REQUEST That the City Council receive this presentation of the Pavement Management Report 2017 and approve a recommended project list and associated budget amendments to meet the funding eligibility guidelines for receipt of Road Maintenance and Rehabilitation Account (RMRA) funds. DISCUSSION Pavement Management Report 2017 A Pavement Management System (PMS) is basically a system designed to gather, store, and analyze data about the City’s streets and provide a strategized program for implementing preventive maintenance and rehabilitation projects citywide. The PMS represents a proactive approach to maintaining the existing streets. It benefits the City by preserving investments in the roadways, enhancing pavement performance, ensuring cost-effectiveness, extending pavement life, and providing improved safety and mobility. Additionally, maintaining a fully implemented PMS protects the City’s ability to acquire state and federal funding for street improvement projects. Virtually all funding sources require local agencies to plan and document ongoing maintenance of the funded street improvements. This requirement is met by including these streets in the City’s PMS. The City contracted with the Ventura County Public Works Agency to prepare the Pavement Management Report 2017, which has now been completed. All City maintained streets and bike paths were field surveyed and rating information was recorded in the StreetSaver Program. Pavement Condition Index (PCI) values were calculated for each road and bike path segment across the City network. This information was then used to select rehabilitation and maintenance strategies to apply to each segment. From there, different budget scenarios were applied to identify how different levels of funding impact the network average PCI. The following four budget scenarios were evaluated for a 5-year period: o Budget Needs (Funding required to reach optimum average PCI in the mid 80’s) o Proposed Budget by City ($350K per year based on early RMRA funding projections) o Maintain PCI at current condition o Target PCI of 78
The Pavement Management Report is provided as Exhibit A to this report. The report’s key findings are summarized as follows: •
The City of Fillmore maintains approximately 38.3 centerline miles of roadway, 4.8 miles of bike and pedestrian pathways, and approximately 380,000 square feet of public parking lots.
•
The current weighted average network PCI for road segments is 68.
•
The current weighted average network PCI for bike path segments is 86.
•
The current weighted average network PCI for public parking lots is 79.
•
As depicted in the chart below, approximately 54% of the road network system is in “good” condition, 13% is in “poor” to “very poor” condition, and the remaining 33% is in “fair” condition.
•
For the current budget needs (optimum condition targeting PCI in the mid 80’s), the City would require a 5-year budget of approximately $10.4M
•
With the proposed City budget of $350K/year the average road network PCI is expected to decrease to 64 within the next 5 years
•
To maintain PCI at current condition would require a 5-year budget of approximately $3.7M
•

Project List for Road Maintenance and Rehabilitation Account (RMRA) The Governor of California on April 28, 2017 signed Senate Bill 1, the Road Repair and Accountability Act of 2017, also known as the Road Maintenance and Rehabilitation Account (RMRA), to address basic road maintenance, rehabilitation and critical safety needs on highways and local streets, which is funded through a per gallon fuel tax and vehicle registration fees. The City of Fillmore is projected to receive $87,740 in RMRA funds in Fiscal year 2017-2018, which represents a partial funding year. The following fiscal year, the amount is estimated at $263,206. All projects that are eligible for use of Highway User Tax Account (HUTA or Gas Tax) funds are eligible for use of RMRA funds. The Street and Highway Code provides for greater flexibility in use of the RMRA funds if the City has met or exceeds an average pavement condition index of 80 and has general funds allocated to streets and road that are in excess of the average expended in fiscal years 2010, 2011 and 2012 (Maintenance of Effort basis or MOE). Fillmore does not meet the PCI threshold. The MOE for the identified base years of 2010 through 2012 will be zero, as Fillmore did not spend any general fund money on streets and roads during those years. The focus of our projects, therefore, is expected to be deferred roadway rehabilitation and maintenance projects. Prior to receiving an apportionment of RMRA funds from the State Controller in a fiscal year, a city must submit to the California Transportation Commission (CTC) a list of projects proposed to be funded with these funds. All projects proposed to receive funding must be included in the city budget that was adopted by the applicable city council at a regular public meeting. The list of projects must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement. The project list does not limit the flexibility of an eligible city to fund projects in accordance with local needs and priorities so long as the projects are consistent with RMRA priorities. The legislation requires a list of projects to be submitted directly to the CTC by October 16, 2017 for FY17-18. However, if during the year new priorities arise and the city uses the RMRA funding on different projects not on the list, that is acceptable if the projects meet the stated criteria for use of the RMRA funding. It is expected that the CTC will establish a new deadline for submittal of project lists for future fiscal years that will line up better with the local agencies’ budget cycles. Given the small amount of this initial partial year funding, staff recommends that we use the funds to prioritize much needed sidewalk, curb and gutter repairs and also to perform overdue preventative maintenance by applying slurry seal to selected streets with pavement that is in good to fair condition. The projects to be added to the adopted budget for FY17-18 that will be funded with RMRA funds are: • Hardscape repair in the amount of $40,000 for sidewalks, access ramps, curb and gutter projects Citywide. • Slurry seal projects on selected streets up to $47,000

FISCAL IMPACT For the allocation of funds from RMRA, the Streets line item budget Account Numbers 203-4421-0021245 for Contract Services and allocation of 203-8500-4207-101 for Administrative Services are proposed in the amount of $87,000.
CITY COUNCIL GOAL This meets the City’s goal to replace old infrastructure. RECOMMENDATION That the City Council receive the presentation of the Pavement Management Report 2017 and approve a recommended project list and associated budget amendments to meet the funding eligibility guidelines for receipt of Road Maintenance and Rehabilitation Account (RMRA) funds. The County of Ventura Public Works Agency Transportation Department was contracted by the City of Fillmore Public Works Department to develop and update their Pavement Management Program (PMP). All road segments, bike and pedestrian pathways, and public parking lots provided by the City of Fillmore have been imported into StreetSaver PMP and were visually inspected using Metropolitan Transportation Commission pavement inspection user guidelines and standards. The visual inspections were performed in order to obtain a pavement condition index (PCI) for each segment. The current weighted average network PCI as of July 2017 for road segments is 68, bike and pedestrian pathways is 86, and for public parking lots is 79. As part of this project, the County also developed a treatment decision tree and evaluated the current budget needs and various budget scenarios that are discussed further in this report.
❖ Pavement Management Program The Pavement Management Program (PMP) is based on field evaluations of pavement conditions utilizing the Metropolitan Transportation Commission (MTC) pavement management protocols and software. These provide a set of tools designed to assist decision-makers in finding costeffective strategies for providing, evaluating, and maintaining pavement in serviceable condition. The program consists of two basic components: 1. A comprehensive web-based database, which contains current and historical information on pavement condition, pavement structure, and traffic data, if available; 2. A set of software tools that allow evaluation of alternatives, determination of existing and future pavement conditions, prediction of financial needs, and the identification and prioritization of pavement renovation projects.
Based on the field inspection data, PCI’s are calculated by the MTC computer model. This establishes a baseline for evaluating the pavement condition of one roadway over another.

Pavement Management Report 2017– City of Fillmore The goal of the rating process is to produce index values that represent pavement conditions based on conditions observed in the field using a random sampling method. The condition index values are a function of distress type, distress severity, and distress quantity present in the pavement surface area. The index values have been established to range from zero to 100. Higher index values indicate better pavement conditions. For example, a new pavement with no distress is assigned an index value of 100. Table 1 illustrates the numerical ratings and descriptions of pavement condition corresponding to the numerical ratings. Table 1. Definition of Pavement Condition Categories and Rating System

Monitoring a pavement’s life cycle indicates that the cost of pavement rehabilitation for every one mile of road in “very poor” condition is roughly the same as the cost for renovation/rehabilitation of four miles of road in fair or better condition. Simply stated, it is more cost effective to rehabilitate/repair a road before the rating index drops too far below 50. This fact is illustrated in Figure 2 below.

0 ( demonstrates that the most cost-effective method of extending the surface life of most The curve asphalt pavement surfaces is to concentrate spending on surface treatments and repairing/rehabilitating roads before they deteriorate too much. In general, if one can service the road before the PCI drops below 70, it is more cost effective. Conversely, once the index drops near or below 25, it may be more cost effective to allow the road to continue to deteriorate until funding is available for a complete reconstruction of the road. This may seem a harsh statement or decision to make, particularly to the residents that live on such a street. However, when faced with the responsibility of stretching limited maintenance funds for the greatest public good, it is a necessary decision to use those funds where one can service 4-10 miles of roads, versus only one mile of badly deteriorated roadway. In order to preserve the surface of “good” local roads, and help them remain “good” for a longer period, rejuvenation/preventive maintenance is the most cost-effective method to protect your investment. This method is commonly referred to as “pay me now, or pay me later,” with the philosophy that pavement rejuvenations every Figure 3. Typical Pavement Preservation Curve six to seven years for “good” local roads is much cheaper than complete rehabilitation/reconstruction. Essentially, at approximately a six-to-seven year cycle, local roads that are near a PCI of 70 are recommended to be treated with a rejuvenating seal coating to preserve and protect the pavement surface. Many local agencies have successfully treated local residential streets in this manner for several years. This method is illustrated graphically in Figure 3.

❖ Road Network Condition Inventory As you can see in Table 2, 78% of the road network consists of residential/local roads and 22% are arterials and collectors. Approximately 54% of the road network system is in good condition and 13% is in poor to very poor condition. An example of pavement in very poor condition is shown in figure 4.

❖ Budget Needs and Scenarios StreetSaver is also used for budgeting and future planning as it relates to pavement- management practices. Using the previously described principles and considering existing pavement conditions for the City of Fillmore, various budget scenarios were evaluated to show future projections as related to cost and pavement condition. A PCI cap of 80 was incorporated into the analysis as discussed with City staff, based on current and projected maintenance practices. A PCI cap of 80 sets the maximum baseline for preservation methods into the analysis. The following four budget scenarios were evaluated for a 5-year period: o o o o

The projected budget to improve the road network average PCI to 78 within the next 5 years is $7.4M and would require $1.1M now and subsequently $1.4 to $1.7M the following four year. ❖ Recommendations It is highly recommended that City staff maintain and update the StreetSaver database with any maintenance or rehabilitation (M&R) projects that transpire from this point forward. This would help with future budget projections, determining remaining life cycle of roads, adjustment to pavement curves, and updates to PCI values for roads that are resurfaced. The annual subscription fee needs to be paid to MTC in order to have access to the PMP in StreetSaver. Future pavement inspections for arterial and collector roads is recommended to be re-inspected, at minimum, every 3 years since these roads typically receive higher volumes of traffic. For local residential roads is recommended to be re-inspected, at minimum, every 4 years.
