – Inquired about progress on the streets and when the crew would return, also weren’t they supposed to grind out to the gutter edges? Eric Allen responded they should be back next week and continue work at that time. He will ask about the area to be resurfaced. STAFF REPORTS: Hopkins – Reported on recent USDA resources meeting in Winfield. Funds are available for community facilities such as combined library/city halls and community centers. Allen – Requested permission to advertise and hire and additional maintenance employee. MOTION: by Wilson, second by Moore, to authorize the advertisement and hiring of an additional maintenance employee at $13.00 per hour with a 90 day review. All voted aye, motion carried. MOTION: by Wilson, second by Moore, to authorize the Mayor to begin contract negotiations with Landmark Development on water tower rental fees. All voted aye, motion carried.
