GENERAL INFORMATION FOR ALL TOURNAMENTS:
All players must be the designated age for the tournament (or younger) as of April 30, 2017. All tournament registrations are on a first-come, first-served basis. Tournament schedule may be revised by BBRL due to inclement weather or extenuating circumstances; no guarantees are made to reschedule games due to conflicts with other tournaments. Games will be played under Cal Ripken tournament rules and regulations. (Any rule changes/additions will be distributed prior to tournament.) Each team is Guaranteed to play 3 games, weather permitting. Director has the right to adjust the format at any time due to weather conditions or other unforeseen development.
2017 Tourney Playing Rules: 1. SPORTSMANSHIP, SAFETY, MISCELLANEOUS
Anyone displaying unsportsmanlike conduct towards any umpire, coach, player, or fan may be ejected from Memorial Park and may not be allowed to return for the duration of the tournament. No glass bottles, alcoholic beverages, or tobacco use is permitted at Memorial Park. Dogs are not permitted at Memorial Park. Teams are responsible for cleaning out their dugout following their game(s).
2. GAMES / TIME LIMITS
For Saturday and Sunday games (except for last game of the day on a specific field), no new inning may start after the 1:45 mark. Any inning started prior to this time will be completed, if required by the losing team. There are no time limits for weeknight games. There is no time limit for the last scheduled game at each field on Saturday and Sunday. There are no time limits for Semi-Final or Championship games. An inning is deemed to have begun immediately after the third out is made to end the previous inning. Games are 6 innings (regulation after 4). 10‐run rule is in effect, after the 4th inning, including championship games. Extra innings may be played should the time limit allow. Extra innings will be played in a Semi-Final or the Championship until a winner is determined. Pool play games may end in a tie.
At age groups subject to the ‘five runs per ½ inning, unlimited 6th inning’ rules (6U-10U), the two head coaches must monitor time and, if appropriate, designate an earlier inning as the last and unlimited inning. Games where no unlimited inning have been declared remain subject to time limits. A forfeit will be declared if a team fails to show at scheduled start time plus a ten minute grace period. A minimum of eight players are required to start a game. The umpire will be responsible for calling a game on account of time limit/darkness/weather. Tournament officials will enforce time limits when an umpire does not.
3. MANAGERS/COACHES
Only players and no more than four adults in a dugout – one manager and three coaches ‐ no bat‐boy/bat‐girl. Manager/Coaches must coach 1st and 3rd bases, no players. Manager/Coaches must ensure sportsmanship by spectators.
4. ROSTERS
Teams submit their rosters (along with associated registration materials such as waiver forms, etc.) to the Tournament Director prior to their first game. Rosters are locked for the entire tournament after the first pitch of a team’s first tournament game – no additions or substitutions may be made.
5. PRE‐GAME DETAILS
During Pool Play, teams will conduct a coin toss prior to the game; the winner elects to be Home or Away. Team that has travelled the farthest will call the coin toss. Neither dugout is designated as Home or Away (players can put bags in or near dugouts prior to coin toss). Batting cages are available for team use (first‐come, first‐served) prior to and during games; one cage/team.
6. PITCHING
Pitching rules will follow the previous year’s Ripken Tournament guidelines of “Rolling 6.” Pitchers may pitch 6 total innings over two consecutive games. There is no rest required. There is no pitch count. 8U pitchers may pitch no more than two innings per game. Pitcher A pitches 4 innings game 1. He can then throw 2 in game 2. If he throws 2 in Game 2, he is eligible to throw 4 in Game 3. “Rolling 6” = current game innings pitched plus previous game innings pitched cannot exceed 6. The pitcher must be removed on the second mound visit in the same inning. Once a player has pitched in a game and is subsequently replaced by another player as pitcher, that player cannot pitch again in that game. One pitch constitutes an inning. A pitcher will be removed from the position, after three hit batters in a game. Intentional walks are allowed but pitches must be thrown.
7. BATTING LINEUP
Teams will employ a continuous batting order. This is when a team has all present players (“bat the bench”) in their batting lineup. If all players are in the batting order and an injury occurs preventing a player from batting, that empty slot in the order will be skipped without penalty. The skipped player may not re-enter after missing an at-bat.
9. PLAYER PARTICIPATION / SUBSTITUTIONS
Free defensive substitutions. 6U, 7U and 8U only – may play 10 fielders with 4 in the Outfield.
10. BATS/BATTING
Bats must be Little League or Babe Ruth Baseball approved. The bat may not exceed 33"in length, and the bat barrel may not exceed 2¼" in diameter. Only 2¼" barrel non‐wood bats marked BPF 1.15 will be allowed. If the batter throws his bat, a warning will be given to both teams. Second offense: dead ball and player is automatically out.
11. BASE RUNNING
Courtesy Runner: When there are two outs, teams must use a courtesy runner for their catcher only. (Last batted out becomes the runner). Sliding: No head first slides unless returning to base. (Violation = runner is out.) Avoiding Contact: Players must attempt to avoid contact with other players in tag‐out situations. If, in an umpire’s judgment, there is intentional contact, the umpire may call the runner out on that play. If the contact is judged as intentional and malicious, the umpire may also eject the player from the game. If it occurs on a potential double play, umpire may call both runners out.
12. PROTESTS
Protests must involve violation of playing rules only and must be resolved by the umpire, Field Marshall or Tournament Director. Protests must be lodged before next pitch is thrown. If necessary, call Tournament Director at 215-518-8468.
13. RAIN / INCLEMENT WEATHER POLICY
In the event of rain we will do everything within our power to stay as close to the game schedule as possible. However, because of limited field availability we may have to deviate from the pre‐tournament schedule. Our first priority is to make sure each team plays its minimum number of games, so we will try to maintain the original schedule as much as possible. Games that do not make it to regulation (4 complete innings) due to weather / darkness will be considered a suspended game and will be resumed (if possible) from the point of suspension at the earliest time available. If there is not enough time to resume a suspended game, it will be considered complete and official at the end of the last complete inning, unless the home team was ahead when the game was suspended, in which case they will be declared winner instead of reverting to the previous inning. Games that exhaust the time limit but have not reached 4 complete innings will be considered complete.
14. POOL PLAY, PLAYOFFS, AND TIEBREAKERS
Tournaments have two or four pools, per age division, depending upon total team count entered. Dependent on number of teams entered at a division, it is possible for one team in each pool to have a game versus a team from another pool. Tie games: A tie game in pool play equals half a win and half a loss for both teams. (Example – a team that is 2‐ 0‐1 has a .833 winning percentage; a 2‐1 team has a .667 winning percentage.) Tie breakers: When two or more teams have the same overall record or winning percentage, we will use the following system to break a tie: o Head‐to‐head results. (Two-team tie breaker only) o Total runs allowed. (lowest number wins) o Lowest runs allowed in a single game.

Each subsequent lowest single game runs allowed (2nd lowest for each team, 3rd lowest for each team, etc.) o Coin flip. Runs scored have no value in the tie‐breaking system. Running up the score on an overmatched team provides no competitive advantage for playoff qualification and is strongly discouraged. Forfeits: If a team chooses to forfeit a pool play game, they are not eligible for the championship round nor will a refund be provided. Forfeits are scored as 6-0.
6U RALPH GARZIA TOURNAMENT:
All machine pitch, no umpire. Five runs per ½ inning, unlimited 6th inning. Waived for home run over the fence. 3 outs per ½ inning. No infield fly, no walks, no drop 3rd strike, no stealing, no bunts. 10 fielders, including 4 outfielders. Short fielders are not permitted. Free defensive substitutions are allowed – Note: all players will always remain in the same batting order position due to continuous batting order rule. Batter strikes out on 4th strike. Batter and/or runners may attempt to advance two bases on balls hit into the outfield grass. A runner attempting to advance is always in play and may be put out by the defense, regardless of the subsequent “half-way” rule. When the defense returns the ball to the infield, the umpire will establish whether the runner(s) has passed the half-way line between the bases. The runner(s), if not half-way at the time the ball breaks the plane of the infield, must return to the prior base. Possession or control of the ball is not required by an infielder. Half-way will be marked by a line in the infield. Runner(s) may not advance on an over-throw. Catcher position is optional. If a team elects to not play a catcher, that team will have 9 total fielders.
7U RALPH GARZIA TOURNAMENT:
Cost: $400/team
All machine pitch, with umpire. Five runs per ½ inning, unlimited 6th inning. Waived for home run over the fence. No infield fly, no walks, no drop 3rd strike, no stealing, no bunts. 10 fielders, including 4 outfielders. Short fielders are not permitted. No player may pitch more than two innings per game. Once a pitcher has been removed from the position, he may not re-enter as pitcher. Bunts allowed. However, fake bunting is prohibited. Should a player offer to bunt, then pull the bat back and swing at the pitch, the batter will be called out by the umpire. Unlimited steals of bases, including home plate. All you can get hits. Defense must stop the runners. Free defensive substitutions are allowed – Note: all players will always remain in the same batting order position due to continuous batting order rule. When a pitcher is not in contact with the pitcher’s plate but does have the ball: base runners may not jump back and forth while on a base to attempt to draw the defense into making a play. When a pitcher is in contact with the pitcher’s plate and in possession of the ball, base runners shall not leave their bases until the ball has been delivered and has reached home plate. o The violation by one runner shall affect all other runners. When a base runner leaves the base before the pitched ball has reached home plate and the batter does not hit the ball, the runner is permitted to continue. If a play is made on the runner and the runner is out, the out stands. If said runner reaches safely the base to which he is advancing, all runners must be returned to the base occupied before the pitch was made, and no out results. When a base runner leaves the base before the pitched ball has reached home plate and the batter hits the ball, the base runner or runners are permitted to continue. If a play is made and the runner or runners are put out, the out or outs will stand. If three runners were on the bases and the batter reaches first base safely, each runner shall advance to the base beyond the one they occupied at the start of the play except the runner who occupied third base, which runner shall be removed from the base without a run being scored. EXCEPTION: If at the conclusion of the play there is an open base, paragraphs (a) and (b) will apply.
