TITLE: Local Coastal Land Use Plan: Coastal Access and Recreation ______________________________________________________________________________ RECOMMENDATION: Conduct a joint study session with the Parks and Recreation Commission regarding coastal recreation topics: receive a presentation; hold a public comment forum; conduct a discussion and provide direction to staff. BACKGROUND: The Planning Commission received the June 2017 Planning Commission Working Draft Coastal Access and Recreation Chapter of the Local Coastal Land Use Plan in advance of their June 27, 2017 session. At the Planning Commission’s joint study session with the Bicycle and Pedestrian Advisory Committee on June 27, the Planning Commission considered circulation topics related to coastal access. The Parks and Recreation Commission (PRC) has been invited to this joint study session with the Planning Commission to consider matters relevant to coastal recreation. This joint study session is one of a series of meetings hosted by the Planning Commission, who is overseeing preparation and revisions to working drafts of the Local Coastal Land Use Plan chapters. The PRC is overseeing preparation of a Parks Master Plan (PMP), a strategic plan that will identifying needs and prioritize implementation. Therefore, the primary purpose of the joint study session is to provide an opportunity to coordinate these overlapping planning processes. Staff believes that it will be helpful to the PRC to hear Planning Commission input at a policy level; and that the PRC’s project level perspective will inform the Planning Commission’s consideration of coastal recreation related policies. The City hired consultant, BluePoint Planning, is preparing the PMP. BluePoint has been gathering input from community members and various stakeholders about the existing conditions of the City’s park facilities. Their assessment is provided as an attachment and will be one subject of the study session. In that there has also been extensive outreach for the Plan Half Moon Bay (Local Coastal Program and General Plan updates), staff notes that the PMP existing conditions report is substantially consistent with input that has been gathered through that process. However, the PMP is a much more detailed and project specific effort. In that way, the PMP existing conditions assessment provides a summary of this topic at a much higher level of detail and should help further inform both the PRC and the Planning Commission. At the joint study session, the consultant and staff will highlight several policy topics relevant to the Coastal Access and Recreation chapter of the Local Coastal Land Use Plan. Topics to be covered include, but are not limited to, discussion of potential sites for new parks, permit process for park maintenance and programming, events and fees, as well as long term funding mechanisms.
