Background The C40 Cities Climate Leadership Group, now in its 12th year, connects more than 90 of the world’s greatest cities which have committed to tackling climate change. We bring mayors from around the world together to learn from each other in reducing greenhouse gas emissions and creating resilient, sustainable and low carbon cities. C40 cities represent more than 650 million urban citizens and their economies account for 25% of global GDP. Our recent ‘Deadline 2020’ report sets out the critical role that the world’s major cities have to play in delivering the historic Paris Agreement to prevent catastrophic climate change. C40’s growing team of 100+ staff is headquartered in London, with offices in New York, Rio de Janeiro, Copenhagen, Beijing and Paris, and individual staff based across 25+ different locations. C40 has an operating budget of c.$25m per year and is primarily funded through the generous support of philanthropic foundations. The strategic direction of the organization is determined by an elected Steering Committee of C40 mayors, which is chaired by the Mayor of Paris, Anne Hidalgo. Three-term Mayor of New York City Michael R. Bloomberg serves as President of the Board of Directors, which is responsible for operational oversight. An eight person management team, led by Executive Director, Mark Watts, leads the day-to-day management of C40.



Position Description The City Adviser to Melbourne will provide technical assistance to review the city’s climate action plan/s, State and national level climate commitments, including capacity, targets, actions, measurement, reporting and verification processes is in line with the level of the ambition of the Paris Agreement. The City Adviser will be part of the Low Carbon Future team within Melbourne’s Urban Sustainability unit and will engage internal and external stakeholders and coordinate consultants to develop additional action pathways and update plans as necessary. The ideal candidate will have a strong background in carbon accounting, climate action planning and stakeholder engagement. Experience working with Melbourne City and/or climate action planning and risk assessments in cities. Excellent project management and communication skills. Responsibilities: Working closely with City of Melbourne, C40’s Regional Director for East, Southeast Asia and Oceania and Programme Manager Climate Action Plans, the City Adviser will review City of Melbourne’s Zero Net Emissions Strategy against C40’s 1.5˚C standard and assessment framework and update existing plans to secure a level of the ambition of the Paris Agreement. Main areas of responsibility are:

• Contribute to updating the Zero Net Emission plan to deliver mitigation and adaptation, inclusive lowcarbon resilient development consistent with the 1.5˚C target of the Paris Agreement; • Engage internal and external stakeholders on the review and update, to ensure their commitment to resource and implement ambitious and transformational action; • Specifically support the City of Melbourne in collaborating with the State Government (Victoria) and local governments across metropolitan Melbourne to build leadership commitment, capability and capacity to develop Paris-aligned climate action plans; • Manage consultants and coordinate technical assistance with the aim to build city capacity to implement climate action; • Contribute to the development of C40’s 1.5˚C climate action plans programme and frameworks and the development of regional engagement and delivery strategies; • Facilitate the city’s engagement in C40 Cities networks, initiatives and platforms, working collaboratively with other C40 staff based in Melbourne; • Engage city’s senior leadership and support the Office of the Lord Mayor by providing clarifications on the 1.5CAP program for Melbourne, when needed. Person Specification: • Demonstrable experience in government, business or NGO sectors with a focus on sustainability and/or climate change, and substantive experience working with or within municipal governments; • Technical expertise in completing city-wide greenhouse gas emission inventories and developing climate action plans; • Excellent problem-solving, strategic thinking and analytical capabilities, with advanced MS Excel and data management skills; • Demonstrable project, budget and people management experience, including working with third party delivery teams, and ability to manage multiple parallel tasks; • Strong stakeholder engagement experience, interpersonal, relationship building and written and verbal communication skills, combined with English fluency; • Experience of developing and facilitating webinars and interactive and enquiry-based workshops; • International experience, working across different cultures, languages, functional teams and time zones. Other Requirements: Applicants must already have the right to work in Australia. Moderate travel may be required as part of the role. New starters are placed on the minimum of the scale with a starting salary of AUD 69,298 per annum, though in exceptional circumstances a higher salary will be considered. Salary is paid monthly by credit transfer.
