IBM’s Smarter Cities Challenge

Bucharest Summary report The opportunity The IBM executive team’s objective in Bucharest was to help refine the strategic vision for the City of Bucharest, assess its current state, and identify approaches for accelerating progress toward that vision.

Recommendations The IBM team made the following recommendations, which are designed to achieve the city’s vision of becoming a vibrant commercial hub for Eastern Europe: •

Economic Development –– Industry-based zoning – Create industry-based zones to draw multi-national and local companies to the area, and implement incentives to draw tenants to specific domains. –– Event destination – Build on initial successes to make Bucharest an events destination for business, including hosting conferences, expos and other business events. –– Regional Start-Up Hub – Partner with private sector leaders to develop a set of incentives and standards to make Bucharest a start-up hub for small and medium enterprises in the region.



City Government Operations –– City operations center – Implement an integrated city operations center to facilitate the integration of information, predict and proactively resolve problems and coordinate resources. Establish the role of chief operating officer for the city to coordinate crossagency efforts. –– E-Government construct – Implement an integrated e-Gov construct to serve as an integrated, multi-channel engagement mechanism providing information and transactional support to citizens and businesses.

Intelligent transport system includes governance, optimization and integration.

IBM’s Smarter Cities Challenge Summary Report



Infrastructure –– Intelligent transport system strategy – Develop and implement an intelligent transport system strategy for the city to include all transport modes. The strategy should encompass: ˚˚ Governance – including a city-wide authority for transport, demand planning and demand management. ˚˚ Optimization – including parking capacity and enforcement regimes, traffic monitoring, route and schedule revision and effective incident response. ˚˚ Integration – including an integrated fare card, integrated end-to-end service delivery and real-time traveler information.



Quality of Life –– Citizen engagement campaign – form local volunteer groups to identify and participate in city improvement projects. –– Leverage technology to increase stakeholder engagement – use a variety of technology platforms to engage stakeholders in planning and providing feedback to the city, as well as identifying, prioritizing, and designing city improvement projects. –– Increase recreational opportunities – build on current successes to enhance parks, create additional green spaces, expand bike access program, and add bike trails.
