MINUTES OF THE REGULAR SESSION OF THE COMMUNITY DEVELOPMENT CORPORATION SEPTEMBER 14TH 2017 The Regular Session of The Community Development Corporation of the City of The Colony, Texas, was called to order at 6:30 p.m. on the 14th day of September 2017, at City Hall, 6800 Main Street, The Colony, Texas, with the following roll call: Stephen Sohn Kathy Braby Donna Cole Don Beckel Lisa Leary Dan Mahle Allen Harris

And with all board members present a quorum was established and the following items were addressed: 1.0

ROUTINE ANNOUNCEMENTS, RECOGNITIONS Call to Order Pledge of Allegiance to the United States Flag Salute to the Texas Flag The Cub Scouts lead the Board in the Pledge of Allegiance and Salute to the Texas Flag.

Items of Community Interest – Mother & Son Adventure Night – This event is Saturday, Sept. 16th at Lions Club Park and is for mothers and sons. Activities include archery, fishing, horseshoes, and other outdoor camping activities.

Movies in the Park – “Beauty and the Beast” will be shown at Five Star on Friday, Oct. 6th. This event is free and concessions will be available to purchase.

Drive-In-Movie – “Guardians of The Galaxy Vol2” will be shown at Stewart Creek Park on Friday, Sept. 29th. Free entry into the park begins at 7:30 and the movie starts at 8:30; concessions will be available to purchase.

Consider approving CDC Board Regular Session minutes for July 13th 2017 Consider acceptance of the CDC financial reports for July 2017 and August 2017 Motion to approve the consent agenda – Harris; second – Mahle; motion passes.

REGULAR AGENDA

4.1.

Discussion and consideration of an Adopt-A-Park proposal from The Colony Cub Scout Pack 133 for Bill Allen Memorial Park Cub Scout Pack 133 has 20-40 members; they want to adopt Bill Allen Memorial Park and will do a clean-up once a month. Motion to approve the Adopt-A-Park proposal from Cub Scout Pack 133 – Harris; second – Cole; motion passes.

Discussion and consideration of approval from Halff Associates for the design of a bridge and abutments for the Park Loop Trail at Taylor St. Eve explained that Engineering is currently working with Halff Associates on the reconstruction and repair to the Taylor St. Drainage corridor to address erosion issues. A location has been identified for the pedestrian bridge for the Park Loop Trail; the bridge will be 120 ft. and have 15ft. approachments on each side. The proposal includes bid specs and design for a fee of $35,250; this would be an expansion to the scope of the project they are currently doing with Engineering, so a change order would be issued for the bridge design and abutments. Engineering is getting ready to put the project out for bid; if the design for the bridge and abutments can be finished before the closing of the bid, an amendment to the bid would be made so the contractor that does the channel repair could potentially bid on the abutments and then everything would be done at the same time. Motion to approve the design of a bridge and abutments for the Park Loop Trail at Taylor St. from Halff Associates – Sohn; second – Beckel; motion passes.

Receive update from staff and discuss the following items – CDC Website – The City website is being updated and they are converting the CDC website to the new host. We are working with IT staff to make sure the new CDC website will be as similar to the current website as possible, but there will be some minor changes. Eve displayed samples of the home and interior pages. The new website will be mobile friendly and we will maintain control of all content.

Skate Park Expansion – We have received all the plans. The construction site is enclosed and staff has begun demolition of the existing features.

Trails – During the study of the Taylor St. drainage area, Halff Associates determined the west end on the north park loop trail needs to be realigned. The trail will go along the road from Squires to North Colony and will be signed as a bike route. Regarding the trail at the parks on South Colony – Greenway Park, Historical Park and Perryman Park, we are proposing to remove the narrow sidewalk and replace it with a 10ft. wide trail; this would be an add alternate to the project that is getting ready to go out for bid.

Stewart Creek Park – Fishing Pier – Eve received a conceptual plan today. Discussions are needed regarding the location of the pier as it is not where we anticipated it to be, we thought it would be further to the north where the lake is deeper. Pam added that we will put solar lights on the pier and also ask the Corp to make the enire cove a no wake area.

Entry Feature – The front and back of the stone has been engraved and is scheduled to be installed on Monday, Sept. 18th.

There being no further business to discuss, this meeting was adjourned at 7:14pm.
