2. Design (TG filled in for RR) •
TG noted that a first draft of the geotech investigation memo was sent to JGS who has forwarded it to Dawson. Design will follow up with alternative designs for some of the deeper foundations. The design team would like some feedback from the group. Discussed column #1 where they ran out of drill steel.
•
TG discussed Manhole 34. This is being replaced with a clean-out and JGS is waiting for a drawing that he can review with SB. TG reported that the details on how the clean out fitting meets up to the bottom of the bridge is not complete. JGS stated he would like the information on this design next week.
•
TG stated that the drawing for the 1279 Water Street sewer repair is being worked. There is a temporary fix at the moment. Design will do a concrete encasement detail and RR will finish it when he returns after this weekend so the team will have it next week.
•
Access road TCE11. This issue is currently out for public comment. There is a submittal for an access plan that is on hold until after the public comment period is over.
•
SB would like to get ahead of the next manhole location at Wiley Street (MH S33.) This manhole is perched on a cliff and it would be helpful to get a look at the support needed for this manhole. JGS and RR have discussed looking at all the manholes to have a plan in advance. JGS the plan is currently not constructible because the City wants a 2:1 slopes which would place the slopes outside of the right of way. SB suggested getting survey information at the proposed manhole location(s.) JGS asked TG to set up a meeting with RR, SB and JGS to discuss next steps on this issue.

SB stated that the design for the storm drain catch basins (S1 and S2 at the north end) does not accommodate an additional pipe that is coming from uphill. JGS noted that he has heard complaints from residents that drainage during heavy flows onto their private property. Might need to do some re-grading that would impact the storm drains. JGS and TG would like to discuss and follow-up with RR when he returns.
3. Construction Activities-Scott Eastwood (SE) •
•
3.1 Last Week o
Glacier State worked on Parnell outfall supports.
o
Glacier State is backfilling in phase 4c and worked on some utility services through the soldier pile wall.
o
Byron Construction was forming and reinforcing for columns 29 and cap beams in phase Sa and Sb. Concrete was placed at these locations yesterday.
o
Dawson was cont inuing work on soldier pile socket drilling and placing the last of 4c panel.
o
Dawson was PT bar tensioning, joint grouting and PT duct grouting.
3.2 Upcoming Work o
Dawson will continue soldier pile socket drilling through Friday.

Dawson will be removing a few sections of sidewalk panel.
o
At the end of this week Dawson will move equipment to allow the demo of a section of trestle panels which will open up work for Glacier State to start excavation for column 28 with the goal of getting 2 sections of panels removed so column 28 and 27 can be excavated.
o
Byron Construction poured the cap beam and column 29 yesterday and will form up sidewalk for 4c.
o
Byron Construction is prepping for curb and sidewalk in 4c.
o
Transverse closure pour is scheduled.
o
Glacier State will be excavating and Dawson will start setting the H-piles in the sockets and casting them in concrete.
3.3 Fabrication (AK) o
Platforms will be in fabrication next week or the week after.
4. Project Controls 4.1 Safety (SE) •
Submitted the Quinn Hanks Engineering review on shoring and bracing and that work will be implemented this week.
4.2 Pay Estimate •
Pay Estimate 34 has been returned and signed and sent on to DOT
4.3 RFl's/Construction Memos/Directives •
No open RFls this week.
4.4 COPs •
COP 38 -Wiley Street Wall - moved to approved - CCO 30
•
COP 72 - Bull rail modifications - JGS has written a CCO and has sent it to DOT for review.
4.5 Submittals •
There are several new submittals from today and yesterday.
•
Submittal 505-1.1 - Piling shop drawings - JGS will get it out today.
•
Submittal 505-5.0 - Phase 6 and 7 access - on hold till public comment period is complete and information is received from DOT.
•
JGS inquired about the PT duct repair - AK noted that the repair procedure was sent just prior to the meeting this morning.
•
The duct antifreeze proposal - Dawson noted that it was moving forward .
• 4.6 SWPPP (AK/JBR) •
Inspection with Stephanie last week. Everything was completed and the report for last week was sent in.

JGS asked if the stabilization along the pipe alignment for the Parnell outfall was noted on the SWPPP report. AK stated that is has been captured in the documents.
DOT Comments Concerns •
No concerns at this time. CW did not attend the meeting.
6. City of Ketchikan •
The paving at the south end of project (at the Lutheran Church) is complete and the steel plate is removed.
•
SB asked when the pipe supports at the top end to the retain ing wall of the Parnell storm drain will be completed. JGS stated that Dawson has been given a drawing on how it will be attached to the wall. It will not be a cable it will be a pipe band with angle brackets and all threaded into the retaining wall. SB would like to have a copy of the drawing. SE reported that there is no scheduled date at this time to complete this work.
•
SB would like to know when Glacier State will be working on the upcoming portion of sewer and waterline work. SE stated that work is in phase 3 thru 5 and will be accomplished in one block after the 40 panels are set. However, there will be side service work as requi red behind the wall as the project moves forward.
7. Public Liaison-(CD) •
Old Business •
•
CD followed up on comments of people using the stairs and private property between Parnell and 1454 Water Street. He spoke with the homeowners and Dawson has placed no trespassing signs on both sides; CD has had no new comments.
New Business •
Hans Johannsen stopped by was insistent that he knew how to shut water off at 1279 Water Street and that the only way to do it is at the main. Dawson had Glacier State install a valve so Hans will not be crawling around under the bridge to shut off the water. There is a CCO for water connection work to several houses and SE will update the team on the schedule for that next week. Hans Johannsen has been very persistent in his argument that he needs a shutoff for the 1279 building and JGS asked SB on the City's position on this. SB stated that City policy is that homeowner should not shut off his water at the main; he is to contact KPU and they will turn the valve off. A homeowner can put in a valve within the perimeter of his house. CD and JGS encouraged Hans to use the temporary valve and to install a shutoff valve in his building, however, he wants control of the curb-stop valve. This is between Hans and the City. JGS and SB are meeting with him to look at the drainage under the building and SB will discuss it with him then.
