1

General The league shall be known as Cottondale Dixie Youth Baseball, Inc. league (from here on out referred to as CDYB). It shall be the policy to promote the development of strong character, a right attitude, and a sense of responsibility and citizenship in youngsters, using the game of baseball as a vehicle. 1) The Board of Directors shall manage property and business of the League.

2) Vacancies on the Board of Directors shall be filled by a majority vote of the CDYB Board of Directors only. The following procedures must be adhered to:

a) Any Board Member in good standing can nominate someone for the Board. b) New candidates must meet these qualifications before they can be nominated to the membership committee: 1) He/She must be of good moral character. 2) He/She must be or have been actively involved in activities with Cottondale’s Baseball/Softball programs (i.e.-clean-up, grass cutting, field prep, concession work, etc.). c) New and current board members will be undergo quarterly reviews that will be based on each individual member

3) Each Board Member shall attend all meetings and participate in all activities called for by the league President. Any Board Member that does not meet these obligations may be brought before the Board for a vote of no confidence. In the event of a majority vote of no confidence by the Board, then the Board Member in question may be asked to resign.

4) Beginning January 1, 2000, and each year thereafter, CDYB shall require each prospective coach, assistant, and/or volunteer to sign a written release authorizing CDYB to conduct a background criminal history check on these individuals. In addition, each coach, assistant coach and/or volunteer coach will be required to sign a form stating as to whether or not he or she has ever been convicted of a felony or sex crime, and if so, to fully disclose all convictions.

5) A committee shall be appointed each year to conduct the criminal history check, and to review all documents, and said committee shall keep all documentation and information confidential within this committee. Should any coach, assistant coach, and/or volunteer coach be found convicted of a sex crime, then that coach, assistant coach, and/or volunteer coach shall immediately be rejected as an applicant and/or dismissed from their duties. CDYB and the Board of Directors have instituted this policy in order to continue the success of the League. a) If a coach, assistant coach, and/or volunteer coach is convicted of a felony, they will be addressed on a case by case basis. 6) Officers shall be elected by a majority vote of the Board of Directors and shall include: President, Vice President, Treasurer and Secretary. Officer’s term shall begin with the fall ball season. Following the intention of fall ball being an instructional period, newly elected officers shall be assisted through the fall ball season by the outgoing officer(s). Election for vacant offices will be held no later than the last Monday in July. The President shall call a board meeting for this purpose. 7) CDYB will play by local governing rules for local tournament play. 8) The ball park(s), including all area(s)-spectator areas, warm-up areas, concessions, storage areas, etc. is/are designated as “tobacco free.” 9) By-Laws may be amended by a majority vote of the Board of Directors at any regular or special meeting called for that purpose. 10) In order for a motion to be brought up and voted on there must be at least a 1/3 quorum of board members. 11) If not covered in CDYB By-Laws, refer to the Dixie Youth/Dixie Boys/ASA Girls Official Rules manual(s).

Elected Officials President: 1) The President is responsible for presiding at all meeting of the Board of Directors. a) In the event that the President is not at a meeting, the Vice President shall take the place of the President. 2) The President shall sign all written contracts of less than 1 year and any more than 1 year in length will require Board of Directors approval. 3) The President is charged with assuring that the rules and regulations for the local program is adhered to and that the official rule guide of CDYB is followed. 4) The President is the ultimate arbiter in any dispute or protest concerning rules and regulations unless the League Board of Directors has organized other means to settle such dispute or protest. 5) The President assigns duties to members of the Board of Directors and gives special assignments to officers, directors, and any workers in the program. 6) The President conducts an annual meeting for managers, coaches, and player agents for the purpose of explaining the program and reviewing the rules and regulations. 7) Public relation activities including appearances before civic groups, schools, and government officials are his/her responsibility. 8) The President is accountable for representing this local program in district and state meetings, as well as at all other official functions of CDYB. 9) The President is responsible for preparing or assigning someone to prepare the yearly baseball schedule for all local teams. 10) The President is responsible for recommending yearly and long-range objectives to the Board of Directors for their consideration and action. These objectives would include all items that are necessary to fulfill the objectives of the League. Examples would include expansion, park improvements, community and public relation activities, and other items that would result in the best interest of the ballpark. 11) The President is responsible for appointing the Umpire Coordinator, concession stand personnel, score keepers, and other necessary personnel. 4

12) The President is responsible for appointing the committee to oversee and conduct all criminal history background checks and to ensure that all information and documentation discussed shall be kept confidential. 13) The President shall appoint one Player Agent to represent each age group. The Board of Directors shall approve these agents. 14) The President, with assistance from the Vice President, will assure the compliance of the local baseball rules as they pertain to the draft system and regulation. 15) The President, along with the Vice President, is responsible for investigating the dropping of a player by a Team Manager. 16) The President, along with the Vice President, shall investigate player removal from the All-Star team and choose a replacement player from all players receiving votes, giving precedence to candidates with the most votes if one or more players are needed. President-elect 1) In the absence of the President, the President-elect will assume the duties of the President. In the event of the permanent absence of the President, The Vice President will serve as President until the Board of Directors elects a new President. 2) The President-elect will assist the President in any duties that the President requires assistance. Vice President 1) In a permanent absence of the President, the Vice President will assume the duties of President. In the event of the permanent absence of the President, the Vice President will serve as President until the Board of Directors elects a new President. 2) The Vice President will assist the President in any duties the President requires assistance. 3) The Vice President is responsible for all annual awards for the past seasons activities. 4) The Vice President is responsible for CDYB publicity.

5) The Vice President will be responsible for assisting the Player Agent in try-outs which will include registration and selection of new players; if applicable. 6) The Vice President will be responsible for conducting an annual clinic for the managers/head coaches/and first assistant coaches in the league. The managers/head coaches/first assistant coaches will be requires to attend this clinic and the following information will be covered: a) Local ground rules b) National rules c) A discussion of conduct and sportsmanship for managers, players, and fans d) A discussion of necessity of maintaining a full roster 7) The Vice President, with assistance from the President, will assure the compliance of the local baseball rules as they pertain to the draft system and regulation. 8) The Vice President will attend as many games as possible within the league and will observe the conduct of managers, players, and fans with an attempt to improve the sportsmanship of all concerned. 9) The Vice President will investigate the dropping of players with assistance from the Player Agent for that age group. 10) The Vice President will supervise tournament team selections and will assist in counting ballots. a) In the event that the Vice President has a tournament team, the President and/or Player Agent will assist with that particular age group. 11) The Vice President, along with the President, is responsible for each team maintaining a full roster during the regular season. All vacancies shall be filled from players who are on the eligible roster as a result of having complied with regulations. 12). The Vice President, along with the President, shall investigate player removal from an All-Star team and choose a replacement from all players receiving votes, giving precedence to candidates with the most votes if one or more players are needed.

Secretary 1) The Secretary shall issue notices of all meetings to the Board of Directors at the request of the President. 2) The Secretary is responsible for completion of Certificates of Billing for Franchise fee forms annually, which would include the necessary fees of both state and national level. 3) The Secretary shall keep written notes at each Board of Directors meeting and said notes shall be approved prior to the next meeting. 4) The Secretary shall assist in the registration of new players. 5) The Secretary will be responsible for completing tournament forms and securing birth certificates and presenting the same to the District Director. 6) The Secretary will assist the Vice President and Player Agent in completing tournament affidavits. 7) The Secretary is responsible for ensuring that the Commissioner, State Director, and District Director are kept informed of the proper league address. 8) It is the responsibility of the Secretary to assure birth certificates and registration slips are signed by a parent or legal guardian and submitted as required by the Official Rule Guide. 9) It is the responsibility of the Secretary to assure the compliance of proper number of players and age requirement as outlined in the Official Rule Guide. 10) The Secretary is responsible for submitting, by established deadline, the registration of all players and managers with the District and State Directors, utilizing the official registration forms. 11) The Secretary shall not release the draft list to coaches/managers prior to the official draft.

Treasurer 1) The Treasurer is responsible for paying the franchise fee and registration of local leagues. 2) The Treasurer shall keep accurate financial records of all monetary transactions. 3) The Treasurer is responsible for providing financial reports of the entire operation to the Board of Directors at every board meeting. 4) The Treasurer will ensure all valid billings for the League are promptly paid while utilizing appropriate discounts provided. 5) The Treasurer will assume accountability for the collection of revenues and delinquent accounts will be brought to the attention of the Board of Directors. 6) The Treasurer will be accountable for the custody of all money. 7) The Treasurer will be responsible for obtaining an annual audit by a Certified Public Accountant by April 15 th of each year. 8) The Treasurer will bill fence advertisers on an annual basis prior to the beginning of each new baseball season. Player Agents 1) Player Agents shall act a liaison for players and coaches. They will introduce themselves to the parents and coaches of their age group prior to the baseball season. This will allow for parents and/or coaches to contact them with any questions, concerns, or comments. The Player Agent will relay information to the Board of Directors when needed. 2) The Player Agents will oversee the drafting of players for their age group. 3) The Player Agents will assist the Vice President in any area he/she may need assistance. 4) Any player needing to play on the same team (i.e. family hardship in getting to practice, cousins, etc.) shall be identified on the draft list and will be treated same as

brother/sisters playing in the same age groups. The Player Agent should investigate each situation to ensure validity. 5) The Player Agent, the assistance of the Vice President, is responsible for each team maintaining a full roster during the regular season. All vacancies shall be filled from players who are on the eligible roster as a result of having complied with regulations. 6) If a Player Agent is a Head Coach or Assistant Coach, he/she may not participate in the draft list in his/her age group.

Regular Season Draft 1) In each age group, teams will draw numbers to determine draft order by round. 2) The coaches will draw numbers each round and the order for each round will be first to last; number 1 until. 3) The coaches will be provided the list of available players 1-3 days prior to draft; which will also contain those that were on a previous All-Star team, along with returning players. This will allow new coaches to have a history of players. 4) Each team will be allowed to protect 3 coach’s children. It is understood that one protected player shall be the son/daughter of the Manager, and the other protected players shall be the children of the First Assistant and Second Assistant. In the event that manager has two children playing in the same division, the Manager’s children are protected with the 1st and 2nd picks. 5) It is understood that protecting the Manager’s child is the first round of the draft and that protecting the First Assistant’s child is the second round, and so on. a) Round 1 will consist of the Managers identifying their children b) Round 2 will consist of the Managers identifying their First Assistant Coach’s child. c) Round 3 will consist of the Managers identifying their Second Assistant Coach’s child. d) Round 4 will consist of any coach’s children or will proceed in draft order 6) Coaches without children will select a player from the pool of available players in the first round in draft order. Coaches with no First Assistant’s will select a player from the pool of players in the second round, in draft order. 7) In age groups that have divisions, each division must first choose players who have played in that division the previous season. Afterwards, the two divisions shall merge to determine drafting order and will choose the remaining player new to that age group.

8) Brothers and/or sisters will play on the same team and picked in consecutive order in the draft; unless otherwise stated in written notices by both parents and/or guardians. 9) Exceptions (i.e. when players need to be on certain teams for various reasons) shall be reviewed by the Player Agent assigned to that group, and Executive Board if necessary, prior to the draft, and handled on a case-by-case basis. 10) In the case of a “divorced family”, where the children live in different households, both household guardians must make written request to the Player Agent, and Executive Board if necessary, prior to the draft, to allow the children to play on the same team. 11) The Board of Directors will settle any disputes or disagreements. #3 Revised December 9th. 2015 Player Pool A player pool shall be kept for later registering children who were not on the player selection list at draft time. 1) Teams shall not be required to pick-up players from the player pool after the first game of the regular season has been completed. 2) If, after the draft, a player vacates a team roster and player pool replacement(s) is/are available, the Vice President and Player Agent shall review and select a player from the player pool. 3) It is also the responsibility of the Vice President and Player Agent to mutually direct any late registering player, after the draft but before the end of the first regular season game, to the team that player will join. This will be accomplished by assigning the player to the team in the next draft order. ***If there was an even number in the draft, the coaches will re-draw at the conclusion of the meeting to see the next draft order.

Regular Season Play 1) The Board of Directors shall establish the beginning date for regular season practices to commence. Practices WILL NOT be allowed prior to this date. 2) The maximum number of people allowed in a dugout during a regular season game shall be : a) All players b) 3 adult coaches/managers (4 shall be allowed in coach and machine pitch leagues) 3) The playing schedule shall consist of a League minimum number of games per team, played in consecutive rotation, as prepared by the President or assigned person. 4) Fees charged by the League for participation shall be set by the Board of Directors, and shall be paid at registration. Fees must be paid prior to the first game. Outstanding balances will result in forfeiture of game playing time. 5) Each player is required to submit a birth certificate at registration. Birth certificates must be turned in prior to the first game. Failure to do so, will result in forfeiture of game playing time. 6) Fee rates may be amended by the Board of Directors at the beginning of each season. 7) The Board will not allow abusive language by players, coaches, or parents. Ejection from the game and/or removal from the ballpark shall be enforced by the Head Umpire or President. 8) Use of profane (or questionable) language, alcoholic beverages, or tobacco (in any form) shall not be allowed of coaches, players, or umpires during practices or games. 9) There shall not be any games played on Wednesday or Sunday, excluding tournament play-only when/if necessary. Managers/Coaches Managers and coaches shall adhere to the following guidelines:

1) Named Head Coach and/or an approved assistant coach must take full active participation in practices and games. At least one approved coach MUST be present at practices and games. 2) No adult will be allowed to head coach more than one team. However, he/she may be the head coach of a team in one age group and first assistant coach of another team in a different age group. 3) For drafting purposes, each team shall consist of a Head Coach, First Assistant, and Second Assistant Coach. a) Any questions regarding draft, refer to the Draft Section # 4 and #5 4) All managers shall have equal opportunity in the acquisition of players, and this shall be accomplished via the draft system adopted by the Board of Directors. 5) Coaches shall be required to fill their rosters with up to (??) players via drawing from the Player Pool when players are lost from the team during the playing season. The Player Pool shall consist of players who have registered but not drafted (due to full rosters or due to a player moving into the League after registration date). 6) At the end of the season League play and before the end of League tournament, the Head Coach of each team shall notify the Player Agent, for their age group, as to whom is recommended as Head Coach for the next season, whether it be the current Head Coach or another. The Head Coach should recommend an Assistant Coach successor if known at that time. ***Failure to notify the Player Agent as stated above will result in the Board of Directors appointing a new Head Coach for the next season. The new Head Coach shall choose the Assistant Coach (and helper coaches) preferably from, but not limited to, parents of the team. 7) In cases of more Head Coaches available than teams, the Board of Directors will review available Head Coaches and approve same for number needed, with coaches in good standing and league seniority as top considerations. 8) The Board of Directors must approve ALL coaches annually. Coaches may be removed at any time, for any or no reason, by a majority vote of the Board of Directors.

9) If the “remaining or named” Head Coach for the following season resigns their position prior to the draft, the remaining Assistant Coach shall have the option to become the Head Coach or remain as Assistant. If he/she chooses Head Coach, then he/she shall have the option of picking and Assistant from a returning child’s parent or wait until after the draft to pick an Assistant. If he/she decided to remain as Assistant, then the Board of Directors shall name the new Head Coach prior to the draft. 10) Should both coaches resign their positions before the draft, then the Board of Directors shall name a Head Coach, and the Head Coach will name their First Assistant. 11) In determining “management rights” of a team for the following season, any Assistant Coach presently working with a team shall have first right of refusal following that of the named First Assistant Coach (i.e. Second Assistant Coach should be offered the team). ***The Board of Directors must approve each. 12) Each Head Coach and Assistant Coach shall be required, prior to accepting a team, to sign a form; authorizing CDYB to conduct a Criminal History/Background Check and to state whether he/she has ever been convicted of a felony or sex crime, and if so, to disclose all such convictions.

Post Season Play Post Season Tournament Selection Seeding for post season tournament will be determined by a drawing of numbers/letters by the coaches at the conclusion of the regular season.

Revised December 9th, 2015 All-Star Tournament Team Selection The Head Coaches of the teams headed to the championship game, in a manner established by the Board of Directors, shall select an age group All-Star tournament team (in age groups that have divisions, each division will have an All-Star team) prior to the start of the championship game. This list will be turned into the softball coordinator to verify lists are complete. Once the championship game is complete the winning coach is the Head All-Star coach and his list will be used for the filling of All-Star players. 1) In the event a player is removed from the All-Star team, an alternate must be selected. 2) All-Star team players may not miss more than 2 regular practices during the All-Star preparation period before Sub District or District tournament play; at coach’s discretion. Sundays and Wednesdays will not be counted as required regular practice days. 3) The Head Coach for an All-Star team shall be the Head Coach of the first place postseason tournament team, pending Board approval. He/She shall choose any coach from the age group as an Assistant. a) If the first place post-season Head Coach declines or cannot commit (from practice to conclusion of sub-district and district play) to the All-Star Head Coach position, the decision will go to the Board of Directors. b) If a coach must miss up to (2) All-Star sub-district or district games, the Head Coach may suggest a replacement to the Board of Directors. The President and/or Board of Directors shall decide on a replacement coach. Revised December 9th, 2015

Rookie Selection 1) Rookie team selection will take place once the All-Star team selections have been made and fulfilled. 2) If a player is selected to the 1st All-Star team and turns it down, they are ineligible to play on a Rookie team, UNLESS it is a Rookie Head Coach’s son. 3) If a player is selected in one age group they are unable to play in another age group. (i.e. if a 5/6 player is chosen for a 5/6 team then they cannot play up on another team)

Coach/Player Policies 1) Violation of any By-Laws, by a Head or Assistant Coach, shall result in disciplinary action listed below: a) 1st offense-coaching privileges revoked for the next game b) 2nd offense-coaching privileges revoked for 4 consecutive games c) 3rd offense-coaching privileges revoked for the remainder of the season. This person must also appear before the Board of Directors before being re-installed. 2) If a player or coach is ejected from a game for unsportsmanlike conduct, abusive or profane language, it shall result in disciplinary action as follows: a) 1st offense-participation or coaching privileges revoked for next game b) 2nd offense-participation or coaching privileges revoked for 4 consecutive games and must appear before the Board to determine coaching eligibility for All-Stars. c) 3rd offense-participation or coaching privileges revoked for the remainder of the season. This person must also appear before the Board of Directors before being re-instated. 3) If a player or coach assaults physically or threatens to assault another Coach, Player, Umpire, Parent, League official or other personnel intentionally, before, during, or after a game, it shall result in a 3 consecutive game suspension. The suspended player or coach cannot attend games OR be on League premises during the playing of these games without Board approval. This action will be followed by a Board of Directors review to determine if playing or coaching privileges can be reinstated or if they are subject to certain other conditions to be established by the Board or if they are to be suspended indefinitely. 4) All coaches are expected to participate in League fundraising activities. a) Head Coaches that fail to fully participate in any Board directed fundraising activity will receive a 1 game coaching suspension which is understood to be the 1st post-season tournament game, per Board discretion.

5) All “team assigned” duties must be fulfilled. Team duties include (but are not limited to) fundraising, concession stand participation, and support of all players. a) Head Coaches that fail to fully participate in any Board directed fundraising activity will receive a 1 game coaching suspension which is understood to be the 1st post-season tournament game, per Board discretion. 6) Any current Head Coach can suggest a rule or policy change of the current By-Laws by submitting a written proposal to the League President, who will submit the proposal to the Board of Directors for consideration. Any approved change will be effective the following season. 7) Any parent/legal guardian of players that makes the request for a player to “play-up” in an older age group is responsible for that action and will hold representatives of CDYB harmless of liabilities that could be present in natural physical and mental development differences due to age.
