Columbus will begin spraying for mosquitoes in the Linden area after a pool tested positive for West Nile virus, according to health officials. The mosquitoes were collected last week and tested by the Ohio Department of Health, which reported the results on Tuesday morning. “Our concern is the steady rain we have had in the past two weeks,” said Jose Rodriguez, spokesman for Columbus Public Health. “Some of the heavy rains can flush away (mosquito larvae), and that helps. But the steady rain is causing standing water all over the place,” in which mosquitoes can breed. West Nile virus was confirmed in mosquitoes in early June in Grandview Heights. Charter challenged Ballot petition seeks to alter city council and election financing

petitions found an argumentative title, a defect in the circulator’s statement and the combination of multiple issues in one petition. Petitions must address a single issue, but this one considers the council’s size, public funding for elections and public television access, the city attorney’s review says. Jonathan Beard, the coalition’s chairman, responded with a letter to the city council, city clerk and city attorney, arguing that reforming the city council is one subject, which all of the proposed changes seek to do. It was not until May 20 that the petition was evaluated and these concerns were raised, after the signatures already had been gathered. Petitions must be in strict compliance with the law, Joshua Cox, chief counsel in the city attorney’s office, said. That means every letter of the law must be followed, including minute details such as print color and size. The templates were designed to make that process easier. This is not Beard’s first time heading to City Hall with a petition in hand. He filed a petition opposing the public purchase of Nationwide Arena and a petition to provide public funding for city elections. Neither of these petitions made it to the ballot because of formatting
issues, Cox said. Beard said he is prepared to fight any city ruling throwing out this petition. “We don’t want any games with this,” he said. Willis Brown, a coalition activist and Bronzeville Neighborhood Association president, said previous attempts to reform the city council have been stopped before discussion begins. He said the current system is “effective in keeping power in the hands of the powerful.” Now that the petition has been filed, the city attorney’s office will determine the petition’s legal sufficiency, and the signatures will be verified. If approved, the charter amendment will be on the November ballot.
