Expression of Interest for an Energy Efficiency & Microgeneration Market Analysis Study Introduction Regen SW is inviting expressions of interest from organisations for an Energy Efficiency & Microgeneration Market Analysis Study. The Energy Efficiency & Microgeneration Market Analysis Study is part of the Ready for Retrofit programme, a three-year ERDF funded project offering a new funding opportunity for social landlords in the south west of England (excluding Cornwall) to improve the energy efficiency of their existing housing stock. The aim of the programme is to grow the local supply chain for low carbon building retrofit by stimulating demand and supporting local SME businesses, in order to create a sustainable domestic energy efficiency and microgeneration sector. Outline of the study The Energy Efficiency & Microgeneration Market Analysis Study aims to better understand the market in the south west, provide analysis of the value chains, and identify opportunities and barriers to the market's growth and development. One important output will be a published report to inform market participants, local and national decision-makers and stakeholders. The tasks will include: A comprehensive literature review and desk top analysis of the sector and issues On-going close working and information sharing with the Ready for Retrofit team (see below) a detailed quantitative and qualitative survey of at least 150 relevant businesses at least 30 in-depth qualitative interviews with businesses and/or other relevant parties comprehensive value chain analysis SWOT analysis Fully publishable report in a specified format Presentation of findings and recommendations to Ready for Retrofit team The Ready for Retrofit team is currently recruiting a Supply Chain Coordinator who will be responsible for liaising with the selected firm, working alongside the consultants, and ensuring the outputs meet specification. In parallel the Coordinator will be tasked with compiling and publishing an online Supply Chain directory using data and information provided by the consultants and other sources where applicable. We want the consultants to work closely with the Ready for Retrofit team and we request that they be regularly located in our Exeter office and spend input time there, including coordinating their activities and findings with the Supply Chain Coordinator
Objectives The objectives of the work are to: Review the domestic energy efficiency and microgeneration retro-fit market in the south west Region and provide comprehensive analysis of the value chains. Identify key supply chain opportunities and ways to grow the sector in terms of capability and volume of business. Publish an evidenced-based report that includes a description of the sub-sectors and value chains, an analysis of opportunities, and lists key actions and success factors to take forward. Provide the Ready for Retrofit team with all raw and analysed data so that they can compile and publish a supply chain directory. Physical Outputs The main physical outputs of the contract are: all raw and analysed datasets on the market as created under the Scope of Works a presentation of findings and recommendations to the Ready for Retrofit project team Full report as set out in the scope of work ready for electronic publication and formatted in Regen SW house style with associated diagrams, images and executive summary Budget and payment The budget range for this study is £40,000 to £50,000 (excluding VAT). Payment will be made in full following the approved completion of the outputs detailed in the SOR. Timescales Following the receipt of expressions of interest by 1st July 2013, the invitation to tender will be distributed to selected organisations by the 5th July 2013. Tenders will then need to be returned by 19th July 2013. Following the receipt of tenders on 19th July 2013, an appointment will be made by 26th July 2013. The interim report must be delivered by 28th October 2013 allowing Regen SW at least 2 weeks to produce comments.
