Francis City Planning Commission Meeting Thursday, September 17, 2015 Francis City Community Center 7:00 p.m. 2317 South Spring Hollow Road Francis, Utah 84036 Present: Co-Chair Kevin Cannon, Commissioner Trent Handsaker, Commissioner Loraine Flygare, Commissioner Shauna Bushman Planner Marcy Burrell, Engineer Scott Kettle, Excused: Chair Jill Jacobson and Secretary Susan Moses Others Present: Trent Martinez, Katya Kadomtsev, Dmitry Kadomtsev Call Meeting to Order: Co-Chair Kevin Cannon called meeting to order at 7:05 pm Spader Preliminary Subdivision Plat B with Possible Approval: Public Hearing Planner Burrell read through the staff report. Planner Burrell explain last month the Planning Commission approved the Subdivision Concept Plan along with the Annexation, this month we will possibly approve the Preliminary Plan and next month will be Final Approval. Planner Burrell suggested the Planning Commission look at possibly extending the cul-de-sac to the edge of the property allowing for future development. Planner Burrell stated Horrocks Engineers letter has six items that need to be addressed before final approval: 1. Show 10’ Public Utility Easement around each lot. 2. Show irrigation ditch and ditch easement on the plat. 3. Add lot addresses to the plat. 4. Submit construction drawings that meet Francis City Construction Standards. Page 1 of 5

Francis City Planning Commission Meeting September 17, 2015 5. Turn in sufficient water rights that will supply 1.0 acre-ft of water per lot in the Cities wells. 6. Correct redline comments and return relines to the Engineer. Planner Burrell commented last month the Planning Commission brought up the concern of added traffic to 1000 East and you may want to have a Traffic Study done as a condition. Commissioner Flygare expressed concern for added traffic on 1000 East. Commissioner Cannon commented it will be difficult to ingress and egress from that location. Planner Burrell explained you do not need to have a separate ingress and egress for this subdivision because it is less than 12 lots, therefore it will only require 1 road. Commissioner Flygare asked how would that work when there is further development? Engineer Kettle explained if someone wants to annex in more property and extend that road in the future, at that time we would look at other options to get another road. We would not allow them to just connect to this road. Commissioner Handsaker asked the reason why someone has to give an easement to someone who owns property behind them. Engineer Kettle answered because we do not want to land lock a property owner. Kettle added we want to encourage neighborhoods and have connective of subdivisions. Kettle showed on the map possible future roads. Planner Burrell stated at the last City Council meeting the City Council addressed the issue that a storm drain is needed, due to the fact drainage flows under the proposed road. Engineer Kettle stated that is something we will look at with his design, he will have to come up with a design to maintain the storm and water drainage on that Page 2 of 5

Francis City Planning Commission Meeting September 17, 2015 site, because we do not have a storm drain system to take the water, so the developer will have to build some kind of detention basin to keep that water on sight. Open for Public Comments No Public Comments Planner Flygare asked if 1000 East has to be widened who will pay for that? Engineer Kettle answered if that happens than we will work something out with the developer, it is part of the annexation agreement, and he agreed to pay for any improvements that are required because of his subdivision. Kettle commented that a few years ago the County did a traffic study and Kettle does not think eight new homes will warrant widening that road. Trent Handsaker motioned the Spader Preliminary Subdivision Plat B be approved with the staff recommendations of: 1. The subdivision make all red line corrections that Horrocks Engineering asked in their letter. 2. Extend the cul de sac to the edge of the property for future development to the east with a city easement. 3. Traffic Study done on 1000 East. 4. Storm drain for the proposed road. Lorraine Flygare seconded the motion. Motioned passed unanimously. Code Amendment for C-1 Zone: Discussion Planner Burrell read through the Staff Report. Planner Burrell stated the City does not have a design standard and that is what we are going to work on for the next couple of months. Burrell asked the Planning Commissioners what they would like to see. The Planning Commission had a short discussion about Design Standards for the Commercial Zone. Commissioner Cannon commented he would like to take it back in time as to the style and design. Commissioner Bushman commented we have Frontier Days, that is our Town, that is what we should design around. Page 3 of 5

Francis City Planning Commission Meeting September 17, 2015 Commissioner Cannon agreed and suggested having sidewalks, having lights that look old fashion, possibly a hitching post. Commissioner Bushman suggested a new façade on the Community Building with brick or stone and wood slates. Make the 4 way stop the Center of Francis. Bushman would like to see shops, a café or restaurant. Planner Burrell asked what it is about Francis that draws us here. Commissioner Flygare commented Francis is Country living. Flygare stated the corner store years ago was the meeting place for everyone. They had an old potbelly stove. It was a place everyone gathered at. Planning Commission came up with: Country Living, Outdoor Amenities, Outdoor Recreation, and Open Space. Planner Burrell asked what we could add to Francis that will keep us here in the future? Planning Commission came up with: Jobs, RV Park, Small Quaint Hotel, and an Old Fashion Country Store / Café. Also would like to see a central hub or gathering place. The Planning Commission discussed changing the name of SR 32 to Main Street, from the City’s north boundary south to the 4 way stop. Planner Burrell suggested we come up with a Design Vision Statement Commissioner Bushman suggested we look at the Frontier/Pioneer era. Planner Burrell ask the Planning Commission to read through the handout of Heber City Design Standards & Guidelines and mark the things you like and write down any other ideas you may have and we will discuss it at next month’s meeting.

Francis City Planning Commission Meeting September 17, 2015 City Business Planner Burrell stated if Trent Martinez is able to get everything done on the Spader subdivision he will be on the October Agenda. Rex Campbell may possible come to the Planning Commission with an annexation. Approval of Minutes: August 20, 2015 Planner Handsaker motioned to approve the August 20, 2015 minutes as presented. Commissioner Flygare seconded the motion. Motion passed.

Adjourn Commissioner Bushman motioned to adjourn. Commissioner Handsaker seconded the motion. Motion passed. Adjourned at 8:15 pm
