Regional Supervisors Tom Belnick from the NPDES Unit has contacted me recently with the question whether or not APS plans to be part of the inspections for the ash pond facilities done by Land Quality. In talking with MRO (Andrew), and with Jay, they both felt it would be very worthwhile for APS to be part of upcoming inspections since seepages have been highlighted as a concern by one of the Riverkeepers, and these features may be an area of concern for other sites as well. By going out with the Land Quality staff and hopefully the Surface Water staff (together) , the seepages found can be appropriately identified consistently across Divisions and we (DWQ) can determine what follow-up actions may need to be taken. Please find the attached memo from the MRO, which may be helpful in identifying these features at sites in your region. And finally, please talk with your Land Quality Regional Engineer and see if and when they have the ash ponds in your region scheduled to be inspected. Keep us informed if you plan to accompany them, or if you would want someone to go out, but don’t have the staff to do it, let us know and we may be able to send out one of the CO hydrogeologists (Eric Smith). Tom and Matt, The MRO land quality staff is planning to inspect the dams at the following Duke coal facilities by the end of January: Buck Steam Station (Rowan county), Marshall Steam station (Catawba county), and the Cliffside Steam Station (Rutherford county). The noted facilities are within the MRO except the Cliffside plant. MRO staff was planning on attending the inspections in our region. We wanted to inquire whether sampling of seepages at these other facilities would be useful to NPDES permitting? Also, do you want MRO to attend the Cliffside inspection and sample any seepages for consistency or have Asheville staff conduct any sampling if required, or a combination?
