RULES AND REGULATIONS

2009 (REVISED: MAY 20, 2009) I. THE LEAGUE

A.

Philosophy -The purpose ofthe Charles County Youth Football League (CCYFL) shall be to provide an opportunity for Charles County youth to play within designated age and weight limits and learn the fundamentals of football. CCYFL's goal is to instill the will to win and the courage to accept defeat or disappointment with emphasis on fair play and good sportsmanship. The rules and regulations, as specified below by the Charles County Department of Public Facilities, will govern practices and games at all times. The rules and regulations have been standardized and agreed upon for a period of three (3) years (thru 2009 season).

Advisory Board - The CCYFL Advisory Board consists of each organization's President and the League Director. CCYFL Advisory Board meetings shall be scheduled on the second Wednesday ofeach month. No meetings will be scheduled in January, March and September. Attendees shall be limited to Association presidents, vice-presidents or football directors. Amaximum of two (2) representatives per association will be permitted to attend meetings. The Advisory Board will advise the League Director on issues pertaining to the league as well as generate ideas that will make CCYFL a more safe, enjoyable experience for the participants. The Advisory Board may also be given the opportunity to vote on rules, issues, etc. presented to them by the League Director. Information presented during the meetings will be relayed to their organization's board afterward.

League Format - The League is composed of six separate associations located in Charles County. There are seven weight divisions, which include ten different age groups. There will be a projected eight to ten game regular season schedule. The format for post season play will be determined by the association presidents prior to the May-CCYFL Advisory Board meeting.

Administration -The leaguewiJI operate underthejurisdiction ofthe Charles County Department of Public Facilities. Any questions or discrepancies should be directed to the League Director.

E.

Safety Concerns - Heat Policy - There is considerable danger concerning heat stress/exhaustion during outdoor physical activities which occur during late spring, summer, and early fall. All participants should be monitored closely. Because ofthe equipment worn, football players are particularly susceptible to water depletion in the body. However, all athletes are at risk and the necessary precautions need to be taken for all sports. SAY NO TO DRUGS

Coaches shall pay particular attention to extreme weather conditions and make adjustments in their practice schedules when appropriate. When the heat index (air temperature plus relative humidity) reaches 84 degrees or higher, the following restrictions listed below must be followed: HEAT INDEX READING 1050 plus

RESTRICTION DANGER! Discontinue regular practice. Very short restricted practice is permitted. Make sure all athletes drink water. EXTREME CAUTION! Modify practice with required water breaks every 30 minutes. Observe athletes carefully for signs of heat injuries. Make sure all athletes drink water. WARNING! Provide a mandatory ten (10) minute rest per 45 minutes of activity. Water is to be available at all times.

Expansion - These guidelines must be followed when establishing new organizations within the CCYFL: 1.

Organization must agree to adhere to all current League Rules/Regulations established by the Charles County Youth Football League Advisory Board.

2.

Organization must consist of a minimum ofthree (3) teams, each in separate ageJweight divisions. Team rosters and registration forms must be submitted to League Office one week prior to the start of practices.

3.

Organization must abide by "Hard Boundary" rule during first two (2) seasons ofplay. No participants may reside outside the territorial boundaries established by the CCYFL Advisory Board.

4.

Organization may draw no more than one (1) coach and their sibling(s) from outside their territorial boundaries.

5.

If organization is voted in, the new president may attend all CCYFL- Advisory Board meetings; however, official voting status will only be granted upon meeting the above mentioned guidelines.

II. LEAGUE PRESIDENTS AND COACHES

A.

The League Presidents and Coaches shall represent each association and be responsible for the following: 1.

Being the liaison between the League Director, association, teams and cheerleading squads.

2.

Attending all League Presidents and Coaches meetings.

3.

Informing players and parents of information pertaining to the league.

4.

Responsible for the conduct ofteam players, cheerleading squads, and spectators.

5.

Having photo identification cards at each game.

6.

Distribute schedules and all other league materials.

7.

Responsible for all emergency procedures and phone numbers while playing outside of the county.

8.

Responsible for safety and well-being of football players and cheerleaders. Presidents. Commissioners. and Coaches are reminded that administering any type ofdrug to players is absolutely prohibited and is in violation of NYSCA Coaches Code of Ethics. National Federation Rules for Youth Football. CCYFL Advisory Board. and the Department of Public Facilities. Violators will be subject to possible expulsion from all aspects of the Southern Maryland Youth Football League and Public Facilities sponsored programs.

9.

Responsible for participation in the Public Facilities Coaches Certification Program, including completion of a criminal background investigation, and adhering to the Youth Coaches Code of Ethics.

10.

Responsible for the payment of all background checks conducted on coaches from their own organization which are not covered by franchise fees. !=',,z;l S Af
