RESOLUTION ENDORSING TIIE ADOPTION OF GREEN BUILDING PRACTICES F'OR CIVIC, COMMERCIAL AND RESIDENTIAL BUILI}INGS
WHEREAS, the City of Trenton pledgesto incorporatethe principles of green design and renewableenergygenerationinto municipal buildings,to the extent feasible,as well as into the City's site plan and subdivisionrequirementsfor residentialand commercialbuitdings when suchrequirementsareupdated;and. WIIEREAS, $hrdie$of the United States Green Building Council has revealed that buildings accountfor 39Yoof CO2 emissions(more than the ffansportationor industrial sectors), l}Yo of potable water use, 65%oof waste output, and TlYo of elechicity consumptionin the United States;and WHEREAS, the phrase "green building" -- also referred to as sustainable or highperformancebuilding -- is a collection of better design,construction,and operatingpracticesthat have the potential to reduce or eliminate the negative impacts of development on the environment and on human health. WHEREAS, there are mrmerousexamplesof green building programs and guidelines ttrat have been propagatedat the national, state, and local levelsowhich commoniy address energy efficiency and carbon emissionsreduction,water conservation,waste reduction,healthy and sustainably produced materials, indoor air qualitS occupant productivity and health, and other componentsof greenbuilding and sustainabledevelopment;and

RgSoLUTIoN WITEREAS, the City desiresto set a leadershipexamplein the area of green building designthrough, amongother things, the implementationof energyefficiency audits,upgradesto the municipal building stock, and continued procurement practices such as improving water conservation,reducinglight pollution, and increasingconstructionwasterecycling; and IryIIEREAS, the City also desiresto supportgreenbuilding in the private sectoras well through a iombination of (n) noluntary aCiionszuChas incorporating a green building scorecard as a discussionitem in the Site Plan approvalplocess,(b) actions that may be required in the future subsequentto the adoption of this Resolution such as amending the Site Plan approval checklist to directly incorporate those green building standardsavailable to a municipality, and (c) educational actions such as making available information on green building programs, guidelinesand rebatesto the residents;and NOW' THEREF'ORE, BE IT RESOLVED that the governing body hereby endorses the implementationof green building practicesas describedherein for civic, commercial and residential buildings which u'ill be incorporated, to the extent feasible, into the design, construction.operationandmaintenanceof all suchbuildings.
