Reports to: Director, ITI Direct Reports: Supply Chain Manager; Senior Program Associates; and Assistant Program Coordinator. *This is an Exempt position. Employees in this position are paid a salary on a monthly basis and are not eligible to receive overtime pay.
POSITION DESCRIPTION: Provides strategic leadership and technical direction for various aspects of a large and complex international program. Responsible for overall management, technical development, implementation, personnel, budget and financial oversight of program. Builds partnerships and relationships, works with donors. Directs the strategic planning, development, and operations of a large and complex program. Plans, administers and monitors program budgets. Develops short and long term goals and objectives. Oversees related special projects. May represent the program in various national and international settings. May manage the solicitation of funding from foundation, corporate, individual and governmental donors. Collaborates with and seeks the support of representatives from other organizations. Establishes and administers policies and procedures. Supervises staff. Performs related responsibilities as required. BACKGROUND: Pfizer, Inc. donates significant quantities of Zithromax® for the elimination of blinding trachoma by the year 2020. The program expects a significant increase in the number of countries in which ITI works and in the number of treatments donated. In addition countries where ITI is currently working will be shifting their program towards surveillance instead of active implementation. PRIMARY RESPONSIBILITIES: The Deputy Director is a primary representative of the International Trachoma Initiative and serves as the main liaison to all collaborating partners, including Pfizer Inc., Ministries of Health, NGOs, and other stakeholders. Responsibilities include overseeing the development of and establishing the program’s policies and procedures. The Deputy Director is responsible for managing ITI’s technical and financial operations and managing program staff and associates. Reporting to the Program Director, functions as a Deputy Director by co-directing the strategic planning, development, and implementation of ITI Performs as Acting Director during the Director’s absence authorizing decisions in areas designated by the Director. Maintains responsibility for and oversees the supply chain and logistics teams in ITI which jointly support preparation of the annual country applications and long-term forecasts for Zithromax®. collaboration with Pfizer and the ITI Supply Chain and Logistics teams, maintains oversight and responsibility for all required clearances, documentation and scheduling of Zithromax® shipments to recipient countries. Oversees the solicitation of funding from foundation, corporate, individual and governmental donors. Leads and facilitates growth in ITI. Oversees all liaison activities with non-US governments and agencies related to the program and other stakeholders. Provides leadership, support, and supervisory oversight to direct reports at headquarters, including full-time staff, consultants, volunteers, and students.
In collaboration with the Director, manages the strategic planning process and its implementation for the ITI program.
Oversees all liaison activities with governments of trachoma endemic countries and other stakeholders, planning comprehensive programs, ensuring epidemiologic justification for the drug donation, and assessing adequacy of resources for program implementation.
Oversees and develops annual and long-term plans for ITI’s global supply chain.
Leads overall supply chain operations, including inventory and distribution of materials to countries across Africa, Asia and Latin America.
Performs as Acting Director during the Director’s absence, authorizing decisions in areas designated by the Director.
Oversees the management of an annual donation of about 90 million doses of Pfizerdonated Zithromax to approximately 25 beneficiary countries, including support to the supply chain logistics of the donation (forecasting, supply chain audit, shipment planning) and programming growth projections.
Fosters collaborations with multilateral organizations such as the World Health Organization, UN agencies and other NGO partners in support of National Trachoma Control Programs to ensure the development and implementation of comprehensive and sustainable trachoma elimination activities.
Leads and facilitates growth to ensure that ITI evolves and adapts its scientific and technical capabilities in step with the evolving global health and development environment and the priority needs of ITI-supported countries.
Influences the agenda and content of scientific and technical meetings; Represent ITI in these fora, participate in technical discussions with US government bodies like USAID, CDC, private foundations like The Bill and Melinda Gates Foundation, multi-lateral organizations and with counterparts in partner countries.
Oversees and manages ITI’s Gift Agreement with Pfizer Inc.; may solicit funding from additional sources and oversee large budgets in line with ITI’s strategic priorities, mission, goals and objectives.
Manages ITI’s grants received and payable, including planning, administering, and monitoring budgets and spending, as well as preparing and reviewing narrative and financial reports
Produces monthly reports on agreed metrics of program performance for internal tracking and monitoring and for donor reports.
Provides leadership, support, and supervisory oversight to direct reports, including fulltime staff, consultants, volunteers, and students. Page 2 of 3
Provides input and guidance into the staffing process; actively participates in staff recruitment, development, and retention activities.
Participates fully as a member of the Task Force for Global Health by contributing, assisting and participating in projects, activities, and initiatives as requested by Task Force management.
TRAVEL: Up to 25 - 30% domestic and international travel MINIMUM QUALIFICATIONS: Master's degree in public health, social sciences, public administration or a related field and ten years of related experience which includes five years at a management level, or equivalent combination of education, experience, and training. PREFERRED QUALIFICATIONS Ten years of program management experience in international public health programs.
Five years of field experience in developing countries, preferably first-hand experience with drug donation programs and neglected tropical disease programs.
Five to seven years experience in supply chain management or related activities at a senior level.
Demonstrated ability to successfully oversee and manage large budgets preferably within an NGO or related environment.
Ability to multitask, work independently, and display strong strategic and analytical capabilities.
Excellent interpersonal communication skills, able to interface with senior level officials and partners.
Previous experience in strategic planning and implementation of health projects and programs.
Proven management and organizational skills, including experience leading, building and successfully managing a team.
Global grant management experience.
Proficiency in French.
