COUNCIL MEETING MINUTES Regular Meeting Monday, September 19, 2016

In attendance: Mayor G. Moore and Councillors M. Forrest, D. Penner, G. Pollock and B. West were in attendance. Also in attendance: Director of Finance K. Grommada, Manager of Corporate Office and Lands B. Hutchins, Deputy Fire Chief R. Kipps, Chief Administrative Officer J. Leeburn, Manager of Planning J. Little, Director of Engineering and Public Works K. Meersman, Manager of Communications & Administrative Services P. Purewal, Manager of Bylaw Services D. Scoones, Director of Human Resources S. CALL TO ORDER Mayor G. Moore called the meeting to order at 7:00 pm in the Council Chambers at City Hall, 2580 Shaughnessy Street, Port Coquitlam, BC.

ADOPTION OF THE AGENDA 2.1.

Adoption of the September 19, 2016 Regular Council Meeting Agenda It was moved and seconded that the Regular Council Meeting Agenda of September 19, 2016 be adopted with the following amendment:  Replacing pages 50-52 with the Parking and Development Management Amendment Bylaw No. 3964 as distributed. Carried.

CONFIRMATION OF MINUTES 3.1.

Minutes of July 25, 2016 It was moved and seconded that the Regular Council Minutes of July 25, 2016 be adopted. Carried.

PROCLAMATIONS 4.1.

World Mental Health Day – October 10, 2016 Mayor G. Moore proclaimed October 10, 2016 as World Mental Health Day and invited Ms. Carol Todd and Ms. Kristina Marrington, Project Assistant, to the podium to receive the proclamation and say a few words.

Certificates of Achievement – PoCo Saints Lacrosse U16 – Girls Mayor G. Moore congratulated the Poco Saints Lacrosse U16 - Girls team and their coaches for their achievement in winning the Provincial Championships and presented Certificates of Achievement to each of the members of the team.

Rivers and Trails Festival – Sunday, September 25, 2016 Ms. Sandy Budd, a member of the Maple Creek Streamkeepers, provided an update on the Rivers and Trails Festival to be held on Sunday, September 25, 2016. This year the festival will be celebrating its 16th annual event. The event will be held at both Lions Park and Peace Park with free shuttle buses to both parks as well as a bike valet service. PUBLIC HEARINGS 7.1.

Zoning Amendment Bylaw No. 3961 for 1244 and 1248 Pitt River Road His Worship Mayor G. Moore asked if there were any speakers wishing to address Council regarding Zoning Amendment Bylaw No. 3961 for 1244 and 1248 Pitt River Road and Public Input Opportunity - Item No. 8.1 Development Variance Permit for 1244 and 1248 Pitt River Road. The following speakers approached the podium: Mr. Roger Fernandes – 1257 Guest Street Not opposed to the development; however concerns were raised regarding access for First Responders and potential safety issues. The resident recommended 12 meter lot width for the subdivision and access off Pitt River Road. Ms. Elaine Hughes – 1241 Guest Street Concerns were raised regarding congestion at 1253 Guest Street and traffic flow on the street. Not opposed to the development. Mr. Trevor Gorman – 1245 Guest Street Concerns were raised regarding access for garbage and recycling vehicles, the potential increase of traffic in the lane, and safety and visibility concerns for vehicle traffic. The resident recommended that fences and hedging that would obstruct the view of traffic be prohibited.

Resident – 1249 Guest Street Concerns were raised regarding parking, increased traffic and the potential of increased traffic noise as a result of the removal of trees for the proposed development. The Public Hearing for Bylaw No. 3961 for 1244 and 1248 Pitt River Road, and the Public Input Opportunity for the Development Variance Permit for 1244 and 1248 Pitt River Road were concluded. 8.

Road Closure Bylaw No. 3940 for 2211-2235 Atkins Avenue His Worship Mayor G. Moore invited those wishing to address Council regarding Road Closure Bylaw No. 3940 for 2211-2235 Atkins Avenue to come to the podium. No speakers approached the podium.

BYLAWS 9.1

Zoning Amendment Bylaw No. 3962 for liquor retailers and manufacturers - First Two Readings It was moved and seconded that Zoning Amendment Bylaw No. 3962 for liquor retailers and manufactures be given first two readings. Carried. Councillor Penner voted against the resolution.

Parking and Development Management Amendment Bylaw No. 3964 – First Two Readings It was moved and seconded that Parking and Development Management Amendment Bylaw No. 3964 be given first two readings. Carried.

Zoning Amendment Bylaw No. 3961 for 1244 and 1248 Pitt River Road – Third Reading It was moved and seconded that Zoning Amendment Bylaw No. 3961 for 1244 and 1248 Pitt River Road be referred to the Smart Growth Committee. Carried.

9.4

Solid Waste Bylaw Amendment No. 3963 – First Three Readings It was moved and seconded that Solid Waste Bylaw Amendment No. 3963 be given first three readings. Carried.

Bylaw Notice Enforcement Amendment Bylaw No. 3966 – First Three Readings It was moved and seconded that Bylaw Notice Enforcement Amendment Bylaw No. 3966 be given first three readings. Carried.

Road Closure Bylaw No. 3940 for 2211-2235 Atkins Avenue – Final Reading It was moved and seconded that Road Closure Bylaw No. 3940 for 22112235 Atkins Avenue be given final reading. Carried.

10.

REPORTS 10.1. Rezoning Application for 3190-2850 Shaughnessy Street Mr. Aaron Urion, Associate Abbarch Architecture Inc. was not in attendance. It was moved and seconded that the application to amend the Zoning Bylaw to allow for a child care facility accommodating up to 136 children at 3190-2850 Shaughnessy Street be referred to the Smart Growth Committee. Carried. 10.2

Rezoning Application for 2295 Hawkins Avenue It was moved and seconded that: 1. That the zoning of 2295 Hawkins Street be amended from A (Agriculture) to M3 (Light Industrial);

2. That prior to adoption of the amending bylaw, a.

a subdivision plan be submitted to the satisfaction of the Approving Officer; and,

b.

the following conditions be met to the satisfaction of the Director of Development Services: i)

completion of design and submission of securities and fees for off-site works, and

ii)

registration of a legal agreement to ensure specific building, parking, loading and landscape design requirements to provide for an appropriate treatment between non-industrial uses to the north of Dominion Avenue and the industrial use.

Carried. 10.3. Regional Affordable Housing Strategy It was moved and seconded that Metro Vancouver be advised that the City of Port Coquitlam endorses the 2016 Regional Affordable Housing Strategy. Carried. 10.4. Regional Food System Action Plan It was moved and seconded that Metro Vancouver be advised that the City of Port Coquitlam endorses the Regional Food System Action Plan. Carried. 10.5

Proposed Remedial Order – 2187 Pitt River Road It was moved and seconded: 1. That the building at 2187 Pitt River Road be declared a nuisance pursuant to section 74 of the Community Charter; 2. That a remedial order be issued requiring the owner to demolish the building and remove all debris from the property within 30 days of service of the order; and 3. That in case of default by the owner, the City shall do the required work with costs to be recovered from the owner pursuant to sections 258 and 259 of the Community Charter. Carried. 5

10.6

Traffic Calming Guidelines – Nova Scotia It was moved and seconded that the traffic calming project including the installation of permanent speed humps on Nova Scotia be supported. Defeated Unanimously. It was moved and seconded to purchase temporary speed humps and use Nova Scotia as a “pilot project” to evaluate their effectiveness, and bring forward a revised and simplified Traffic Calming Policy. Carried.

STANDING COMMITTEE VERBAL UPDATES 11.1

Community Safety Committee Councillor D. Penner provided an update.

NEW BUSINESS Mayor G. Moore provided an update on Phase 1 of the Transit Plan that was approved by the Mayors Council which will go to Public Input sometime in November.

OPEN QUESTION PERIOD His Worship Mayor G. Moore invited those wishing to ask a question of Council to approach the podium. The following speaker approached the podium: Ms. Nancy McCurrach – 3007 Larch Way Can Larch Way & Barberry Drive be added to the traffic calming study and would the Transportation Solutions and Public Works Committee consider other speed reduction implementations when undertaking the study?
