DISCIPLINARY PROCEDURE DEFINITIONS HA - England Hockey Ltd or the Divisional or County Hockey Association as appropriate Club - Northampton Hockey Club Umpire - An official umpiring any club game Committee - The Disciplinary Committee of the club Season - 1st September of one calendar year to 31st August of the next GENERAL This disciplinary code is intend to provide a framework to ensure the maintenance of discipline, and to penalise any action or misconduct which at any time may bring the club into disrepute. The code shall apply to players of all teams playing under the name of the club regardless of the type of match. This code should be read as an extension of the Code of Discipline for the Hockey of England published by the HA. The provisions of the code apply differently depending on the type of offence: • With regard to Green and Yellow Card offences, the provisions apply to all games played outdoors where the player is available for selection. • With regard to Red Card and Match day Misconduct offences, the provisions apply to all games of hockey, both indoors and outdoors, irrespective of whether the player is available for selection or not. DISCIPLINARY COMMITTEE The committee shall have the following members: one committee member; 3 umpires who are a minimum of Level 1; and the relevant club captain. The committee shall meet as soon as possible after the match in which the offence has occurred and the match report has been received. The committee shall firstly meet with the player concerned to confirm the details of the offence. The player can be accompanied by either the relevant team captain or a representative, who was present when the offence occurred. Having heard the details, the committee will adjourn to consider their response and disciplinary action they may wish to impose. Any action will be communicated to the player and relevant team captain (via the club captain) as soon as is practical after it is determined.
OFFENCES Offences to considered under this code shall fall into four categories; Green Card, Yellow Card, Red Card and Matchday Misconduct offences. For the purpose of dissent all cards will be considered. GREEN CARD OFFENCES The Green Card offence is one for which a player receives a warning but is not suspended from the field of play. YELLOW CARD OFFENCES A yellow card offence is one for which a player receives a temporary suspension from participating in the match; there is no requirement for a yellow card to be shown. For the purpose of this code ALL cards received for dissent will be considered, although a record will be maintained of ALL cards received for playing offences and the committee may take these into account when determining any disciplinary action. The provisions of this code will apply to the third and subsequent yellow cards received by the player in any one season; at the end of a particular season any cards previously received are disregarded. Should the committee determine that the award of the card was justified, and that disciplinary action is required, the player will serve a period of suspension on the following basis: Card Received Period of Suspension 3 Yellow - 1 Match 4 Yellows - 2 Matches 5 Yellows - 3 Matches In other words, a player receiving a yellow card for the fourth time may serve a suspension of two matches irrespective of whether they have already served a suspension for a third yellow card. The suspension will include only matches for which the player is available for selection. For the purpose of dissent the offender shall umpire games at the lower end of the club as follows: 4 Greens - 2 matches 3 Yellows - 2 matches 1 Red - 2 matches This is in addition to any ban that has been received by the offender. Any match umpired by the offender will be observed by a senior umpire who will assess whether the match is being umpired in the correct manner.
RED CARD OFFENCES A red card offence is one for which a player is suspended from further participation in the match; there is no requirement for the red card to be actually shown. The award of a red card results in an immediate and mandatory period of suspension from participating in any way in a hockey match at any level under the jurisdiction of the HA; this includes playing, umpiring, coaching or managing men’s, ladies’ mixed or junior teams, indoors or outdoors, but excludes training sessions. The period of suspension shall consist of consecutive days, beginning immediately after the match in which the red card was awarded, with the day of the match being day one of the period – excepting that any period schedule to be served between 1st May and 31st August of any season will be served from the 1st September of the next season. Umpires includes an officially appointed League or Technical Delegate Player includes a team coach, manager, physio or spectators. The committee will consider these periods of suspension to be the minimum for the various offences; in particular, offences including violence are likely to attract a more severe penalty than shown including termination of club membership. In all cases, the periods of suspension provided for under this code maybe required in addition to any period applied by the HA. MATCHDAY MISCONDUCT A matchday misconduct offence is committed when at any time during the day of the match, but excluding the time from the start of the match to the end of the match, a person due to participate or who has participated in the match acts in such a way that one of the match umpires decides such an act: • Would have warranted the issue of a red card had much misconduct occurred during the match, and • Is to be reported as an MMO, and the umpire so informs the offender at the time of the incident. For the purpose of this code, procedures for the dealing with Matchday Misconduct Offences will be as per Red card offences shown above. Fines
