Introduction Data on commercial and industrial waste produced by businesses in Scotland were collected using a sample design constructed by Napier University. This was a stratified sample of companies in Scotland reflecting their size as measured by full time equivalent (FTE) employees, their business (NACE) sector and their Waste Strategy Area (WSA). This report is available on the SEPA website. The aim of this study is to produce estimates of the amount of commercial and industrial waste generated in Scotland in 2006 with, where possible, 95% confidence intervals. This report is comprised of three sections. In the first section the methodology used to produce the estimates is presented. In the second section, the estimates of commercial and industrial waste are given. Specifically estimates are given of the following: • tonnes of business waste produced in Scotland • tonnes of business waste produced by waste strategy area • tonnes of business waste produced by EWC chapter • tonnes of business waste produced by business sector • tonnes of business waste produced by employee size group • tonnes of business waste produced by employee size group and business sector • tonnes of business waste produced by waste strategy area and business sector • tonnes of business waste produced by EWC chapter and business sector • tonnes of business waste produced by EWC chapter and waste strategy area • total tonnes of commercial and industrial waste produced by EWCSTAT and business sector • breakdown of mixed waste by material type • mean weight of waste produced by business sector and employee size group • where appropriate confidence limits are provided for the estimates In the third section comparisons are made with the 2004 survey and the results of an examination to determine the reliability of estimating 2006 commercial and industrial waste from the 2004 survey is reported.

Estimates of commercial and industrial waste produced in Scotland Part A: Methodology used In 2007 the Scottish Environmental Protection Agency (SEPA) undertook the Scotland Business Waste Survey, a survey of commercial and industrial enterprises in Scotland, in which they were asked to report on waste produced in 2006. This survey was based on the sample design supplied by Napier University in 20071. The reported measures of commercial and industrial waste from responding organisations were converted to the volume of waste in litres by waste type by SEPA. These values were then converted by SEPA into weight in tonnes2. Waste types were categorised by the European Waste Catalogue (EWC)3 List of Waste (EWC 2002) - a harmonised, non-exhaustive list of waste types organised into 20 chapters which categorises wastes based on a combination of what they are and the process or activity that produces them. EWC codes were also aggregated into the EWC-STAT4, which is a substance-oriented statistical classification system used for reporting waste statistics to the European Union (EU). Companies in the original surveys were classified according to the UK Standard Industrial Classification (SIC) of Economic Activities (UK SIC[2003])5, which categorises business establishments by economic activity. In this analysis, the companies were further classified by EU NACE codes (NACE Rev 1.1), which are identical to UK SIC (2003) codes to the four digit level. Companies were also grouped by employee size group, as measured by the number of Full Time Equivalents (FTEs). There are 21 NACE code groups and 5 employee size groups. Annex A gives three 21 x 5 tables. Table A-1 in the data appendix contains the number of survey responses in each cell and Table A-2 contains the mean weight of waste produced by a company in each cell. Table A-3 indicates the number of companies in Scotland in 2006 in each cell. We assume that within each cell in Table A-3 (Annex A), the companies are reasonably homogenous and that only estimates of totals are required. Further, we assume normality in each cell will be acceptable.

In some cells in Table A-2 (Annex A), there was evidence of moderate skewness caused by some high values. Leaving these data untreated will lead to slightly wider confidence intervals. The mean weight of waste produced per company in the NACE by employee size group cell ( xij ) and standard error of that mean (S.E.) were computed from the sample. The mean and uncertainty in the mean given the number of companies in that cell (N ) and the number of companies ij

surveyed in the particular NACE/employee size group (nij) were calculated. The estimate of the weight of waste produced in a cell is the mean for that cell multiplied by the number of businesses in that cell. So the subtotal (T ) for cell ij ij

Where L is the number of NACE codes used (n=21) and G is the number of employee size groups (n=5). The influence of outliers, defined as unusually high or low values in the sample, was investigated. Although some large outlying values were observed, it was found that the estimates of waste were not influenced by the presence of outliers. This was because the organisations in question appeared to be genuine large waste producers. Therefore, it was decided to make no adjustments for outliers in the analysis for outliers as those detected were considered representative of the population. This meant that assumptions of normality were violated in a number of the cells in the table formed by FTE and NACE. However, this did not materially bias the estimates of the total waste produced.

To judge the efficacy of using results from the 2004 survey undertaken by EnviroCentre to estimate waste in 2006 the procedure used to produce estimates of commercial and industrial waste in Scotland for 2004 was repeated to produce estimates for 20066. This was done primarily by applying updated estimates of the number of companies in Scotland classified by NACE code, number of employees and Waste Strategy Area as multipliers to the original EnviroCentre survey data. It should be noted that two industrial sectors - NACE B (Fishing) and NACE C (Mining and Quarrying) - were included in the 2006 survey but were not present in the 2004 survey. Consequently NACE B and C organisations are not included in this efficiency analysis.

Total tonnes of commercial and industrial waste produced in Scotland The total commercial and industrial waste produced in Scotland in 2006 is estimated to be 7.64 million tonnes with a 95% confidence interval of 2.60 to 13.42 million tonnes. Less than five per cent of the companies appeared to contribute around one third of the waste. Analysis of the influence of outliers was carried out. These are indicated by the percentile chart displayed in Figure 1. In Figure 1 estimates from 2004 and 2005 are compared to 2006. There was a steep drop in the curve between all samples (All) and percentile P5 - P95, which represents the removal of the largest and smallest 5% of waste producers (potential outliers) from the estimation procedure. This shows that 5% of businesses contribute around 3.7 million tonnes of waste (48% of commercial and industrial waste). If the contributions of these businesses are removed, the estimates of commercial and industrial waste produced by the majority of the remaining population remain fairly constant at around 3.9 million tonnes. It is of note that the 2006 estimates are “smoother” than those of proceeding years suggesting that the larger sample size has increased precision of the estimates. No extreme values were removed from the analysis presented in this report as it was considered that they were part of the true distribution of waste. A few companies will make a large contribution to the commercial and industrial waste produced in Scotland.

It is assumed that this is due to the higher concentration of businesses in this area. The distribution by business sector (NACE code) is presented in Figure 3. Glasgow and Clyde Valley is the largest producer in all sectors except Mining and Quarrying.

In most of the Waste Strategy Areas, wholesale and retail, and hotels and restaurants are the biggest waste producers. The transport and communications sectors are the smallest waste producers.

iii. Total tonnes of commercial and industrial waste produced in Scotland by EWC chapter The types of waste produced were estimated for each of the 20 EWC chapter codes. These are displayed in Table 1. Chapter 20 Municipal and Similar Waste dominates the waste streams, making up 3.89 million tonnes (51%) of the total 7.64 million tonnes. The reasons for this are twofold:



a large proportion of the waste produced by businesses is mixed waste and is coded as 20 03 01 (mixed municipal waste)



in many cases the EWC codes for separately collected wastes, such as paper, plastics, metals, do not appear in the list of wastes arising from the relevant industry and therefore Chapter 20 codes have to be used

Some NACE codes, including G (Wholesale and retail), K (Miscellaneous business and services), DA (Food and drink manufacture), and E (Electricity, gas and water) have wide confidence intervals indicating uncertainty in estimation as shown in Figure 6.

The NACE groupings were further aggregated into a smaller number of SEPAdefined industrial and commercial business sectors7. The quantity of waste produced by these groupings is displayed in Figure 7 and Table 2.

These analyses show that commercial waste is substantially larger than industrial waste in Scotland. It is thought that this is due mainly to the small amount of heavy industry found in Scotland. Figure 8 Estimated tonnes of commercial and industrial waste produced by employee size group From Figure 8, it is possible to deduce that there is a slight association between the quantity of waste produced and the employee size group as those employers businesses with over 50 full time equivalent employees produce significantly more waste. There was greater homogeneity amongst the companies in the 10 to 14 employee size group than all the other employee size groups but especially when compared to the 15-49 and 50+ employee size group. In the sample the standard deviation of the 15-49 and 50+ employee size group are respectively 28 and 17 times larges than the standard deviation of the 10-14 employee size group.

These results show that the majority of the commercial and industrial waste in each Waste Strategy Area is commercial, which corresponds to the pattern for Scotland as a whole (Figure 7).

x. Analysis of mixed waste In Annex B (Table B-3) it is observed that there are 2.73 million tonnes of household and similar wastes which are mixed wastes. The composition of this waste is now investigated. The composition of mixed waste is displayed in Figure 10 and it is observed that paper, cardboard and food make up just over 50% of this waste stream. 25 19.84

Part C: Comparison of the 2004 and 2006 survey results Estimates of commercial and industrial waste produced in 2004 and 2006 were compared overall and at waste strategy area level, by EWC chapter and NACE code. NACE B (Fishing) and NACE C (Mining and quarrying) were not surveyed in 2004 so no comparisons could be made of these sectors. NACE 51.57 (Wholesale of waste and scrap) was surveyed in both years but was reported as part of NACE G in 2004 and as a separate item in 2006. •

Total commercial and industrial waste has fallen from 8.96 million tonnes in 2004 to 7.64 million tonnes in 2006 million tonnes, a percentage decease of 14.7%. The precision of the estimates improved by 21.6% over this period. A proportion of this is explained by a 10.1% reduction in the number of companies. There are fewer companies in employee size groups 0-4, 5-9 and 10-14 in 2006 compared to 2004 (declines of 13.35%, 11.22% and 5.09%) There were however, 2.58% and 2.62% more companies in employee size groups 15-49 and 50+.



In 2006 all Waste Strategy areas saw a reduction in the amount of waste produced. Some of these reductions were substantial such as the North East with a 37.5% reduction. The Waste Strategy Area with most waste produced remains as Glasgow and Clyde Valley. The percentage reductions in each Waste Strategy Area are displayed in Table 6.

Considering EWC chapters the main waste category remains as municipal and similar wastes at 3.89 million tonnes. This has declined from 67.8% of waste in 2004 to 50.9% of commercial and industrial waste produced in 2006.

Waste produced for most NACE codes has generally fallen as can be observed from Figure 11. There has been more than a 230% rise in NACE 37 (Recycling, not shown in Figure 11) but the absolute size of NACE 37 is relatively small. A large part of the explanation of the changes in waste produced depicted in Figure 11 is the change in the distribution of companies. For example NACE DN shows the largest fall and the number of business decline by 20%. Similarly NACE 90, DA, DB+DC declined by 12%, 12% and 22.35% respectively. However this is not always the case as waste from NACE M decreased by more than 50% yet the number of companies increased by 9.2%. For the two noticeable increases in waste produced in Figure 11 i.e. NACE E and K, in these two cases the number of companies increased by 13% and 11% respectively. •

There has been a slight rise in the proportion of industrial waste (by around 3%, from 2.57 million tonnes in 2004 to 2.65 million tonnes in 2006). Over the same period however there has been a fall of 23.0% in commercial waste from 6.39 million tonnes to 4.92 million tonnes.



The smaller employee groups exhibited large falls in waste produced with 0-4 FTE’s falling by 88.8% and 5-9 FTE’s by 62.2%. The waste produced by the 10-14 FTE group fell by almost 74%. The waste produced in the 15-49 FTE group on the other hand rose by 25.8%. For the 50 or over FTE group there has been a more modest rise in waste produced of almost 6% over the period 2004 to 2006.

Part D: Efficiency of Predicting In order to assess the viability and frequency of any future surveys, the results of the 2004 survey were used to provide an alternative estimate for 2006. This was done by using the sample data obtained from the 2004 survey and applying this to the business population for 2006. These results were then compared with the actual survey results for 2006. Shown in Table 7 are the recalculated results for 2006 which compare well at the higher aggregated level with the current estimates of industrial and commercial waste. It should be noted that the NACE B (Fishing) and NACE C (Mining and Quarrying) were not surveyed in 2004 and therefore these sectors cannot be compared. The estimates of total industrial and commercial waste produced in Scotland for 2006 differ by only 0.13% and the largest differences are from FTE 10 to 14 group and NACE 37 and DB+DC. However, at the waste strategy area errors become larger and more unreliable.

Summary • The estimate of commercial and industrial waste in Scotland for 2006 is 7.64 million tonnes. This is a fall of 1.32m tonnes from the proceeding survey in 2004. • Commercial waste dominates the Scottish waste output, representing 4.92 million tonnes compared to 2.72 million tonnes of waste produced by industrial organisations. Commercial waste has fallen substantially by around 23% however; industrial waste has risen slightly by around 3%. • EWC chapter 20 Municipal and Similar Waste makes up 50.9% (3.89 million tonnes) of all waste coded in the survey. It is thought that this is partly due to the coding of mixed waste as mixed municipal waste • Wholesalers and retailers are the largest waste producers (1.67 million tonnes, 21.9%), closely followed by Miscellaneous business and services (1.17 million tonnes, 15.3%) • Glasgow and Clyde Valley is by far the largest waste-producing Waste Strategy Area, producing 2.79 million tonnes of commercial and industrial waste. Since 2004 the largest percentage falls occurred in the North East and Western Isles waste strategy areas. Amongst the business sectors NACE 90 (sewerage), DA (Food & Drink) and DN (Other Manufacturing) have shown large falls. • Amongst the business sectors, Wholesale and Retail and Energy and Water have the highest degree of uncertainty in their waste estimates, as shown by wide confidence intervals. • There is some evidence that the amount of waste increases with the size of the organisation

Part E: Overall Conclusions 1. It is estimated that in 2006 7.64 m tonnes of commercial and industrial waste was produced (95% confidence intervals range from 2.60 to 13.42 m tonnes). 2. Amongst the Waste Strategy Areas Glasgow and Clyde Valley produced the largest amount of waste for all business sectors except mining and quarrying. This largely reflects the higher concentration of commercial and industrial enterprises in this area. 3. Wholesale and retail and Miscellaneous business and services are the sectors associated with highest amounts of waste. 4. Municipal and similar waste is the largest waste stream at 3.89m tonnes (51% of total waste produced in Scotland). This stream contains a large proportion of mixed waste. The amount of mixed waste is estimated to have been 2.73 million tonnes, the majority of which is associated with the commercial sector. Paper and cardboard accounted for 20% and 17% respectively of all mixed waste. The largest amount of mixed waste was produced in the Glasgow and Clyde Valley waste strategy area. 5. The amount of commercial waste produced is almost twice the amount of industrial waste produced (2.72 and 4.92 million tonnes respectively). The largest sector of industrial waste is Food and Drink which produced 10.2% of all waste. Amongst commercial waste the largest sector is retail and wholesale at 21.9% of all waste. 6. As expected, organisations employing more than 50 FTE produce significantly more waste. 7. Estimating waste produced in 2006 from the survey conducted in 2004 has shown to be successful at the level of FTE and NACE. But at lower levels of desegregation large inaccuracies appear. This can be attributed to the approach to sampling undertaken in the 2004 survey. The 2006 survey followed a stratified approach and the number of samples was 3,231, 63% larger than the 2004 sample which was 1,980. It is considered that the 2006 would be a reliable base to use to estimate waste at least to 2008. 8. The stratified approach has given a sounder base than that produced by the 2004 sample – this has allowed more precision and more reliable estimation of combinations of waste strategy area by employee size group and by NACE code. One consequence of this is the ability to populate more cells of Table B-3: Industrial and commercial waste by type (EWC-STAT) and by business sector (NACE code).

9. The sample framework was designed for around 6,000 samples. If this had been achieved then, rather than observing an improvement in precision as measured by shrinking of confidence intervals of just over 20%, one would have expected to observe an improvement of around 42.5%.
