Purpose and Need Main St is one lane in each direction and cars turning onto RM 967 cause traffic to back-up on Main St. These backups are becoming more significant, affecting through movements, local mobility, and local economic development. The intersection of RM 967 and Main St serves as the sole regional east-west access across Onion Creek for several miles both north and south. Main St also intersects UPRR twice and provides two of the three crossings located in the City to provide access west of the railroad tracks. Traffic traveling to regional locations both east and west of the City are forced to use this intersection with no other regional east-west arterials serving the area.

Project Scope The RM 967 and Main St Intersection Improvements will include widening of the existing roadway to provide dedicated left turn lanes, extend the length of the existing right turn lane, widen the sidewalks, provide signage and striping for enhanced pedestrian safety, reconstruct the existing diagonal parking, intersection enhancements to accommodate larger vehicles, and relocate traffic signal poles with signal modifications to accommodate the new pavement section and lane configuration. The intersection will be treated with improved pedestrian crosswalks and enhanced pavement to contribute to the downtown character. Sidewalks will be constructed along the length of the project per the 2015 Downtown Master Plan.

This project received design funding through the 2014 City of Buda Bond Election and the design for the project is complete.

Public Involvement Has this project undergone public involvement?

Yes

This project went through an initial public involvement process with the 2013 City of Buda Transportation Master Plan Update. In addition, this project was included with the City of Buda Bond Election in 2014, which underwent an extensive 4-month public involvement process led by the citizen comprised Buda Bond Advisory Committee. The public involvement process included public meetings, town hall meetings, public hearings, work sessions, citizen surveys, and City Council Meetings. Public involvement has continued public involvement during the design phase of the project with regular meetings with Downtown Buda business owners.

Utility Relocation Does this project require utility relocation?

Yes

Overhead utility lines as well as underground utilities will be relocated as part of this project. These relocations have been designed and will be fully funded by the City.

This project has completed the NEPA environmental process.

Financial Requirements Has funding been identified and secured for the local match requirements?

Yes

The City is currently funding the design portion of the project through bond proceeds from the 2014 City of Buda Bond Election. The City’s match portion has been identified in these bonds as well. The City Council for the City of Buda approved a resolution on January 18, 2018 committing matching funds in contribution for this project. The Council designated this project to receive 30% in matching funds.

Coordination and Agreements Does this project have the support and concurrence of all stakeholders involved?

Yes

An Advanced Funding Agreement (AFA) with the Texas Department of Transportation (TxDOT) is currently under review by TxDOT. The agreement is expected to be expected to be executed in April 2018. The AFA is for authorization of the work and does not include any funds to be contributed by TxDOT.

Has the project been identified as a priority in a local or regional transportation plan?

This project was identified in the City of Buda 2015 Downtown Master Plan, which was adopted on February 17, 2015, with a timeframe for the project to be implemented within 12 to 24 months. In addition, with the City of Buda 2013 Transportation Master Plan process, many citizens expressed concern for the level of congestion at this intersection. The Transportation Master Plan was adopted by City Council on February 19, 2013. These improvements are proposed at the intersection of two roadways that were identified as needing additional lanes in the 2013 Hays County Transportation Plan, adopted on January 22, 2014.

System Preservation Does this project include work that will help preserve the existing transportation system?

Yes

By increasing the capacity of the intersection through the addition of turn lanes on RM 967 and Main St, the capacity of the corridors themselves can be preserved and the life of the facilities can be extended. In addition, the project will utilize existing sidewalk pavement area and add additional width to create a more functional pedestrian system in a highly walkable downtown area. Adding additional width to the sidewalk will enhance the walkability in the area by creating a greater level of comfort for users. Encouraging additional pedestrian activity in this area will also reduce the number of vehicle trips in the area to further alleviate congestion.

Modification Does this project include modifications that improve existing facility operations?

Yes

Improvements to the intersection will increase capacity at the intersection of two state-owned roadways and allow implementation of more efficient signal timing to further increase capacity. With Main St serving as two major railroad crossings in the area, a significant amount of traffic is funneled through the intersection.

Congestion and Mobility Does the project remove a system bottleneck, increase throughput, or reduce emissions?

Yes

This intersection serves as the gateway to downtown as well as to all the attractions and communities in Driftwood, Dripping Springs, and other locations north and west in Hays County. This project will remove a system bottleneck at the intersection and increase throughput with more efficient signal operations with the addition of dedicated turn lanes and the extension of an existing right turn lane. Emissions will be reduced through reduced congestion and

more consistent speeds. Does the project fill a gap, remove a barrier or enhance network connectivity?

Yes

As noted above, this project removes a barrier and network connectivity by providing additional capacity at an intersection, which serves as the connection point for traffic traveling east west in the region. Does the project create transportation network redundancy?

Yes

By providing enhanced pedestrian facilities, network redundancy is created through utilization of the corridor by both vehicular and pedestrian traffic. It further creates network redundancy by making a more efficient connection between FM 1626 and IH-35, and facilitating the redistribution of traffic between the facilities.

Safety Does this project address a severe crash rate higher than the CAMPO regional average?

Yes

The crash rate along Main St and RM 967 is 275 crashes/ 100 MVMT. TxDOT's Statewide Traffic Crash Rate is 268.33 crashes/100MVMT for 2 lane, 2 way urban roadways. Please see appendix for calculations.

Does this project address additional safety issues?

Yes

This project increases the width of the existing sidewalk and adds additional elements such as benches and landscaping, which provide an additional safety barrier for pedestrians. Enhanced crosswalks will also facilitate pedestrian safety at the intersection.

Regional Impact Is this project located on an existing or proposed regionally significant facility?

Yes

The proposed improvements are located at the intersection of two state-owned roadways. The intersection is located along a minor arterial, as designated in CAMPO’s 2040 Regional Transportation Plan. This intersection connects two principle arterials on CAMPO’s plan. With Hays County’s proposed project on RM 967 west of FM 1626, this intersection will be under greater pressure with increased traffic from northern and western Hays County to downtown Buda and IH-35. Is this project on a designated or proposed truck, heavy-cargo, haz-mat or evacuation route?

Yes

The City of Buda has prohibited heavy truck traffic along certain routes through the City. Ordinance No. 070515-2 prohibited trucks between this intersection and Cabelas Drive. In order to avoid driving through the prohibited area, trucks utilize this intersection to reach their destination.

Social and Environmental Impacts Does this project serve traditionally under-served populations?

Yes

This intersection serves as the primary route from Antioch Colony to access the downtown area for retail and employment opportunities. Antioch Colony is located approximately 0.5 miles north west of this intersection near RM 967. This colony was established as a rural farming community during the Reconstruction Era by a group of formerly enslaved African Americans. Decedents of former residents continue to make their homes in the community today. Does this project reduce, minimize, or avoid impacts to the environment or cultural resources?

Multimodal Elements Does this project provide accommodations identified in the RATP or a local transportation plan?

Yes

This project provides pedestrian and bicycle accommodations identified in CAMPO’s Regional Active Transportation Plan. The plan identified this intersection as a Problem Intersection and identified Main St as a Tier 1 priority for implementation within 10 years. In addition, this project was identified in the City of Buda Downtown Master Plan. The plan called for pedestrian improvements along Main St from Peach St to Elm St, which included widening of pedestrian areas. The timeframe for implementation of the project was 2 to 5 years from adoption. Does this project include transit elements or service routes?

Yes

On May 17, 2016 the City of Buda City Council adopted the Buda Transit Development Plan. This plan called for a commuter rail stop in the downtown area as part of the Lone Star Rail Project. The plan further identified the current City Hall facilities as the likely commuter commuter rail station. This project is located adjacent to the potential commuter rail station. Improvements at this intersection would help facilitate access to the station for commuters.

Economic Development Does this project support local, regional, or state economic development plans and strategies?

Yes

This project was developed as part of the City of Buda Downtown Master Plan. This plan calls for economic revitalization of the downtown area. These improvements will help facilitate vehicular traffic in the area furthering the ability to accommodate economic development in the area.

Dear Mr. Johnson: On behalf of the Buda Economic Development Corporation, I am writing to express our support for the City of Buda’s project applications for the following projects: • RM 967 at Main Street intersection improvements • West Goforth Road roadway improvements • Cabela’s Drive to West Goforth Road Connector construction • Overpass Road/FM 2001 Bike/Pedestrian improvements The RM 967 at Main Street intersection improvement project will help improve safety and congestion in one of Buda’s most heavily used intersections. Currently, during peak travel times traffic stagnates in this area, which leads to delays and accidents. The planned improvements would assist with improving traffic flow and pedestrian safety. The West Goforth Road roadway improvements project will allow for increase traffic along West Goforth road and provide an alternative route instead of Main Street. When combined with the Cabela’s Drive to West Goforth Connector, residents will be able to access both Northbound and Southbound Interstate 35 without utilizing Main Street. These improvements will also address cut through traffic which is creating safety issues in the Ashford Park and Bradfield Village neighborhoods. The Overpass Road/FM 2001 Bike/Pedestrian project is designed to improve bicycle and pedestrian movement at this intersection and roadway. With significant development occurring in this area, these improvements are necessary for the safety of bicyclists and pedestrians, who may choose to commute to their place or employment utilizing these alternative transportation methods. Currently safety issues limit the amount of bicycle and pedestrian traffic in this area when many area residents would utilize these methods if these improvements were made.

The Buda Economic Development Corporation strongly supports the City of Buda’s project applications for roadway improvements and urges the CAMPO Transportation Policy Board to select these projects for project funding awards. Sincerely,

AN ORDINANCE PROlllBITING COMMERCIAL VEHICLES HAVING A GROSS MOTOR VEHICLE WEIGHT IN EXCESS OF 10,000 LBS. TO TRAVEL OVER MAIN STREET BETWEEN FM 967 (LIVE OAK STREET) AND CABELA'S DRIVE; AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO POST APPROPRIATE SIGNAGE; DECLARING A PENALTY FOR VIOLATION OF THE ORDINANCE; AND CONTAINING A SEVERABILITY CLAUSE. WHEREAS, the City of Buda has been granted exclusive control over the highways, streets and alleys of the municipality. See Tex. Trans. Code § 311.002; and WHEREAS, the City has determined that commercial vehicles having a gross motor vehicle weight in excess of 10,000 lbs. pose a danger to persons and properties, including damage to city streets, when traveling in certain areas; and WHEREAS, the City has determined that the presence of such commercial vehicles along certain streets within the City has led to traffic congestion and unreasonably impedes the flow of traffic for the general public; and WHEREAS, the City has determined that it would be in the best interest of the City to prohibit such commercial vehicles to travel certain streets within the municipality except in certain situations; and WHEREAS, the City has determined that this ordinance will promote the general health, safety, welfare, and morals of its citizens; and WHEREAS, this Ordinance was adopted at a regularly scheduled meeting of the council at which a quorum was present and voting and that was held in compliance with the Texas Open Meetings Act;

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BUDA, TEXAS, that: I.

When used herein, the term "commercial vehicle" means a motor vehicle designed or used for the transportation of property or delivery purposes. When used herein, the term "motor vehicle" means a vehicle that is self-propelled. When used herein, the term "vehicle" means a mechanical device, other than a device moved by human power or used exclusively upon stationary rails or tracks, in, on or by which a person or property can be transported on a city street.

When used herein, the tetm "gross motor vehicle weight" means the total weight of the vehicle as loaded. 2.

No commercial vehicle having a gross motor vehicle weight in excess of 10,000 lbs. shall travel on Main Street in the City of Buda, between the intersections of FM 967 (Live Oak Street) and Cabela's Drive, except as provided in Section 3.

A.

Commercial vehicles having a gross motor weight in excess of 10,000 lbs. may travel on the streets described in Section 2: (1) When necessary to reach a terminal or to load or offload materials located at a destination point on this street or when no other non-restricted route is available to reach a terminal or destination point; and (2) When doing so, the operator of the vehicle follows the shortest practical route consistent with the reasonable operation of the vehicle; and (3) The operator of the vehicle keeps in the operator's possession a log book, delivery slips, or other evidence of the operator's destination and point of origin; and (4) When the co=ercial vehicle's point of origin is located adjacent to Main Street in the prohibited travel area.

B.

When traveling over the streets described in Sections 2 and 3, the operator of the commercial vehicle affected by this ordinance shall permit a peace officer, upon request, to inspect the log book, delivery slips, or other evidence of the operator's destination and point of origin.

The Director of Public Works shall post appropriate signage as described in the signage plan attached hereto indicating the prohibited commercial vehicle routes established herein.

5.

Any person who violates any provision of this ordinance shall be guilty of a misdemeanor and upon conviction shall be fined in an amount not more than $500.00.

6.

This ordinance shall become effective when the Director of Public Works posts the signage required by Section 4 herein, but not less than 30 days after its passage.

7.

If any section or part of this ordinance is held by a comt of competent jurisdiction to be unconstitutional or invalid, such judgment shall not affect, impair, or invalidate the remaining provisions of this ordinance but shall be confined in its operation to the specific section or sections that are held unconstitutional or invalid.
