All arena operators have the responsibility to ensure that the ice surface in their facility is maintained at a level consistent with the activity/event taking place and with due regard for the safety of the users. CROSS REFERENCE:

PURPOSE To establish a general policy on ice maintenance for various events and activities taking place in the Arena, Kinex, Kinsmen Community Arenas and Dawe Centre Arena. PREAMBLE It is possible to maintain ice to any desired standard. However, to make effective use at a reasonable cost, a limit must be set on the number of occasions in a day that ice is scraped and flooded. ,

Factors to be considered are: 1.

Ice conditions must be safe.

2.

Lost time from daily schedule of use should be minimized.

3.

Limited manpower for all caretaking and supervisory responsibilities necessitates a limitation on ice maintenance. (Not only actual flooding time but time for preparation and cleanup of machine is a factor).

4.

Costs of ice plant operation and of shaving is affected by excessive flooding.

5.

To reduce build-up of ice, flooding may be substituted by shaving at the discretion of the operator.

POLICY The basic types of use and level of maintenance is as follows: A 15 minute ice maintenance break will be the standard between bookings except for

certain activities and events. These exceptions will be determined during the seasonal allocation of ice times in consultation with the facility operators. 2.

Public Skating:

Ice will be maintained prior to each session and at intermission if

conditions warrant. Two floods are required before each session.

All practices: Ice will be prepared prior to the beginning of each session and at the discretion of the facility operator or his designate midway through a session if it extends beyond one hour and there could be serious damage to the ice or a threat to the safety of the users.

4.

Figure skating lessons: Same as (3.) above.

5.

Hockey/Ringette Games: ice will be prepared prior to the beginning of each session, and it will be maintained after each period if desired by the user and if time permits.

6.

Drop In Hockey: Same as (5.) above.

7.

Figure Skating Competition: Ice will be prepared prior to the beginning of each session and during a session as requested or more frequently at the discretion of the operator or his designate if there is a threat to the ice conditions and/or to the safety of the users.

8.

Casual Bookings: Same as (3.) above.

9.

Special Events: Same as (5.) and (8.) above depending upon the type of event.

Note:: We will always attempt to maintain the ice as requested by the user; however, the extra maintenance time will be taken from their allocated time block and it will be charged for at the normal rate.

Ice Surface Shaving

PURPOSE OF PROCEDURE:

To provide guidelines for shaving the ice surface with the ice resurfacer.

PROCEDURE STANDARD:

The Facility Operator is responsible for ensuring that the ice surface is maintained at a thickness of 1.0 inch to 1.50 inch. The operator will schedule shaving as required: on “A”- Fridays at 7:45 a.m., and on “B” Wednesdays at 7:45 a.m. The ice thickness is to be measured weekly prior to the scheduled shaving.

‘ROCEDURE DESCRIPTION:

- A cordless power drill c/w a .25 inch bit can be used to measure the depth of the ice at several locations. Use an ice surface chart to mark the depth of the ice at the locations checked. Keep the charts in a separate file in the Operator’s office for a period of seven years. - Shave as required; usually, only the comers require attention. - Shaving is usually done in a figure 8 pattern between the blue line and the end of the rink - see attached diagram. - If the ice surface thickness is less than 1 .O inch in an area, flood the area with pails of hot water until the 1 .O inch standard is met. -

Ice Plant Operating Policy & Procedure LEAD ROLE: Facilities Superintendent Arena Operators

PURPOSE: To establish policies and procedures for operating and maintaining arena ice plant systems. POLICY STATEMENT: ~11 arena operators have the responsibility for the safe and effkient operation of their ice plant systems. They must also ensure that these systems are serviced at the appropriate intervals and the operating logs are completed daily.

THE CITY OF RED DEER RECREATION, PARKS & CULTURE DEPARTMENT ICE PLANT POLICY AND PROCEDURE

Prepared: January 6, 1981 Revised: October 11, 1990 May 27,1996 PURPOSE:

To set out policies and procedures governing the operation and maintenance of arena ice plants systems and to set out responsibility of various staff members. It is well documented that good maintenance procedures will reduce repair costs, prolong the life of the equipment and reduce energy costs. POLICY:

The Facility Operator shall be responsible for the safe and efficient operation of the ice plant. All running and related equipment must be checked at least four times per day or as otherwise stated on the attached operating log. ice plant equipment shall be checked immed@tely at the beginning of each shift, i.e., early morning shift and afternoon shift. Each person undertaking the official inspection will be responsible for recording appropriate gauge readings and for initiating the corresponding space on the operating log. Any irregularities should be tended to or reported immediately. Prior to the the annual plant start-up and shortly after the annual plant shut-down, the services of our refrigeration system contractor will be solicited to put the plant in service and take it out of service respectively. All major repairs will be performed by the refrigeration company that is under contract with the City. PROCEDURE:

Designates staff members to inspect the ice plant as frequently as stated above, or more often if, in his discretion, more frequent checks are necessary.

Responsible for doing a thorough inspection of the ice plant operation and equipment during the operating and off-season to ensure that the necessary repairs are effected during shutdown to ensure minimal lost time due to equipment breakdowns.

Responsible for ensuring that the plant room is safe and clean at all times.
